Here is the current SCMS entry for Movepool Submissions. It needs the following changes:
  • Completely revamp it to better describe the complete movepool submission process. The current page was written in a hurry when we were first getting the website working. It doesn't comprehensively describe the CAP movepool submissions process.
  • Update with all the new guidelines from [thread=72499]this thread[/thread]
  • All the move lists should be embedded or linked to a different page
  • X-Act's movepool guide also needs a few changes as a result of that PR

Complete Movepool Submissions

<p>This is the thread where all competitive moves are integrated into a complete Pokémon movepool, which includes Level-Up, TM, HM, and Egg Moves. This is also the thread where Breeding Group is discussed. </p>

<p>Allowed moves are the ONLY Competitive moves that are allowed in a final movepool. All other Competitive moves, even those not mentioned in the Move discussion thread, are not allowed in a final movepool. It is at the Topic Leader's sole discretion if a move is considered competitive or not competitive. If anyone attempts to include additional Competitive moves not agreed on in the previous polls, it will be the Topic Leader's responsibility to see that the submitter removes them from the full movepool submission. Any Non-Competitive move can be included in a complete movepool.</p>

<p>People can submit full movepools and edit them with feedback from the Topic Leader and the general public. Based on the Topic Leader's vision of what the movepool should be, the TL will select several members to present a complete movepool submission. These submissions will be put into the final set of polls.</p>

<p>X-Act wrote a guide that describes the characteristics of an appropriate movepool. That guide is located <a href="/cap/articles/movepool_guide">here</a>, and should be used as a reference for all movepool submitters.</p> [/NOPARSE]

Well, instead of saying "People can submit full movepools and edit them with feedback from the Topic Leader and the general public", it should say something like this:

Users may submit moves that may be added to the CAP's movepool. Users must also provide solid reasoning as to why this Pokemon should have said move. Moves paired with said move must also be included (ie: Flamethrower/Fire Blast). The total movepool limit will be determined by the Topic Leader. Think carefully before you post moves, as flavor moves, like Psychic on a Steel-Rock type for example, block moveslots from being filled by somewhat useful moves, like Swords Dance on a Physical Tank.
 
Phew, just spent all of today burning this out so we can get CAP11 on the road. Give it a look-over. I've checked the HTML and it compiles, but maybe you all have some suggestions. I'm not sure if the little table of contents I made at the top will link correctly, so if anyone could check/correct that, I'd be much obliged.

<h2>Introduction</h2>

<p>This stage of the CAP process is where movepools are created and submitted in full for the Topic Leader to approve and move on to the poll. There are many restrictions on the moves that are allowed, as well as how many of each move type are allowed per movepool. There is a limit on which competitive moves may be allowed into a movepool based on the lists generated by the <a href="/cap/process/events/move_discussion">Movepool Discussion</a> stage of the CAP process. No competitive move that is not specifically listed as allowed in the Movepool Discussion stage can ever make an appearance on any submitted movepool. As to what makes a move competitive or not, it is a decision to be made at the sole discretion of the Topic Leader.</p>

<p>The movepools submitted are intended to be structured as a normal Pokemon movepool would be. Many specifics of these standard Pokemon movepools are elaborated in <a href="/cap/articles/movepool_guide">this</a> article, which should be referenced by every movepool submitter. The groups in which moves can be a part of include the Egg, TM, Move Tutor, and Level-Up lists. The egg groups for the CAP are also determined by the movepool submissions. People can submit full movepools and edit them with feedback  from the Topic Leader and the general public. Based on the Topic  Leader's vision of what the movepool should be, he or she will select  several members to present a final movepool submission. These  submissions will move on to be voted on by the general public.</p>

<h2>Movepool Restrictions</h2>

<p>Movepool size is restricted for a given CAP. The <a href="/cap/process/events/stat_bias_and_rating">Stat Bias and Rating</a> stage of the CAP is where it is decided both what the Bast Stat Ratings (BSRs) for the given CAP are, as well as the maximum size of the 'very good movepool' for that CAP. What constitutes a 'very good' move requires a bit of explanation based upon the following definitions. For our purposes, we are not interested in UU or Uber Pokemon, so we focus on the Standard, OU metagame.</p>

