Steelsurge, Life Steal, Mind Drain
Flash Handoff, Vampire Fang, Wingover
Boiler, Disarmament, Geomorphosis

Steelsurge, Cleansing Light, Grower Power
Sudden Psyche, Wonder Gel, Crippling Blow
Covering, Boiler, Danger Prevention

Yahooboo wins the status move category with Cleansing Light, Yoshiblaze wins the weak attacking move category with Flash Handoff, and Anaconja wins the ability category with Disarmament.

Slate 1 - Phase 2 - Pokemon Creation
The next slate is as follows:
One pokemon based on the move Cleansing Light:
Move Name: Cleansing Light
Category: Status
Type: Normal
Max PP: 16
Accuracy: --
Effect(s): Charges Turn 1. On Turn 2, restore the user to full health and cure the status conditions of the user and their party.
Reasoning: Two turn charge moves are a cool mechanic, but they are almost doomed from the start as the mechanic is so often used on actual attacks, which allows the opponent to just switch out into a counter for free and stop caring. The only time I can think of where the mechanic was used for a status move is Geomancy, and I think we all know how successful that was. Cleansing Light provides great role compression by allowing a support Pokemon to combine status curing and a recovery move in the same slot, and could also be very powerful on a wide variety of Pokemon when combined with Power Herb even if only used once.
One pokemon based on the move Flash Handoff:
Move Name: Flash Handoff
Category: Special
Type: Normal
Base Power: 60
Accuracy: 100%
PP: 16
Effect(s): The user shines a beam of light on the opponent, shortly blinding them, giving them an opportunity to escape. This move switches out the user and any non-OHKO move used on the opponent next turn is guaranteed to hit.
Effect Chance: N/A
Reasoning: Resubbing this since pivoting moves are useful for both offensive and defensive mons. Here, a slower Pokemon can use Flash Handoof as both a slow VoltTurn to bring in a frailer teammate and as support to guarantee a Focus Blast or Hurricane hit or even something crazier like Inferno
One pokemon based on the ability Disarmament:
Ability Name: Disarmament
Description: This Pokemon ignores other Pokemon's items when taking or doing damage.
Reasoning: Helpful for a wall to ignore the effect of a Choice item or other boosting item.
With the news of a bunch of dexit pokemon coming back in DLC, I would like to ask that you try to submit pokemon that are not likely to become OU staples were they reintroduced. Fakemons are welcome as always. Have fun!

Pokemon: Dedenne
Typing: Electric/Fairy
Abilities: Prankster / Cloud Nine (HA: Pastel Veil)
Stats: 75 / 60 / 65 / 100 / 130 / 95 (BST: 525)
Movepool Additions: Cleansing Light, Dazzling Gleam, Energy Ball, Solar Beam, Flash Cannon, Light Screen, Draining Kiss, Calm Mind
Reasoning: WIP
Is it Broken?: WIP

will finish when I find motivation, so who knows when?

:sm/shiinotic:
Pokemon: Shiinotic
Typing: Grass/Fairy
Abilities: Illuminate / Effect Spore / Grassy Surge
Stats: 80/50/100/90/70/40 (430 BST)
Movepool Additions: Cleansing Light, Aromatherapy, Mystical Fire, Healing Wish
Reasoning: Shiinotic is a formidable check to Dracovish and Dracozolt thanks to its typing. It also is a great utility mon due to Cleansing Light, Spore, Aromatherapy, and Grassy Terrain support.
Is it Broken?: It is very passive, with little offensive presence, only decent bulk, and no boosting options. It also has exploitable weaknesses, making it easy to wear down with sufficient offensive pressure.

:sm/exploud:
Pokemon: Exploud
Typing: Normal/Fire
Abilities: Scrappy / Soundproof
Stats: 94/101/73/101/73/88 (530 BST)
Movepool Additions: Flash Handoff
Movepool Removals: Focus Blast
Reasoning: Exploud is a potent wallbreaker that can pivot on forced switches with an unblockable Flash Handoff into a suitable teammate.
Is it Broken?: It has a hard time against Rock types, and it is not very fast or bulky either.

