Slate 1 Winners
Squawkers wins the pokemon based on Acid Punch with his Eelektross sub.

Pokemon: Eelektross
Typing: Electric/Poison
Abilities: Levitate
Stats: 85/125/80/90/80/85 (BST: 545)
Movepool Additions: Acid Punch, Recover, Ice Punch
Movepool Removals: Fire Punch, Flamethrower
Reasoning: Thanks to Acid Punch, a pokemon that would normally be walled by Steel types now has an answer for them. It can run a decent amount of sets, including Choiced, Coil, or pivot set. It's great defensive typing leaves it weak to only Moldy Earthquake and Psychic types.
Is it Broken?: I removed Fire Punch and Flamethrower to prevent Eelektross from just running Gunk Shot and Fire coverage instead of Acid Punch. Excadrill beats Eelektross unless Eelektross is Scarf and there are Rocks or Spikes on Excadrill's side.
DuoM2 wins with the only fakemon subbed this round, the Inferiority Burst-using Deliriophage.
Pokemon Name: Deliriophage
Typing: Dark/Poison
Abilities: Aftermath / Unnerve (HA)
Stats: 80/65/70/100/120/60 (BST = 495)
Movepool:
-Physical: Rapid Spin
-Special: Inferiority Burst, Sludge Bomb, Dark Pulse
-Status: Toxic, Recover
Weight: 110 kg
Reasoning: This is a purely defensive Pokemon meant to use Inferiority Burst as a way to keep itself from being overly passive. It doesn't have Haze or any other phazing move to keep setup sweepers at bay, and its decent Special Attack allows it to do decent damage to most things that don't resist it. It's not perfect, since there are still things like Grimmsnarl, Kommo-o, and Hydreigon that resist it and can break past it.
Is it Broken?: Don't think so. It's pretty fragile physically, and it's not the strongest thing when the opponent isn't boosted. I'm not the best at making subs though so I'd be more than happy to change this if needed.
Anaconja wins with a Massive Guzzlord.
:sm/guzzlord:
Pokemon: Guzzlord
Typing:

Abilities: Massive
Stats: 131/127/79/113/59/61 (570 BST)
Movepool Additions: Stealth Rock
Reasoning: Guzzlord is a great Gravity abuser, taking advantage of bringing down Corviknight and making the use of Dragon Rush viable. It can run a mixed set to take down Ferrothorn as well.
Is it Broken?: However, Guzzlord is slow for an attacker, having to take a hit before it attacks for the most part. The lack of reliable recovery and boosting methods hurt its effectiveness.
Nice job everyone! These look like good new additions to the metagame. On to slate 2!

Slate 2 - Defense / Support
1 Defensive/Support Status Move: any kind of move in the Status category, as long as it's not designed to help the pokemon using it sweep or wallbreak in the next few turns.

1 Attacking Move with at most 70 BP: You can do anything with this move except for boosting offensive stats or situationally increasing the damage.

1 Defensive Ability: An ability that focuses on tanking hits, being able to switch into attacks, avoiding passive damage, or recovering HP. If your ability doesn't do any of these things, just make sure it's justified as a defensive ability.

I'll be looking to make a council or two-three people, so PM me if you are interesting in joining that!

Also we now have a spreadsheet!

Move Name: Mind Drain
Category: Status
Type: Psychic
Max PP: 16
Effect(s): User heals HP = target's SpA stat. Lowers SpA by 1.
Reasoning: Just another healing move that can help check special attackers.

Move Name: Wingover
Category: Special
Type: Flying
Base Power: 70
Max PP: 32
Accuracy: 100%
Effect(s): User switches out after damaging the target.
Reasoning: A consistent Flying STAB that can provide team support.

Ability Name: Disarmament
Description: This Pokemon ignores other Pokemon's items when taking or doing damage.
Reasoning: Helpful for a wall to ignore the effect of a Choice item or other boosting item.

Ema Skye

Work!
Move Name: Psy Connect
Category: Special
Type: Psychic
Base Power: 70
Max PP: 24
Accuracy: 100%
Effect(s): User switches out before dealing damage. The new Pokemon attacks with the move upon entry. STAB bonus is calculated from the first Pokemon's type but the damage is calculated using the second Pokemon's SpA.
Reasoning: U-Turn is cool so reverse U-Turn would also be cool. Gives a one-time use 5th move which is kind of neat.

