The emperor is back and ready to compete in Monotype with its new ability and access to Roost! Empoleon has a myriad of utility options such as Stealth Rock, Knock Off, and Roar, allowing it to support its team in various ways. Empoleon is able to set up Stealth Rock, phaze foes with Roar, and deter Defog with Competitive. 60 Speed EVs allow Empoleon to outspeed uninvested Corviknight and 2HKO with +2 Surf, preventing entry hazard removal. Flash Cannon lets Empoleon better deal with Fairy-type Pokemon. Roar can be used instead to phaze setup sweepers such as Manaphy and Spectrier. Knock Off is also a great option, as it allows Empoleon to make progress against Pokemon that rely heavily on their item. Hisuian Samurott is a great teammate for Empoleon; it can use Ceaseless Edge to set up Spikes to further increase hazard damage and threaten Chien-Pao and Kingambit. In return, Empoleon can switch into Fairy-type moves that would make quick work of Hisuian Samurott. Quagsire is another excellent complement for Empoleon, as the two form a nice defensive core, since Quagsire is a physical wall and Empoleon is neutral to Freeze-Dry and provides an Electric immunity.

Up to you). Flash Cannon is an option instead in order to have an easier time dealing with Fairy-type Pokemon such as Flutter Mane, Hatterene, and Alolan Ninetales. Roar is a great option for Empoleon to get rid of set up sweepers such as Manaphy and Spectrier, as well as applying more Stealth Rock damage to the Pokemon that are forced in. Knock Off is also a great option, as it allows Empoleon to make progress against Pokemon that rely heavily on their item, such as Articuno, Corviknight, and Greninja. Physically Defensive Rotom-W is a great teammate for Empoleon, as it provides a valuable Ground-type immunity and provides a slow Volt Switch to help Empoleon get in easier. Manaphy is also a strong teammate, as the hazard and Knock Off support from Empoleon allows Manaphy to set up and take KOs easier (Up to you whether you want to add this or replace Manaphy but I feel like Samu-H is a good teammate to mention. Sets Spikes to compound on Empo's rocks, appreciates Empo warding off Defog and taking Fairy moves, threatens stuff like Gambit and Chien-Pao). Quagsire is another excellent complement for Quagsire, as it provides Unaware support and provides a valuable Electric-type immunity, as well as helping chip down walls with Spikes and Toxic support (defensive core with Empoleon because it's a physical wall, Empoleon is neutral to Freeze-Dry from Articuno, maybe remove previous bit and focus on this because character limit).