:sm/comfey:
Pokemon: Comfey
Typing: Fairy
Abilities: Triage / Disarmament / Aroma Veil
Stats: 60/60/90/100/110/100 (520 BST)
Reasoning: Comfey is a bulky special wall that can take on Choice Specs users like Dragapult and Life Orb users like Hatterene.
Is it Broken?: It faces tough competition with Clefable: the latter can set rocks, is immune to hazards, and has a lot of coverage.

Pokemon: Arbok
Typing: Poison / Dark
Abilities: Unnerve / Shed Skin | Disarmament
Stats: 105 / 115 / 95 / 60 / 75 / 90 (540 BST)
Movepool Additions: U-Turn, Slack Off
Reasoning: A solid check to Choice attackers with great defensive typing. Decent bulk is heavily augmented by ignoring any boosting items.

Pokemon: Phione
Typing: Water / Fairy
Abilities: Magician | Unburden (HA)
Stats: 75 / 65 / 105 / 120 / 105 / 60 | BST: 530
Movepool Additions: Cleansing Light, Moonblast, Hydro Pump, Psychic
Reasoning: Cleansing Light *basically requires the use of a Power Herb, so I went with abilities that function when the user loses its item. Water / Fairy gives it a good dual-STAB as well as defensive typing, so it can function as a bulky tank or wall breaker. It would fit well on a bulky offense team where the healing would be most appreciated and the one-off nature of the move less of a drawback.
Is it Broken?: It is walled by Ferrothorn, and Toxapex if not running Psychic. It doesn't have a way of boosting outside of Unburden, so it shouldn't sweep a healthy team.

Pokemon: Furret
Typing: Normal
Abilities: Fur Coat | Technician (HA)
Stats: 65 / 60 / 85 / 120 / 85 / 95 | BST: 510
Movepool Additions: Flash Handoff, Vacuum Wave
Reasoning: Furret makes a good pivot with STAB on Flash Handoff, good defense thanks to Fur Coat, and a bunch of good coverage moves to threaten almost anything.
Is it Broken?: It is not bulky on the special side, and its power isn't that impressive against enemies it can't hit super effectively. It also wants to spam a move that Ghost types are immune to.

Pokemon: Bibarel
Typing: Normal / Water
Abilities: Disarmament
Stats: 80 / 90 / 115 / 85 / 95 / 70 | BST: 535
Movepool Additions: Body Slam, Dragon Tail, Body Press, Recover
Reasoning: A decent wall with Stealth Rock support, Scald, and the ability to handle some common Choice Specs and Choice Band pokemon like Dragapult and Dracovish.
Is it Broken?: It is fairly passive and susceptible to status. It can be dealt with by other walls, setup pokemon, and Guts pokemon like Conkledurr.

:sm/jumpluff:
Pokemon: Jumpluff
Typing: Grass/Fairy
Abilities: Chlorophyll / Cotton Down / Grassy Surge
Stats: 95 / 55 / 80 / 55 / 115 / 115 = 510 BST
Movepool Additions: Cleansing Light, Play Rough, Moonblast
Movepool Removals: Synthesis, Aromatherapy, Strength Sap, Leaf Storm
Reasoning: Jumpluff is a really annoying Pokemon. With its high speed, it can get off a Cleansing Light while being able to act before some wallbreakers at max Speed, so it will be at full health when it has to take a second hit when Cleansing Light is used. Jumpluff's high Speed also lets it abuse support moves in Encore, Sleep Powder, Leech Seed, U-Turn, Memento, and Toxic to great effect. It also has Grassy Surge to help heal a little extra health while Cleansing Light-ing and boosting its Grass STAB a tiny bit if it chooses to run it.
Jumpluff @ Leftovers / Mental Herb
Ability: Grassy Surge
EVs: 252 HP / 192 SpD / 64 Spe
Timid Nature
IVs: 0 Atk
- Cleansing Light
- Encore
- Leech Seed / Toxic
- Sleep Powder

The given EVs outspeeds max Speed Rotom-Heat and can put it to sleep or use Encore when it Nasty Plots