Move Name: Steelsurge
Category: Status
Type: Steel
Base Power: --
Accuracy: --
PP: 32
Effect(s): Sets up bits of pointed steel on the opposite side of the field (Same as G-Max Steelsurge's secondary effect).
Effect Chance: N/A
Reasoning: Obvious choice for a sub, but there's a reason why G-Max Copperajah is the one thing I miss about Dynamax as Steel-type Stealth Rock was super cool, so now we have that back.

Move Name: Flash Handoff
Category: Special
Type: Normal
Base Power: 60
Accuracy: 100%
PP: 16
Effect(s): The user shines a beam of light on the opponent, shortly blinding them, giving them an opportunity to escape. This move switches out the user and any non-OHKO move used on the opponent next turn is guaranteed to hit.
Effect Chance: N/A
Reasoning: Resubbing this since pivoting moves are useful for both offensive and defensive mons. Here, a slower Pokemon can use Flash Handoof as both a slow VoltTurn to bring in a frailer teammate and as support to guarantee a Focus Blast or Hurricane hit or even something crazier like Inferno

Ability Name: Nor'Easter
Description: This Pokemon's sets Delta Stream on switch-in. Delta Stream cannot be replaced by other weathers and doesn't go away until the user faints, has their ability changed or disabled, or switches out.
Reasoning: Sand and Delta Stream are purely defensive weathers and we're all aware of how sand works on walls with Sandaconda, TTar, Gigalith, and Hippowdon, so this time we can explore the nice Cloud Nine + Solid Rock effect of Delta Stream for birds

Move Name: Cleansing Light
Category: Status
Type: Normal
Max PP: 16
Accuracy: --
Effect(s): Charges Turn 1. On Turn 2, restore the user to full health and cure the status conditions of the user and their party.
Reasoning: Two turn charge moves are a cool mechanic, but they are almost doomed from the start as the mechanic is so often used on actual attacks, which allows the opponent to just switch out into a counter for free and stop caring. The only time I can think of where the mechanic was used for a status move is Geomancy, and I think we all know how successful that was. Cleansing Light provides great role compression by allowing a support Pokemon to combine status curing and a recovery move in the same slot, and could also be very powerful on a wide variety of Pokemon when combined with Power Herb even if only used once.

Move Name: Crippling Blow
Category: Physical
Type: Fighting
Base Power: 60
Max PP: 32
Accuracy: 100
Effect(s): Sets the target's ability to Defeatist.
Effect Chance: 100%
Attributes: Contact, Punch
Reasoning: Ability suppression is an underexplored mechanic that can really help out against a wide variety of annoying Pokemon. This move not only allows you to block inconveniences such as Magic Bounce, Regenerator, Levitate, Swift Swim etc, but allows you to replace it with an ability which can easily cripple the opponent after your next attack.

Mintly

Move Name: Vampire Fang
Category: Physical
Type: Dark
Base Power: 70
Max PP: 16
Accuracy: 100%
Effect(s): The user bites the target. The target's first move changes to Vampire Fang until it switches out.
Attributes: Contact, Bite
Reasoning: Mummy, but for moves. enjoy robbing someone of their vital set up or recovery, or if your lucky enough, their only way of attacking you.

Move Name: Sound Barrier
Category: Status
Type: Flying
Max PP: 16
Accuracy: --
Effect(s): The user sets up a sound barrier that absorbs sound moves to recover 50% of it's HP instead. If any ally uses a sound move, restores 33% HP without absorbing the move. lasts for 5 turns.
Reasoning: This move walls mons like Kommo-o and Toxtricity, while also being used to recover their own health for support moves such as Heal Bell, Perish Song, and Parting Shot.

Ability Name: Geomorphosis
Description: Absorbs Stealth Rocks or Rock-type moves to recover 25% Health.
Reasoning: Imagine being able to be a hazard remover and be immune to Rock moves all at the same time. Flying-type walls like Skarmory,
Celesteela, or Gliscor would benefit having this, as it means not having to run moves like Defog.

