Gyarados has potential to be a deadly late-game sweeper thanks to the combination of Dragon Dance and Moxie. Substitute is the preferred choice for the last moveslot because it allows Gyarados to avoid Scald burns and Toxic from the likes of Seismitoad and Toxapex, gives it a free turn to set up, and forces Rotom-H and Rotom-W to pivot out with Volt Switch, assuming they do not carry Discharge. Earthquake, meanwhile, allows Gyarados to threaten Toxapex, which can otherwise stall Gyarados with Haze and Recover. Power Whip could be considered to hit Rotom-W and Seismitoad super effectively, but the wider coverage of Earthquake is generally preferred.
Moxie is the preferred ability on this set so that Gyarados can gain Attack boosts quickly when combined with Dragon Dance's Speed boost. Heavy-Duty Boots negates Gyarados's Stealth Rock weakness and lets it switch in more frequently. Keep in mind that Substitute with Leftovers gives it better overall longevity and more opportunities to set up.
Gyarados is at home on hyper offense teams due to how fast it can potentially snowball out of control with boosts. Grimmsnarl immediately comes to mind as a teammate, since it can set up dual screens for Gyarados, giving it more opportunities to set up. Hazard setters like Mew and Excadrill can make Gyarados more intimidating to face by adding extra chip damage to foes. Excadrill can also act as a hazard remover in case Gyarados chooses to forgo Heavy-Duty Boots, and it can check Electric-types in a pinch. Other sweepers such as Cloyster and Hawlucha as well as wallbreakers like Bisharp appreciate Gyarados's assistance in punching holes in teams or sweeping.
