Yeah this is a weird set, but in the words of Jenny Slate, "well I like to have fun". Fast Vespiquen with a bit of SpA investment outcreeps Grapploct and offensively checks it. Grapploct can only OHKO with Ice Punch if it's at +3, meanwhile Vespiquen outspeeds 2HKOs with Air Slash. Sucker can be played around with Roost and you aren't punsihed for mispredicting in case of Ice Punch considering you lose your Flying type. Toxic Spikes put pressure on Grapp even when you're not on the field, though Toxic is a much more immediate timer to set. As a bonus for having a weird set, you creep other Vespi, Machoke, and Mudbray.

I think lamp is still fair game as risin said it is a check not a counter, brutal wing is less common now anyway but I do see the point your making as it is an option on the set list. You can also scout to see if it has brutal swing and if not lamp walls grapp and can set up a force a kill.

This Beheeyem set can switch in on brutal swing, take another brutal swing even after stealth rocks and then ohko back with psychic. Beheeyem isnt perfect though as colbur berry is only a one time use, however beheeyem can still beat grapploct without colbur as long as it doesn't switch into brutal swing and can even take a +1 brutal swing after stealth rocks. Also if beheeyem comes in freely with colbur it can take up to a +4 brutal swing. Moreover if grapploct isnt running brutal swing which most aren't beheeyem has a much easier time and can also take a +6 sucker punch with colbur berry.

this set serves as a counter to the proposed grapploct set, as you can switch in on any of its moves and react accordingly. goth takes any hit with its defensive spread, so you can switch in with ease vs the octopus. without hazards on your side of the field, you can survive even an unboosted brutal swing into sucker punch at max hp.

you'll need a few boosts to be able to deal damage back, but thats where weakness policy comes in. goth with no cosmic power boosts has a very good chance of surviving even a +3 sucker, but with +2 attack and +2 special attack, goth ohkos with ease. grapploct is also naturally slower, so you are able to fire off strong stored powers, or you can outplay suckers with cosmic power, rest, and sleep talk.