1 Defensive/Support Status Move
Move Name
: Refreeze
Category: Status
Type: Ice
Base Power: --
Max PP: 16
Accuracy: --
Effect(s): User restores 1/2 its max HP; 2/3 in Hail
Reasoning: A recovery move that a few bulky hail users would love. It would give a mon like Ninetales an Aurora Veil Refreeze combo, or just allow something like Regice to have reliable recovery.

1 Attacking Move with at most 70 BP
Move Name
: Sudden Psyche
Category: Special
Type: Psychic
Base Power: 70
Max PP: 8
Accuracy: 100
Effect(s): Usually goes first; Has 0 priority if the target is not attacking
Move Description: The pokemon uses psychic power to slam the opponent into the ground. It's more effective if the opponent doesn't expect it.
Reasoning: There's literally only ONE special priority move in the game. Sudden Psyche is a special Sucker Punch, with a smaller downside. However, to compensate for it, it has a worse offensive typing, and can be completely blocked by Dark types.

Move Name: Forge
Category: Status
Type:

Max PP: 16
Effect(s): The user loses 1/4 of its HP to create a Substitute out of Iron. This Substitute has the usual mechanics, but also the defensive properties of the Steel type.
Reasoning: While Substitute is usually favored by more offensive Pokemon, some bulky ones such as Gliscor have been known to enjoy it. This variation really increases the defensive value of the move's effect, by allowing the user to potentially block the opponent with a different and potent defensive typing.

Move Name: Wonder Gel
Category: Special
Type:

Base Power: 70
Max PP: 8
Accuracy: 100%
Effect(s): Upon successfully hitting the opponent, sets (or removes if already active) the effects of Wonder Room for 5 turns.
Reasoning: Could be really interesting on a decently fast Pokemon with lopsided defenses (thing something like Cryogonal). If you can land the move successfully, you get in some nice chip damage and can make a fatal matchup entirely favorable.

Ability Name: Glass Shield
Description: This Pokemon is immune from Flying-type moves.
Reasoning: Flying is well known as a notoriously effective offensive type, largely due to powerful moves, resistances that can be easily covered with Fighting or Ground moves, and no Pokemon being immune to their attacks. This ability fixes that problem, and should make for a Pokemon with an interesting niche in countering powerful Flying attackers.

Cookie Butter

formerly the someone
Move Name: Grower Power
Category: Status
Type: Grass
Max PP: 32
Accuracy: %
Effect(s): Raises the user's Defense and Special Defense by 1 stage. Changes user's secondary Type to that of the Berry it is holding (see Natural Gift for list of types).
Reasoning: Selectable secondary type. Need I say more?

Move Name: Ice Pitfall
Category: Physical
Type: Ice
Base Power: 70
Max PP: 32
Accuracy: 100%
Effect(s): -2 Speed to all other Pokemon on field if the user was hit this turn before the move was executed.
Reasoning: With this move, slow offensive mons will be able to outspeed foes the turn after the move is used.

Ability Name: Danger Prevention
Description: If Psychic Terrain is active, this Pokemon resists Bug-, Dark-, or Ghost-type moves.
Reasoning: Kind of a Delta Stream for Psychic-types, but user needs Psychic Terrain Setter support to function, unlike Mega Rayquaza who just... gets the resistances.

DuoM2

Move Name: Life Steal
Category: Special
Type: Ghost
Base Power: ---
Max PP: 16
Accuracy: 100
Effect(s): Always deals 25% of the target's max HP. The user heals half of damage dealt.
Reasoning: This is meant to be a less damaging alternative to Night Shade or Seismic Toss that also gives a small HP bonus. For fragile attackers like Barraskewda, assuming the user has 100 base HP and max investment, this heals about 7%, but against something bulkier like Corviknight this can heal closer to 12%. I'm still not the best at subbing in general but a plus here is that if those numbers seem broken we can give it to something with higher base HP and lower defenses, and if they don't seem like enough we can give it to something with lower base HP and higher defenses.

Ability Name: Covering
Description: If the user switches out, the incoming Pokemon takes 0.8x the damage it would have normally taken from any attacking moves used on that turn.
Reasoning: Just meant to make switching something in a bit easier. Could be fantastic on a defensive pivot, but if a bulkier Pokemon switches into something they lose to, then they'd probably still lose to whatever they're facing down. Could help Pokemon that make for softer checks to certain attackers become more consistent.

Well, this is awkward...
