Spore guarantees to cripple a non-Grass-type foe, prevent setup sweepers like Tyrunt from performing their role, and it gives Foongus's teammates a chance to switch in safely. Sludge Bomb has good synergy with Spore, as it targets the Grass-types that are immune to Spore such as Grookey and even opposing Foongus. (this is intuitive) Giga Drain and Synthesis provide recovery and both increase Foongus's longevity. Its access to Regenerator allows Foongus to regain health every time it switches out, therefore letting it pivot into opposing threats repeatedly. The given EV spread gives Foongus a solid bulk overall, allowing it to take STAB moves like Psychic Fangs from Carvanha and Fire Blast from Koffing, as long as it keeps its Eviolite.
