1. Flying/Steel
Give it up for our new champion, Flying/Steel. Offensively, it is pretty good, being super effective against 43.9% of all type combinations. Defensively, however, is where it really shines. It is only weak to 2 types, neither of which are particularly common, resists 8 types, including the 2 types it strongly resists, one of which being Bug. It also has 2 immunities to top it all off, one of which is Ground. Not to mention the fact that it is immune to most entry hazards, and the poison status condition. This is easily the best defensive type, and it also has a great offensive presence. Flying and Steel cover each other's weaknesses perfectly, resulting in what I consider the best typing in the game.
2. Normal/Ghost
While not at the very top, our former champion is still a force to be reckoned with. It has 3 immunities, one of which is to Fighting, while only having 1, not very relevant, weakness, on top of having 2 resistances, one of which is to Bug. Besides its incredible defensive traits, it also is pretty good offensively. While it may not hit much for super effective damage, only 18.1% of all type combinations, it is resisted by a mere 2.9%. This combination of great offensive and defensive traits makes Normal/Ghost my pick for the 2nd best type combination.
3. Ground/Flying
Landorus-T is good for many reasons, as it has many great traits. And while not necessary to its success, its typing cannot be overlooked as a reason for its dominance over the meta. Ground/Flying hits 60.4% of all typings for super effective damage, while only being resisted by 1.8%. It is no slouch defensively either. While it does have an unfortunate 4x weakness to Ice, it only has one other weakness, and its immunity to Electric, Ground, and most entry hazards more than makes up for it. It also resists Fighting, Bug, and Poison. No matter the role, Ground/Flying is never a bad type to have. Unless the tier is terrorized by a very powerful Ice type. Then it is less useful.
4. Ground/Fairy
Ground/Fairy is not a type to be taken lightly. It hits 59.1% of typings for super effective damage, and is only resisted by 1.8%. It's no slouch defensively either. While it may have 4 weaknesses, the only truly relevant one is Ice, and it resists 4 types, including Fighting, Rock, and Bug. Pretty good overall.
5. Fighting/Ghost
Fighting/Ghost is the best typing for hitting things without being resisted. Only a single typing resists it, that being Normal/Ghost. In addition, it hits 47.4% of all typings for super effective damage. It is one of the best offensively, and it isn't bad defensively, either. While it may have 4 weaknesses, It has 3 resistances, including one to Rock, and a 4x one to Bug. It is also immune to 2 types, including Fighting. Excellent typing overall.
6. Ghost/Fairy
Ghost/Fairy is a great type in all metrics. It hits 40.4% of typings for super effective damage, and is only resisted by 1.8%. It has 3 immunities, one of which is Fighting, and is only weak to 2, not particularly relevant types. It also has a 4x resistance to Bug. Great type in all metrics.
7. Ghost/Steel
Ghost/Steel is the highest ranking typing to be weak to a very relevent type, that being Ground. How does it make up for that? By being otherwise incredible defensively, and having a good offensive presence. It has 9 resistances, including Rock, Ice, and a 4x resistance to Bug. it aslo has 3 immunities, one of which is Fighting. It is also immune to the poison status condition. That being said, it does have 4 weaknesses, but only one of them is that relevant. It also is good offensively, being super effective against 37.4% of typings, and only being resisted by 4.7%. A fantastic typing overall, and would be higher if not for the Ground weakness.
8. Steel/Fairy
Speaking of Ground weaknesses, many people consider Steel/Fairy to be the best typing in the game. Why do I disagree? Well, the Ground weakness for one. That isn't to say the Ground weakness holds it back from excellence, as excellent is precisely the word I would use to describe this typing. My raw method for determining what type is the best defensively determined that this was the best one, and while I don't agree with that assessment, this typing is incredible in that category. Like Ghost/Steel, it has 9 resistances, including Rock, Ice, and a 4x resistance to Bug. It also has 2 immunities, not including its immunity to the poison status condition. And for all that, it only has 2 weaknesses. In terms of offence, it is also great. It hits 42.1% of typings for super effective damage, and is only resisted by 14.6%. It is easy to see why this typing is considered the best, even if I don't agree.
9. Bug/Steel
Bug/Steel is a typing that is pretty slept on. While Bug is often considered bad, it really helps out Steel, ridding it of the two major drawbacks of Steel, that being its weaknesses to Ground and Fighting. In return, Steel rids Bug of its Rock weakness. Together, they resist 6 types, including Ice, Bug, and a 4x one. It is also immune to a type, while only being weak to Fire, even if it is a 4x weakness. Not to mention its immunity to being poisoned. And it isn't that bad offensively either. It hits 36.8% of typings for super effective damage, while only being resisted by 18.1%. Sometimes, even the best can be helped out tremendously by the smaller things.
10. Fire/Ground
Just barely making it into the top ten, we have Fire/Ground. Defensively, it is pretty solid, only being weak to 2 types. Unfortunately, one of them is the omnipresent Ground, and the other is quad. Still, it is pretty good in that regard, having an immunity, and 6 resistances, one of which is to Bug. But things really heat up when we reach offense. It hits 59.6% of typings for super effective damage, while only being resisted by 2.3%.
11. Ice/Ground
Just outside the top ten, we have the infamous Ice/Ground. Defensively, it isn't that good. It is weak to 5 types, one of which is Fighting, and the only thing it gets in return is a resistance and an immunity. So why is it this high on the list? Because it is the undisputed best offensive type. It hits a whopping 63.7% of all typings for super effective damage, while only being resisted by 1.2%.
12. Ghost/Dark
It is strong against 19.3% of typings, and resists 10.5%. It has 3 immunities, one of which is Fighting, has a resistance, and has only a single weakness.
13. Fighting/Flying
Fighting/Flying is a great mix of offence and defence. Its Ice weakness is not ideal, but its other weaknesses aren't that important, even though it has 5 of them. It is immune to Ground, and has 4 resistances, including one to Fighting, and a 4x one to Bug. It hits 50.3% of typings for super effective damage, and is resisted by 4.1%. It is also immune to most entry hazards.
14. Ground/Ghost
It is strong against 50.3% of typings, and is resisted by 3.5%. It has 5 weaknesses, one of which is Ice, but has 3 resistances, including Bug, not to mention 3 immunities, one of which is to Fighting.
15. Ground/Bug
It is strong against 53.2% of typings, and is resisted by 10.5%. It resists 3 types, including Ground and Fighting, and has an immunity, but is weak to 4 types, including Ice.
16. Water/Ground
It is strong against 46.2% of typings, and is resisted by 9.4%. It resists 3 types, including Rock, has an immunity, and is only weak to Grass, though that weakness is 4x.
17. Water/Fairy
It is strong against 46.8% of typings, and is resisted by 2.3%. It is only weak to 3, mostly irrelevant types, and resists 6, including Fighting. It also has an immunity.
18. Flying/Ghost
It is strong against 39.2% of typings, and is resisted by 3.5%. It is weak to 5 types, including Rock and Ice, but has 3 resistances, including a 4x one to Bug. It is also immune to 3 types, including Ground and Fighting. It is also immune to most entry hazards.
19. Water/Ghost
It is strong against 39.2% of typings, and is resisted by 3.5%. It is weak to 4 types, but none of them are particularly relevant. It has 6 resistances, including Ice and Bug, and is immune to 2 types, including Fighting.
20. Water/Flying

