Miltank is the only wall with acces to a "Perfect" Seismic Toss, as it can hit even Ghosts thanks to her Scrappy ability.
That, with high defenses and a 100 base Speed make her a really interesting Pokémon.
To give you an idea, with the EV spread showed above, Miltank can survive a Choice Band Adamant Scizor's SuperPower, then Thunder Wave and Milk Drink.
The choice between Heal Bell/Attract is up to you, Heal Bell is great for supporting partners, while Attract in conjunction with Thunder Wave makes Miltank a beast of the hax.

The only Pokémon who can effectively counter Miltank are strong Special Attackers, which is why she enjoys the company of Blissey or Milotic depending on the tier.
