Jynx is an effective lead in RBY thanks to its Psychic typing and high Special, making it able to inflict sleep reliably on common leads like Alakazam and Starmie. It can also threaten other Pokemon like Exeggutor and Rhydon with STAB Blizzard, further compounded by its chance to freeze common switch-ins like Chansey, Snorlax, and Starmie, if another Pokemon is asleep. Psychic is able to hit Pokemon like Lapras hard and lets Jynx fish for Special drops on Pokemon like paralyzed Chansey and Snorlax. It also has much higher PP than Blizzard, making it a more reliable move to use in a longer game. Rest lets Jynx stay healthy throughout a game and remove potential paralysis suffered from Alakazam and Starmie on the turn it tries to put them to sleep. However, Jynx can only burn sleep turns on Pokemon that can't do much in return to it, like Starmie lacking Surf, Chansey lacking Seismic Toss, and Exeggutor lacking Hyper Beam or Double-Edge.

This looks pretty good but Jynx actually doesn't love waking up on Alakazam, SToss hurts - and Snorlax can be difficult too, you're not all that happy with waking up both because what often happens is that you immediately have to switch out of the body slam. It's much more common to find turns on Starmie (Surf sets aside) or Chansey sets without Seismic Toss because they do 20% maximum which is a lot more reasonable. Exeggutor can pressure with either HB or Double-Edge which should be mentioned. This looks good otherwise
