I think Choice Band Swampert is a solid match with Toxicroak. Swampert is able to reliably deal with bulky ground-types Toxicroak can hardly touch, smack Latias with Ice Punch into Sucker Punch range, and OHKO Hydreigon with superpower. Toxicroak in return can beat all the bulky waters Swampert cant break well and serve as a back up against Amoonguss if Swampert reveals its set earlier.
 
Since we got a tie, I decided to give my vote to Estarossa's submission.

Moltres @ Choice Specs

Moltres deals with the various steel pokemon such as Scizor and Doublade. It also beats physically bulky pokemon for Altaria.
 
Necrozma @ Groundium Z
Ability: Prism Armor
EVs: 68 HP / 252 SpA / 188 Spe
Modest Nature
IVs: 0 Atk
- Calm Mind
- Photon Geyser
- Earth Power
- Signal Beam / Moonlight

Necrozma lures steel-types with Tectonic Rage (they are all OHKO'd by Z-Earth Power at +1) and pressures Poison-types like Amoonguss thanks to its STAB Photon Geyser, and draws in Dark-types that Altaria-Mega can take advantage of, such as Krookodile or Hydreigon. Spread is customizable, but this one lets you outspeed Adamant Bisharp and Timid Primarina.
 
Scizor (F) @ Buginium Z
Ability: Technician
EVs: 152 HP / 252 Atk / 104 Spe

- Bullet Punch

scizor broken, z lures one of the best malt answers amoonguss and can pivot in answers to opposing steel-types that malt + scizor cant rly handle like fire punch aggron.

Rotom is a fantastic partner for Mega Altaria as it performers as a pivot mon which can bring in Mega Altaria in favorable position and allow it to setup vs things like Infernape and Hydreigon. Rotom is a phenomenal check to Scizor and enjoys defogging hazards which may pressure Mega Altaria. Rotom Heat also works as a great offensive syngergy because of its good matchup vs things like Amoonguss which causes trouble for Mega Altaria to setup against.

Moltres @ Flyinium Z

Flyinium-Z Moltres helps to check steels such as scizor, aggron and steelix consistently throughout a game for Altaria, while flame body can potentially burn them. Unlike specs moltres, roost allows it to do this more consistently throughout a match. Z-Hurricane can also let it nuke some of the poison type answers to altaria, especially if it is not carrying earthquake.

Ability: Magician
EVs: 252 SpA / 4 SpD / 252 Spe
Modest Nature
- Nasty Plot
- Shadow Ball/Psyshock
- Focus Blast
- Substitute

  • Lures Dark-types for M-Alt to set-up on
  • +2 Fight-Z beats Steel switch-ins
  • Running Psyshock over Shadow Ball threatens Poison 'mons that resist M-Alt's STABs. Shadow Ball pressures Slowbro-Mega specifically
  • Substitute mitigates extreme Pursuit weakness against Dark-types and allows Hoopa to threaten more passive Balance cores