Jumpluff @ Leftovers
Ability: Grassy Surge
EVs: 252 HP / 96 SpD / 160 Spe
Timid Nature
IVs: 0 Atk
- Cleansing Light
- Encore
- Toxic / Leech Seed
- Substitute

The EV Spread outspeeds Hydreigon, which allows you to Substitute on it and Encore it if it uses Nasty Plot or try to kill it with Moonblast if you find room for it
Is it Broken?: Jumpluff, even with a Grassy Terrain boost, is terribly passive and struggles against faster sweepers and super strong wallbreakers who can outplay or not care about Encore. Also, priority users can easily kill Jumpluff before the second turn of Cleansing Light happens, making its high speed useless in that regard. Lastly, Grass/Fairy has 6 good resistances and an immunity but also suffers from 5 fairly common weaknesses and 95/80/115 bulk isn't the absolute best thing in the world, so it can find itself struggling to handle strong super effective moves, especially with a turn 2 recovery move.

:sm/froslass:
Pokemon: Froslass
Typing: Ice
Abilities: Refrigerate / Regenerator
Stats: 120 / 60 / 60 / 60 / 60 / 120 = 480 BST
Movepool Additions: Stealth Rock, Flash Handoff
Movepool Removals: N/A
Reasoning: Froslass is a setup support Pokemon through and through. It leads off, uses Taunt + Spikes/Stealth Rock to setup hazards, then uses Flash Handoff to switch into a wallbreaker who gets the option of abusing a low accuracy move or pivot into a spinblocker. With Regenerator, it can come back in later to set up hazards again if needs be and its 120 Speed makes this job pretty easy, though Refrigerate can be used to pivot on Ghosts.
Froslass @ Heavy-Duty Boots / Leftovers
Ability: Regenerator
EVs: 252 HP / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Spikes
- Stealth Rock / Will-O-Wisp / Icy Wind
- Taunt
- Flash Handoff

Froslass @ Light Clay
Ability: Refrigerate
EVs: 252 HP / 4 SpD / 252 Spe
Timid Nature
- Light Screen
- Reflect
- Taunt
- Flash Handoff
Is it Broken?: Froslass isn't sweeping any teams by itself any time soon due to its extreme passivity and poor offensive movepool, so it requres team support to beat the opponent. Also, any strong wallbreaker can cut a setup session short if it can 2HKO Glalie, either limiting it to 1 hazard/screen or both hazards/screens but the loss of Flash Handoff's support option

Oh, by the way, Spook joins the council! I would like one more person so there are three to make any important decisions. PM me if you are interested.

Pokemon Name: Solsprite
Typing: Ghost / Fire
Abilities: Flash Fire / Cursed Body / Flame Body (HA)
Stats: 60 / 60 / 90 / 120 / 110 / 100 (540 BST)
Movepool:
-Physical: None
-Special: Night Shade, Flamethrower, Fire Blast, Shadow Ball, Dazzling Gleam, Psychic
-Status: Cleansing Light, Will-O-Wisp, Nasty Plot
Weight: 9.2 lbs.
Reasoning: Solsprite is a bulky, fast support unit that uses Cleansing Light to help its allies get rid of crippling status conditions like poison, burn, and paralyzation while also spreading status itself via Will-O-Wisp and Flame Body. Its decent special attack allows it to dish out severe damage to targets that don't resist it, while its passable special defense gives it the capacity to take multiple hits. 100 as a speed tier, while not the greatest, allows it to get the job done while outspeeding key threats like Corviknight and Hydreigon. It's obviously not perfect, as stuff like Grimmsnarl, Hydreigon, and Toxapex wall it, and, in Grimmsnarl and Hydreigon's case, can actually harm it in return, despite the fact Solsprite outspeeds both of them.
Is it Broken?: I hope not. Having Cleansing Light as its only recovery doesn't seem like a very big issue given that it fully recovers its HP, but the issue comes in the fact that said move takes 1 turn to charge up, which leaves you at risk of being KOed from the likes of Dragapult and Dracovish. Moreover, its low HP undermines its otherwise good 90/110 defenses, so even a tiny bit of chip damage can prove fatal to it. Its defensive typing is also pretty bad, as it mandates Heavy-Duty Boots as its item, in addition to leaving it weak to stuff like Hydreigon, Dragapult, and Seismitoad.

