Under rain, Manaphy is one of the metagame's most incontestable stallbreakers, as it has access to a deadly setup move in Tail Glow as well as the formidable combination of Hydration and Rest, which essentially makes it immune to status ailments and immediately replenishes its entire health without any negative consequences as long as rain is active. Furthermore, the aforementioned Tail Glow in combination with a Z-Move makes Manaphy a fearsome wallbreaker as well, as it is capable of effortlessly breaking through common Water-resistant Pokemon such as Tapu Fini and Tangrowth after a boost from rain. Psychic is the most preferred coverage option, allowing Manaphy to overwhelm Toxapex, Mega Venusaur, and Amoonguss without expending its Z-Move. Alternatively, Ice Beam may be used in order to preserve the Z-Move against the likes of Tangrowth, Hydreigon, and Mega Latias while still severely denting Amoonguss. Energy Ball is an interesting option, as it allows Manaphy to preserve the Z-Move against Tapu Fini and Rotom-W and break through Gastrodon, which is one of the very few options teams may employ in their endeavor to handle Manaphy defensively. However, forgoing Psychic forces Manaphy to use up its Z-Move against Toxapex and Mega Venusaur, which may prove to be detrimental in the long run, as they are often paired with another Water-resistant Pokemon. Waterium Z is paramount to Manaphy's breaking prowess, as it enables Manaphy to break through the bulkiest of threats such as Chansey, Ferrothorn, Assault Vest Tangrowth, and Tapu Fini after a boost under rain. The given EV spread allows Manaphy to outspeed everything up to Timid Magnezone. 72 Speed EVs may be run instead in order to outspeed Modest Heatran, which may allow Manaphy to dodge a lethal Bloom Doom.

Manaphy's full potential is realized only when rain is active. As such, Manaphy only fits on rain teams as a dedicated stallbreaker that can also reliably wallbreak major portions of the metagame. Rain support from Pelipper is mandatory, as it allows Manaphy to make full use of Hydration in conjunction with Rest while also crucially boosting the power of Hydro Vortex to an extent where many Water-resistant Pokemon are OHKOed after a boost from Tail Glow. Ferrothorn is a very useful teammate due to its ability to pivot into many threats Manaphy has a negative matchup against, such as Mega Latios and Dragapult. Moreover, Ferrothorn can also provide Knock Off or Thunder Wave support, situationally easing Manaphy's wallbreaking by removing crucial items from the likes of Chansey and Assault Vest Tangrowth, and letting it outspeed faster Pokemon such as Mega Lopunny and Mega Medicham. Ferrothorn can also provide valuable hazard support, which helps Manaphy in picking up more KOs. For example, one layer of Spikes nearly guarantees the OHKO with Hydro Vortex on Pokemon such as Chansey and Assault Vest Tangrowth under rain after using Tail Glow. Furthermore, Manaphy is easily threatened out by faster Grass-types such as Rillaboom, Kartana, and Serperior. Therefore, Corviknight and Zapdos are good partners because of their ability to easily pivot into said Grass-types and threaten them out. Lastly, late-game cleaners that benefit from Manaphy's tremendous wallbreaking capabilities such as Mega Swampert, which is mandatory on rain teams, and Choice Scarf Dracovish make for excellent partners by easily cleaning up after Manaphy has concluded its wallbreaking as well as strengthening the matchup against offensive teams.

Psychic is the most preferred coverage option, allowing Manaphy to overwhelm Toxapex, Mega Venusaur, and Amoonguss without expending its Z-Move. Alternatively, Ice Beam may be used in order to preserve the Z-Move against the likes of Tangrowth, Hydreigon, and Mega Latias, while still severely denting Amoonguss. Energy Ball is another interesting option in order to break through Clear Smog Gastrodon as well as Pyukumuku and which are some of the very few options balance and stall teams may employ in their endeavor to handle Manaphy defensively. (Rephrase this and the following sentence to combine them, as breaking through Tapu Fini and Rotom-W without expending the Z is probably the sole appeal.) Moreover, Energy Ball also allows Manaphy to preserve the Z-Move against Tapu Fini and Rotom-W. However, forgoing Psychic forces Manaphy to use up its Z-Move against Toxapex and Mega Venusaur, both of which are often part of a Water-Grass core. As such, it may aggravate hinder Manaphy's breaking prowess against these cores in the long run. 76 Speed EVs may be run instead in order to outspeed Modest Heatran, which may allow Manaphy to dodge a lethal Bloom Doom.

