The aim of this set is to take advantage of Gallade's half-decent defences using the one move capable of improving them. The only reason I can see no one having used this set before is the lack of Close Combat as a STAB move considering you'll be bulking up your defence. It's a sad loss, and Brick Break is nothing in comparison, but the coverage is nice, and though 1HKO's are harder to come by without 2 bulk up's, the increased bulk helps this Gallade not only pull off a second bulk up, but also survive well enough to deal with potential revenge killers.

The EV spread is just meant to give Gallade a respectable SpDef as it won't be getting a boost anytime soon. The rest go into defences and health. Despite not investing in attack, Gallade still starts with 286 attack, but the greatest failing of this set is the lack of a powerful STAB move. Nonetheless, after one Bulk Up, it's incredibly difficult to kill thanks to neutrality to everything except flying and ghost, and has the attack stat to cover for it's lack of strong STAB moves. Psychic/Fighting/Rock is resisted only be Claydol, who you won't be seeing much of anyways. Stone Edge takes care of the flying threats, whilst Brick Break is just there as a STAB and for coverage.
Alternatively, you can use Earthquake and Night Slash to cover for the rotoms, earthquake being subbed in to continue with wonderful coverage (ground/fighting/dark is resisted by Breloom). The only sad part is the lack of a single STAB move. But after a bulk up, if possible two, Gallade will enjoy tearing through the opposition by abusing super effectiveness anyways. Provided you don't have to worry about a decimating attack, it is likely worth it to pull off the second bulk up asap, to aid Gallade's survivability, as well as helping him net 1HKO's.
The important thing is to bring this Gallade in on a special attacker and bulk up on the switch. Even if they brought out say... a Gyarados to intimidate, the most important thing is the defence boost. Once Gallade has that first boost in, it'll be easier to get the second boost. With a Careful nature and the EV's listed above, his defences after one bulk up are 340HP/302Def/322SpDef, with 429 Atk. If the attack is really posing a problem, an Adamant nature can be used which changes the respective numbers to 295 SpDef and 472 Atk. Entry hazards really help to make 2HKO's 1HKO's.
Not one to be taken lightly. Again, the only fault is the lack of sheer power, which is at least aided by the bulk up(s).
