Staryu's above average speed, access to Thunder Wave and Recover, and good typing make it one of the best Pokemon in the RBY PU meta. Staryu's main strength is being able to wall the 2 other popular Water-Type Pokemon in the tier Seaking and Omanyte with Thunder Wave and Recover, as well secure a 3HKO on both of them with Thunderbolt. Seaking's only hope of defeating Staryu is mainly through a Hyper Beam crit or a freeze, unless the Staryu is already paralyzed. Omanyte can fight Staryu a little better by hoping for a body slam paralysis, but it would take a lot of luck to win. Staryu is also able to defeat the best Pokemon in the tier Nidoqueen, outspeeding it and securing the 2HKO. Staryu's special attack is not great compared to the other water types, but it is still able to secure a 2HKO on all the fires. Staryu has bad physical defense, so a body slam from high attack Pokemon like Rapidash and Arcanine can result in a loss if they get the Body Slam Paralysis or crit. Despite these weaknesses, its access to recovery and thunder wave as well as having the ability to defeat Nidoqueen make it a very valuable pokemon.
Staryu can pair well with Rapidash since Staryu can limit Rapidash's other water threats, while Rapidash can handle grass pokemon that can wall Staryu like Vileplume and Weepingbel. Staryu can also pair with Seaking since it can thunder wave and trade with the opposite Staryu allowing Seaking to avoid being walled.
Even though Staryu is a water pokemon it does not fight fire pokemon very well, especially compared with Omanyte and Seaking. Rapidash and Arcanine both outspeed Staryu and can hit it with a powerful body slam, which if it causes a paralysis Staryu is likely to die next turn from Hyper Beam. If Staryu takes some damage Rapidash can KO it from 58% health since it outspeeds, Arcanine also outspeeds and can KO it from 62% health.
