Frillish benefits from strong defensive stats paired with a good movepool, making it a good defensive tank. The EV spread optimizes its defenses, allowing it to take on offensive threats such as Corphish and defensive threats such as Spritzee. Frillish aims to burn physical attackers with either Will-O-Wisp or Scald and deal heavy damage with Hex. Strength Sap is commonly used for recovery, since it often heals more than Recover while also lowering the foe's Attack. Recover is better in situations where Frillish wants to recover health multiple times against the same foe; it also avoids activating Pawniard's Defiant, avoiding giving it an Attack boost.

Frillish's main counters are specially oriented Grass- and Electric-types such as Gossifleur and Chinchou. Neither is crippled by burns, and Chinchou can pivot out with Volt Switch to gain momentum, while Gossifleur can use Giga Drain to do significant damage while healing itself. Frillish pairs well with entry hazard setters such as Dwebble because Frillish is able to block Rapid Spin. Frillish is able to switch into Drilbur, the tier's best spinner, and cripple it with Will-O-Wisp. Grass / Poison types such as Oddish pair well with Frillish because they are able to switch into both Electric- and Grass-type attacks.

This is the best offensive threat we could think of?

Recover can be used to heal previous damage.
Strength Sap should get the slash over Recover, it's almost always a better healing method.
Dark types commonly have Knock Off,

Unslash Water Absorb, Cursed Body is significantly more generally useful ability due to many Pokemon only having one move to actually chunk Frillish for significant damage, making Recover/Strength Sap spamming against otherwise very dangerous Pokemon viable.

Your current sentence on Strength Sap is literally describing what the move does, change it to a sentence explaining why Strength Sap (provides another way to weaken physical attackers, can often heal more than Recover, can punish switches while recovering at the same time, pick what reasoning you want here you don't need everything) and maybe for what reasons you'd use Recover instead of Strength Sap (better for Pawniard, more useful when in for multiple turns against an opponent).

Give an example or two of Rapid Spinners Frillish should switch into (minor usage tip for newer players).

Budew is a generally worse Oddish, replace.
