It isn't a top 16.

Editing this to convey my realisation that there are only 16 people in the tour, so everyone is top 16.

my brother in christ this is 'lower swiss' because it's seeds 9-24 playing
the 8 people who advance will play against seeds 1-8 in the top 16 swiss, starting next week