30. Fire/Grass
It is strong against 46.2% of typings, and is resisted by 12.3%. It has 3 weaknesses, but the only relevant one is to Rock. It has 4 resistances, one of which is 4x.
31. Fire/Steel
This is a complicated type. Its good traits are evident. It is strong against 43.9% of typings, and is resisted by 14%. It has 9 resistances, and 5 of them are 4x, 2 of those being Ice and Bug. It also is immune to Poison and being poisoned, and for it all, it only has 3 weaknesses. So why isn't it higher? Well, the weaknesses it has are very unfortunate. It is weak to Fighting, and has a 4x weakness to Ground. This is a serious problem, and majorly undermines its defensive capabilities, to the point where I cannot give it its former place.
32. Electric/Flying
It is strong against 38% of typings, and is resisted by 9.9%. It is weak to Rock and Ice, and resists 5 types, including Fighting and Bug. It is immune to Ground and most entry hazards.
33. Water/Bug
It is strong against 39.8% of typings, and is resisted by 7%. It has 3 weaknesses, one of which is to Rock. It resists 5 types, including Ground, Fighting, and Ice.
34. Water/Fighting
It is strong against 43.9% of typings, and is resisted by 10.5%. It has 5, not very relevant weaknesses, and resists 7 types, including Rock, Ice, and Bug.