Manaphy's full potential is realized only when rain is active. As such, Manaphy only fits on rain teams as a dedicated stallbreaker that can also reliably wallbreak major portions of the metagame. Moreover, said archetype majorly values Manaphy's ability to reliably pivot into Galarian Darmanitan's Icicle Crash. Rain support from Pelipper is mandatory, as it allows Manaphy to make full use of Hydration in conjunction with Rest, while also crucially boosting Hydro Vortex to an extent where many Water-resists are OHKO'd after a boost from Tail Glow. Ferrothorn is a very useful teammate due to its ability to pivot into many threats Manaphy has a negative matchup against, such as Mega Latios, Dragapult, and Serperior. (Replace Serperior with a better example. Perhaps Kyurem?) Moreover, Ferrothorn can also provide Knock Off or Thunder Wave support, situationally easing Manaphy's wallbreaking and letting it outspeed faster Pokemon, while also providing valuable hazard support which helps Manaphy in picking up a lot (fluff) more KOes. (Elaborate on how Knock Off helps chip down opposing defensive cores) For example, one layer of Spikes nearly guarantees the OHKO with Hydro Vortex on Pokemon such as Chansey and Assault Vest Tangrowth in rain. Furthermore, Manaphy is easily threatened out by faster Grass-types such as Kartana and Serperior. Therefore, Tornadus-T is a natural partner because of its ability to easily pivot into said Grass-types and threaten them out, while also forming a potent wallbreaking core alongside Manaphy. (Specify the Offensive set here and how Tornadus-T benefits from Manaphy) Lastly, late-game cleaners that benefit from Manaphy's tremendous wallbreaking capabilities, such as Mega Swampert, Ash-Greninja, and Choice Scarf Dracovish, make for excellent partners by easily cleaning up after Manaphy has concluded its wallbreaking, as well as strengthening the matchup against offensive teams. (Mention how you typically can’t fit all of these cleaners because of the mandatory nature of Mega Swampert on rain here)

I think effortlessly is a bit of an overstatement when talking about Ferrothorn, as you do need to dodge a Power Whip oftentimes. Energy Ball is an interesting option, as it allows Manaphy to preserve the Z-Move against Tapu Fini and Rotom-W, and break through Gastrodon and Pyukumuku, which are some of the very few options balance and stall teams may employ in their endeavor to handle Manaphy defensively. Pyukumuku isn't currently ranked, so it's not worth mentioning. However, forgoing Psychic forces Manaphy to use up its Z-Move against Toxapex and Mega Venusaur, both of which are often part of a Water-Grass core. As such, it may hinder Manaphy's breaking prowess against these cores in the long run. This in general is very vague. You don't make it very obvious what "Water-Grass core" pertains in this context. Waterium Z is paramount to Manaphy's breaking prowess, as it enables Manaphy to break through the bulkiest of threats such as Chansey, Ferrothorn, Assault Vest Tangrowth, and Tapu Fini after a boost under rain. Moreover, said archetype majorly values Manaphy's ability to reliably pivot into Galarian Darmanitan's Icicle Crash. The latter sentence definitely fits better into the first paragraph. Rain support from Pelipper is mandatory, as it allows Manaphy to make full use of Hydration in conjunction with Rest, while also crucially boosting Hydro Vortex to an extent where many Water-resists are OHKO'd after a boost from Tail Glow. Ferrothorn is a very useful teammate due to its ability to pivot into many threats Manaphy has a negative matchup against, such as Mega Latios and Dragapult. Moreover, Ferrothorn can also provide Knock Off or Thunder Wave support, situationally easing Manaphy's wallbreaking by removing crucial items from the likes of Chansey and Assault Vest Tangrowth, and letting it outspeed faster Pokemon, respectively. Ferrothorn can also provide valuable hazard support which helps Manaphy in picking more KOes. For example, one layer of Spikes nearly guarantees the OHKO with Hydro Vortex on Pokemon such as Chansey and Assault Vest Tangrowth in rain. After using Tail Glow? I don't think a neutral Hydro Vortex OHKOs, which is what's suggested. Furthermore, Manaphy is easily threatened out by faster Grass-types such as Kartana and Serperior. Therefore, offensive Tornadus-T is a natural partner because of its ability to easily pivot into said Grass-types and threaten them out, while also forming a potent wallbreaking core alongside Manaphy. I don't think you need to specify offensive Tornadus-T; bulkier Tornadus-T are a fine fit on rain teams too. Lastly, late-game cleaners that benefit from Manaphy's tremendous wallbreaking capabilities, such as the mandatory Mega Swampert, as well as the likes of Ash-Greninja and Choice Scarf Dracovish, make for excellent partners by easily cleaning up after Manaphy has concluded its wallbreaking, as well as strengthening the matchup against offensive teams.

Under rain, Manaphy is one of the metagame's most (assuming you meant that) incontestable stallbreakers, as it has access to a deadly setup move in Tail Glow, (RC) as well as the formidable combination of Hydration and Rest, which essentially makes it immune to status ailments and immediately replenishes its entire health without any negative consequences as long as rain is active.