<p>As you can see, the "Very Good Moves" concept is extremely representative of common and powerful attacking and support moves in the OU metagame. This movepool is the one that is limited by the BSR stage of the process. Any move that is not in the following list is not considered a Very Good Move, and thus is not restricted in its addition to a movepool. Note that the Very Good Move list may not coincide with the Competitive Move list as decided on for a CAP by the Topic Leader. The Very Good Move list is only relevant when considering the restrictions in place later on in this page.</p>

<h3>BSR-Movepool Relationships</h3>

<p>The BSR stage of the CAP process imposes restrictions upon the number of Very Good Moves that a CAP can be given during the movepool stage. These are not strict restrictions in the sense that they must be followed for every CAP, but they are suggestions that Topic Leaders are recommended to take. If a specific concept requires a deviation from these suggestions, it is at the discretion of the Topic Leader to make such a change.</p>

<h2>Movepool Requirements</h2>

<p>In addition to the restrictions in place on movepools, there are many requirements that all movepools must follow. The first of these requirements is the Type-Move requirements. For each type of a given CAP, there come moves, including Very Good Moves, that must be used with that typing on every movepool. The second of these requirements if the Move-Move requirements. Sometimes, in order to obtain one move, you must obtain another. For instance, if a given CAP is to learn Flamethrower, it must also learn Fire Blast, among other things.</p>

<h2><a name="intro">Introduction</a></h2>

<p>This stage of the CAP process is where movepools are created   and submitted in full for the Topic Leader to approve and move on to  the  poll. There are many restrictions on the moves that are allowed, as   well as how many of each move type are allowed per movepool. There is a   limit on which competitive moves may be allowed into a movepool based  on  the lists generated by the <a   href="/cap/process/events/move_discussion">Movepool   Discussion</a> stage of the CAP process. No competitive move that   is not specifically listed as allowed in the Movepool Discussion stage   can ever make an appearance on any submitted movepool. As to what  makes a  move competitive or not, it is a decision to be made at the  sole  discretion of the Topic Leader.</p>

<p>The movepools submitted are intended to be structured as a   normal Pokémon movepool would be. Many specifics of these standard   Pokémon  movepools are elaborated in <a   href="/cap/articles/movepool_guide">this</a> article, which   should be referenced by every movepool submitter. The groups in which   moves can be a part of include the Egg, TM, Move Tutor, and Level-Up   lists. The egg groups for the CAP are also determined by the movepool   submissions. People can submit full movepools and edit them with   feedback  from the Topic Leader and the general public. Based on the   Topic  Leader's vision of what the movepool should be, he or she will   select  several members to present a final movepool submission. These    submissions will move on to be voted on by the general   public.</p>

<h2><a name="restrictions">Movepool  Restrictions</a></h2>

<p>Movepool size is restricted for a given CAP. The <a   href="/cap/process/events/stat_bias_and_rating">Stat Bias and   Rating</a> stage of the CAP is where it is decided both what the   Base Stat Ratings for the given CAP are, as well as the maximum  size  of the Very Good Movepool for that CAP. What constitutes a Very Good  Move requires a bit of explanation based upon the following   definitions. For our purposes, we are not interested in UU or Uber   Pokémon, so we focus on the Standard, OU metagame.</p>

<dd>Any Pokémon that has ever been used more than 25,000 times in a   month  on the Standard ladder.</dd>
<dt>"Most Commonly Used Moves" Description</dt>
<dd>Any move that has ever been used enough on a Pokémon to get   listed  distinctly on the monthly detail reports for that Pokémon on  any   competitive ladder.</dd>
<dt>"Very Good Moves" Description</dt>
<dd>Any move that has ever been a "Most Commonly Used Move" for   any "Good Pokémon".</dd>

<p>As you can see, the Very Good Moves concept is extremely   representative of common and powerful attacking and support moves in  the  OU metagame. This movepool is the one that is limited by the BSR  stage  of the process. The higher the Base Stat Rating for a CAP is  allowed to be, the smaller the Very Good Movepool can be. This inverse  proportionality exists to promote the creation of fair, balanced, and  reasonable CAP movepools. Any move that is not in the following list is  not  considered a Very Good Move, and thus is not restricted in its  addition  to a movepool. Note that the Very Good Move list may not  coincide with  the competitive move list as decided on for a CAP by the  Topic Leader.  The Very Good Move list is only relevant when considering  the  restrictions in place later on in this page.</p>