For being the second worst typing, Fire/Ice has a lot going for it. It is strong against 50.3% of typings, while being resisted by 12.3%. The problem is that it is abysmal defensively. It has only 3 weaknesses, but they are the worst ones imaginable. It is weak to Ground, Fighting, and Rock, the last one being 4x. It does have 4 resistances, including Ice and Bug, the former being 4x, but it does not make up for its weaknesses. The fact is that even though this typing would be fantastic on a fast sweeper, it would be god awful on anything else.
171. Normal/Rock
In dead last, we have Normal/Rock. The problem is simple. Rock is already a bad defensive type, and all Normal does is make it more weak to Fighting. It is strong against 31.6% of typings, and is resisted by 10.5%. It is weak to 5 types, including Ground and Fighting, the latter being 4x. It has 4 resistances, and an immunity.

This will help people like me immediately recognize the type instead of having to read it. When all is said and done, i would expect to see something like this:

Here is my process on how I rank these.
The main contributor to a type combos ranking is whether or not they are weak to Ground, Ice, and Fighting. These three types warp the meta around them, and being weak to even two of them can bring a Pokemon's ranking down a fair amount. Being quad weak to one while still having a weakness to another will deprive a type combo of a top spot, unless they have a really good reason for it. Fire/Steel, an otherwise excellent type, barely makes the top 15, because it suffers from a fighting weakness and a quad weakness to ground. Likewise, Ground/Rock is an excellent offensive type, but is rather low on the rankings because it is unfortunately weak to all three. To a lesser extent, Rock is also an important type to not be weak to, due to Stealth Rocks, however it is more of an afterthought.
The next most influential category is how well the type combo is defensively, but it is valued just barely more than offense. A pokemon's type does not usually prevent it from being a sweeper, but it often prevents a pokemon from being a wall. Here are to examples of this:

Deoxys attack is a pure psychic type, which is not that good offensively. Despite this, its decent movepool and great stats let it perform well as a sweeper.
Avalugg has great defensive stats, reliable recovery, and hazard support. However, it has a huge flaw. It is an ice type. Shocking, I know. Ice is a bad defensive type, and this prevents avalugg from making any meaningful impact on the meta.

I'm sorry, what? STAB EdgeQuake is bad is it? As of SV, those moves are resisted by a grand total of 7 fully evolved Pokemon (5 if you don't count abilities). Granted that typing is poor defensively with 2 4X weaknesses, but it's not horrendous as you still have nice resistances to Fire, Normal, Flying, Rock and an Electric immunity. The problem is the same we used to have with Ice types, Game Freak keeps putting it on slow bulky Pokemon. If they put in on a fast attacker like Weavile, guarantee that Pokemon would be an OU star (if it didn't have a crippling ability).

168: Fire / Flying

Again, WHAT?! 6 resistances and an immunity, coverage only resisted by Rock types. Maybe when Stealth Rock was omnipresent, but with Heavy Duty Boots you can negate that. The fact that you have this listed below Rock / Steel and Bug / Ice is hilarious.

65: Psychic / Dark

A combo that resists...absolutely nothing. OK, has a Psychic immunity, but still...

171: Bug / Grass

OK, can't argue with that, that typing truly is the pits.

Rock grounds main problem is its garbage defence. also, im still changing these, and that ranking might change in the future.

168 Fire Flying
Fire flying has two incredible stabs for offense and while it has 3 common weaknesses, the X4 rock weakness does hurt, it also has 6 resistances, including fairy, fighting and fire, and an immunity to ground. Numerous pokemon with the fire/flying type have been good, such as moltres, and this should be at least in the top half not the 4th worst type combo.
 
I feel like you were looking a lot at the mathematics of how which types hit how many types and are hit by so many types whilst forgoing some important context. For example, you put pure grass very low on your list, it's the lowest mono type, probably because Grass is resisted by (I think) 7 types and is hit super effectively by 5 types. This is very important to note, however the fact that 3 of the types Grass is weak against are relatively rare (Poison, Bug and Flying) as coverage moves, the fact Grass resists Key offensive types like water and ground and hits those specific types super effectively is huge. Mono Grass should be at least in the upper half of this ranking

Similarly, Fire/Ground is absolutely not no 7. Like it's good offensively (albeit not so good to put it in the upper regions of this list due to its offensive prowess by itself) and definitely not this good defensively. Primal Don managed to utilize the typing immensely well due to its immunity to water, if this typing was so good defensively, defensive Camerupt with Solid Rock would be used a lot more
