The main goal of this version of Blissey is to make Mons that rely on passive damage like toxic or salt cure lose their healing with trick and make their physical options significantly more weaker (if they have any).To compensate for being a less offensive mg user who can't force out Garganacl and the like Blissey relies on having constant burn damage which is the main reason why this set runs flame orb instead of toxic orb as much more things that traditionally switch into Blissey are immune to toxic and the benefits of burn outweigh the benefits of toxic with Blissey to function as a additional special tank that doesn't need to worry about hazards wearing it down. In the time I've used this set the main inadvertent counter to it was tricking an av set onto itself which is the main reason fling is an option for the second moveslot with the benefit to burn through the opposing team's held items, stealth rock can be an option if you don't have a setter on the team that has it, ice beam's reason for being there is to have an additional attack to hit targets like ting-lu and chomp. Seeing as specially bulky Mon options not regenvesters are really on a stranglehold with Sylveon, Florges, and of course Blissey being the only Mons that have good enough bulk and typing to be a general splashable special attack sponge. Blissey is the only one out of the three who can support their team with stealth rock, consistent seismic toss damage, pull off techs with fling if it tricks a undesirable item that hampers it's secondary purpose of being a wall, and cripple anything coming in on it with trick as described above.
Edit 1: Evs came from omcord by quantum tesseract and generally makes it have the same matchups against special attackers but helps it be more tanky on the physical side