<p>The BSR stage of the CAP process imposes restrictions upon the   number of very good moves that a CAP can be given during the movepool   stage. These are not strict restrictions in the sense that they must be   followed for every CAP, but they are suggestions that Topic Leaders  are  recommended to take. If a specific concept requires a deviation  from  these suggestions, it is at the discretion of the Topic Leader to  make  such a change.</p>

<h2><a name="requirements">Movepool   Requirements</a></h2>

<p>In addition to the restrictions in place on movepools, there   are many requirements that all movepools must follow. The first of  these  requirements is the Type-Move list of requirements. For each type  of a CAP, there come moves, including Very Good Moves, that must be  used with  that typing on every submitted movepool. The second of these  requirements is the  Move-Move list of requirements. Sometimes, in order  to obtain one move, you must  obtain another. For instance, if a given  CAP is to learn Ice Beam,  it must also learn Blizzard. Tables of these  requirements are given below.</p>

<h2><a name="intro">Introduction</a></h2>

<p>This stage of the CAP process is where complete movepools are created and submitted for consideration by the Topic Leader. There are many restrictions on the moves that are allowed, as well as how many of each move type are allowed per movepool. There is a limit on which competitive moves may be allowed into a movepool based on the lists generated by the <a href="/cap/process/events/move_discussion">Movepool Discussion</a> stage of the CAP process. No competitive move that is not specifically listed as allowed in the Movepool Discussion stage can appear on any submitted movepool. As to what makes a move competitive or not, it is a decision to be made at the sole discretion of the Topic Leader.</p>

<p>The movepools submitted are intended to be structured like a normal Pokémon movepool. Many specific guidelines for standard Pokémon movepools are elaborated in <a href="/cap/articles/movepool_guide">this article</a>, and should be followed by every movepool submitter. A complete movepool should contain several lists of moves, according to the method by which the Pokémon learns the moves - Level-Up Moves, TMs, Move Tutor Moves, and Egg Moves. The egg groups for the Pokémon are determined by the movepool submitter. Project participants can submit a draft proposals of full movepools and edit them based on feedback from the Topic Leader and the general public. After reviewing the draft movepools, the Topic Leader will select several submitters to present final movepool submissions. Those final submissions will be voted on by the general public.</p>

<h2><a name="restrictions">Movepool Restrictions</a></h2>

<p>Movepool size is restricted for a given CAP. The <a href="/cap/process/events/stat_and_movepool_limits">Stat and Movepool Limits</a> determines the limits for Base Stat Ratings, and sets limits for the total movepool size and the total number of Very Good Moves allowed in the movepool. What constitutes a Very Good Move requires a bit of explanation based upon the following definitions. For these purposes, only standard OU Pokémon are considered, UU and Uber Pokémon are not counted.</p>

<p>This is the definitive list of Very Good Moves. Very Good Moves represent the common powerful attacking and support moves used in the OU metagame. <h3><a name="bsr-movepool">BSR-Movepool Relationships</a></h3>

<p>According to the limits set earlier in the CAP process, the higher the Base Stat Rating for a CAP that is allowed, the smaller the Total Movepool and Very Good Movepool can be. This inverse proportionality exists to promote the creation of fair, balanced, and reasonable CAP movepools. These are not absolute restrictions, in the sense that they must be followed for every CAP, without exception. But they are strongly suggested guidelines recommended to Topic Leaders. If a specific concept requires a deviation from these suggestions, it is at the discretion of the Topic Leader to make such a change.</p>

<h2><a name="requirements">Movepool Requirements</a></h2>

<p>In addition to size limits on movepools, there are some other requirements that all movepools must follow. These requirements were developed after performing a deep statistical analysis of the movepools of all good Pokémon (as defined above), to determine strong statistical trends involving competitive moves. These requirements encourage CAP movepools to have a structure that is competitively similar to other good Pokémon in the metagame.</p>

<p>The first requirement is the Type-Move list of requirements. For each type of a CAP, there several moves, including some Very Good Moves, that must be used with that typing on every submitted movepool. The second of these requirements is the Move-Move list of requirements. In order to include the listed Base Moves listed below, movepool submitters must also include all the listed Required Moves associated with the Base Move. For instance, if a given CAP movepool includes Ice Beam, it must also include Blizzard. Tables of these two movepool requirements are listed below.</p>
