"Because... Scald is a shit Ferro answer!!!"
[OVERVIEW]
Forretress, in theory, has a niche in BW OU; unlike other entry hazard setters, it can both set Spikes up and spin them away. Forretress also can also run Toxic Spikes and Volt Switch; the former can be huge against sand teams, severely common Pokemon on those teams like Tyranitar, Garchomp, Terrakion and Keldeo while Volt Switch allows it to maintain momentum and lure in Ghost-types such as Jellicent and Gengar for Tyranitar to Pursuit trap . With these traits, Forretress may seem like a decent option on sand teams that appreciate its role compression.
However, Forretress is ultimately unviable because it cannot reliably keep entry hazards off the field. It struggles to spin because it's susceptible to being worn down by Ferrothorn's Iron Barbs, Skarmory's Rocky Helmet, and Garchomp's Rough Skin, all three of which are prevalent entry hazard setters, as well as forced out by Stealth Rock Heatran and Fire Blast + Stealth Rock Tyranitar. Forretress also faces stiff competition from other Steel-types that can set entry hazards. Ferrothorn has better Special Defense and is better equipped to deal with common rain Pokemon like Politoed, Tentacruel, Keldeo, and Latios, while Skarmory has an immunity to Spikes and Ground-type attacks alongside reliable recovery in Roost. Heatran and Jirachi are also better choices, as Heatran is one of the best answers to Volcarona in the tier and is more offensively threatening, while Jirachi can better answer Psychic-types such as Latios, Reuniclus, and Alakazam and pivot in teammates with its U-turn. Forretress is also extremely passive and often setup fodder for threats such as Calm Mind Reuniclus, Agility Thundurus-T, Quiver Dance Volcarona, and Calm Mind Keldeo. Finally, Excadrill outclasses Forretress as a Rapid Spin user due to its better offense pressuring Jellicent from coming in to spinblock it, as well as better answering Pokemon like Reuniclus.