This Pet Mod looks pretty interesting - it inspires creativity, something that I seek in Pet Mods. May I join the council for this Pet Mod?

I literally posted this in the Pet Mods Discord not even a minute before SteelixPrismGX's post asking for voting to start, just wanted others to make sure everything was okay here since I'm not the best with making subs.

Cliety.png

Pokemon Name: Cliety
Typing: Water/Fairy
Abilities: Illuminate/Water Absorb/Natural Cure
Stats: 120/60/100/70/60/60 (470)
Movepool:
-Physical:
Liquidation, Play Rough, Waterfall
-Special: Air Slash, Draining Kiss, Hurricane, Ice Beam, Moonblast, Psychic, Psyshock, Scald, Surf
-Status: Cleansing Light, Haze, Healing Wish
Weight: 2 kg
Reasoning: This is meant to be a physical wall capable of taking on things like Tyranitar, Dracovish, and most physical Aegislash variants. I decided against giving it any other form of recovery so this move doesn't end up getting overshadowed, and even something like Wish might want to run Scald/Wish/Haze/Protect or something along those lines.
Is it Broken?: Doubt it. It's kinda passive so it invites a lot of Pokemon in, like Rotom-C, Ferrothorn, and Gengar. This is especially an issue if it lacks Moonblast, because that list would then include various Dragon-types like Hydreigon, Kommo-o, and Dragapult.

31 - Cadbunny.png

Pokemon Name: Cadbunny
Typing: Normal/Dark
Abilities: Pickup/No Second Ability/Regenerator
Stats: 90/50/90/110/90/90 (520)
Movepool:
-Physical:
Knock Off
-Special:
Flash Handoff, Dark Pulse, Earth Power, Hyper Voice, Snarl, Tri Attack, Weather Ball
-Status: Agility, Stealth Rock, Wish
Weight: 1.2 kg
Reasoning: This is meant to be a pivot that can choose to be offensive or defensive if it wants. RegenVest and Specs both seem like decent options here to me, with Specs being backed up by a pretty nice STAB combo thanks to Dark Pulse deterring Ghost-types so you can use it more safely. Regen helps keep it to more of a pivoting role than anything else.
Is it Broken?: Meant to be a pivot pretty heavy on versatility, but it's not the best at either of those roles even if it's not bad at them. That being said, it'll still lose to more bulky SpDef walls like Sylveon and Ferrothorn and it needs to invest into either one defensive stat or the other to be able to take those kinds of hits well, so it's always gonna be lackluster in at least one defense.

I win Cleansing Light with Phione

Pokemon: Phione
Typing: Water / Fairy
Abilities: Magician | Unburden (HA)
Stats: 75 / 65 / 105 / 120 / 105 / 60 | BST: 530
Movepool Additions: Cleansing Light, Moonblast, Hydro Pump, Psychic

Slate 3 - Hyper Offense
1 Field Effect abuse ability
: An ability that provides a buff when a certain weather, terrain, or other timed effect is active.
1 powerful attack with a significant drawback: Pretty self-explanatory. It's up to you to judge how much power is worth how much drawback.
1 setup move: A Status move that provides stat boosts or field effects, or otherwise powers up your pokemon. Cannot provide recovery or deal damage.

Move Name: Crawling Bomb
Category: Physical
Type: Fire
Base Power: 200
Max PP: 8
Accuracy: --
Effect(s): Priority -7. The opponent switches out before this attack hits. Always burns the victim.
Attributes: Bomb
Reasoning: For flavour, let's say that it's a tracking bomb that moves slowly enough to give the target time to react. This attack deals even more damage than V-Create, but never goes first and allows your opponent to send a resist in. Still, the move is so powerful that even resists can be damaged nicely, while spreading burns in the process. Once you've broken your opponent's fire resists, it will be hard to stop this from getting a kill with each use.
