Gengar is the only viable Ghost-type in RBY OU and therefore has the unique defensive niche of being immune to Normal-type attacks, which means it can come in on Body Slam or Hyper Beam from Snorlax, absorb any Explosion, and block Wrap. Gengar is also the fastest sleep-inducing lead in the game, which lets it beat other sleep leads such as Jynx. Thunderbolt is its best attack, hitting most Pokemon for neutral damage and giving it a fighting chance against Starmie despite its weakness to Psychic. Explosion lets Gengar heavily dent special walls it lures in such as Alakazam and Chansey, and OHKO them if they are chipped. Since Gengar is weak to any potential Psychic or Earthquake from Pokemon such as Jynx, Exeggutor, Starmie, Rhydon, Tauros, and Alakazam, it must take care to avoid both attacks.

This is a critique of style and structure moreso than content.

"Hypnosis puts things to sleep and Thunderbolt is super-effective on Water-types" isn't the kind of riveting information people look for - they can be mentioned, but at the moment this is too many descriptions and not enough insight imo. When I think Gengar, I think five main traits in order of importance:
1- Only Ghost-type (other than Haunter and Gastly) in a tier dominated by Body Slam, giving it a unique defensive niche (mainly vs. Snorlax + absorbing any booms, there's also Wrap but it's minor)
2- Single fastest Sleep inducer to exist, wins every 1-on-1 with other sleep leads
3- It can lure and explode on common special walls like Chansey and Alakazam
4- Very vulnerable to Psychic and Ground-type attacks, will need to run from the various Exeggutors and Rhydons of the world
5- No special STABs means Thunderbolt is its best attack, hits most things for neutral damage and catches Starmie and a couple others for double which is nice

If your paragraph is purely descriptive, as yours is, it's really not clear which of the things you say are important and which ones aren't. Beating Lead Chansey is pretty niche, you mention switching on Wrap (something you see 1 in 30 games maybe) before Body Slam (something you see every game), you mention Exeggutor's Explosion by itself in an earlier point and then mention two other booms at a later point with seemingly no reason for these two things to be disjointed... it's just hard to follow as a whole. It's listing true facts in an order which has no clear logic behind it.

None of the facts are wrong, but this paragraph is difficult to make sense of because it doesn't have a coherent flow to it. I'd like to see a rewrite with clear structure and purpose if possible.

Gengar is also the fastest Sleep-inducing lead in the game, as its great Speed stat allows it win versus other Sleep leads such as Jynx. Explosion is great lure to specials walls such as Alakazam and Chansey that commonly switch into Gengar to heavily dent, or OHKO if they are chipped. However, Gengar is weak to Psychic- and Ground-type attacks so it needs to switch out from Exeggutor and Rhydon, as these can take care of it. While Gengar does not have no special STABs, Thunderbolt is its best attack, it hits most Pokemon for neutral damage, and can super-effectively hit Starmie and Cloyster on a double switch.
In the interest of brevity:
"absorbing Self-Destruct and Explosion from Snorlax, Exeggutor, and Cloyster, and Wrap from Victreebel and Dragonite" can be "absorbing any Explosions, and blocking Wrap"

It makes more sense to mention its attacking qualities (= the Thunderbolt paragraph) before Explosion, as it sets up the reasoning for why it's such a successful lure. Just moving the paragraph will do fine. Also in the interest of brevity, no need to mention Cloyster there. And in the interest of style, "can super-effectively hit Starmie on a double switch" can be changed to something more fun, like I dunno, "gives it a fighting chance against Starmie despite its Psychic-type". Again, we all know Thunderbolt is x2 on Water, no need to state that information here if you can state something more interesting instead.

Eggy and Rhydon are particularly nasty but maybe it'd make more sense to mention "any potential Earthquakes and Psychics" instead, there are quite a few other mons that can punish Gengar in that way (Snorlax, Tauros, Alakazam, Starmie, Jynx off the top of my head).
