Here's my idea on how Primal Groudon and Primal Kyogre can be balanced out:
1) Make Primal Kyogre part Electric type.
2) Starting in Pokemon Z, Primordial Sea will "wash away Ground-type attacks", causing them to fail. (This actually makes sense, with erosion and all. So then why will Rock-type attacks work? Remember, this is Pokemon logic, where water type attacks fail in Desolate Land, but Ice type attacks work.)
Just like how Primal Groudon is immune to Water and Electric attacks, Primal Kyogre will be immune to Fire and Ground attacks. Kyogre can now safely switch into Primal Groudon without worrying about Precipice Blades or Fire Blast. However, if Primal Groudon switched into Primal Kyogre, not only will Precipice Blades work, but it will be super effective-the same way Origin Pulse works (Fail in Desolate Land, supereffective in Primordial Sea). However, Primal Kyogre can still learn Ground-Type attacks, as they can be used if Primordial Sea is not in effect. Primal Kyogre is now immune to Paralysis, and gets 100% STAB Thunder. It also has only one weakness-Grass. (Electric isn't very effective against other electric types.) Just like with Ground with Groudon, it also won't be very exploitable, as Grass is a mostly Special type, and Kyogre can still use Ice Beam.
So how does this idea sound? Sorry if its a lot of reading, I just had a lot to say. And no, I won't give Primal Kyogre a speed boost. If you have a better idea, feel free to share it.
