hmm, looks fair standard besides the electrode..

which begs the question- why are you using him? the speed/boom thing? otherwise, a STALKing zapdos would fit nice since u cant absorb sleep right now.. oh wait, edit: healbell, but still, whatevz

you can use CB for a stronger explosion, in which case use thunder wave or something over substitute
skarmory EVs are weird. max out hp, about 200 def EVs, and split the rest between atk and spd

Maybe CM over HB/LS on Cele to help it special wall better? But anyway, celebi is a pretty unorthodox special wall. Now that may not necessarily be a bad thing, seeing as he can hold his own with LS and Recover, but snorlax may do the job better, and it's also more likely to be useful lategame, unlike Celebi who at best can recover/LS stall.

Electrode appears to be the weak link of this team. I would ditch him for something more useful, possibly a gengar (it can fastboom too, kinda) to scare off most lead and allow DDtar an early chance of getting in.

you're not going to do a lot of damage with explosion like this. with 155 attack (your set), it does about 30+% to the standard blissey, which sucks
you could use sub+liechi/choice band instead

Tyranitar (M) @ Leftovers
Trait: Sand Stream
EVs: 112 HP / 224 Atk / 172 Spd
Adamant Nature (+Atk, -SAtk)

uh, i would ditch the special attack and max out hp. also, you ought to give it 4 more spd evs to hit 270, outrunning 252spd adamant heracross
psychic is still better overall imo

Swampert (M) @ Leftovers
Trait: Torrent
EVs: 240 HP / 120 Atk / 84 Def / 8 Spd / 56 SDef

max hp. ice beam>roar since u already have skarm

Skarmory (M) @ Leftovers
Trait: Sturdy
EVs: 200 HP / 88 Atk / 120 Def / 100 SDef
Impish Nature (+Def, -SAtk)

max hp first. ditch the attack and spdef evs, i find them useless

Just a note, Explosion damage is calculated with half the target's defense, which means it will actually be doing 60%, not 30%. However, I agree. It will need some sort of attack boost to actually deal enough damage in which it was fatal. If not, I guess you can surprise Blissey by exploding on it when it reaches about 70%. With spikes and sandstorm out, it will have a hard time getting back in after that, even if it does survive.
