Pros:
- Good offensive stats on both sides letting it be a mixed attacker
- 0 Weaknesses because it is pure electric with Levitate
- Good type coverage in movepool
Cons:
- Very low speed, and not great defensive stats, making it pretty bad at taking hits
- Not high enough offensive stats to pressure much of anything on either side
- Lack of any recovery at all

Terastallize Potential: Eelektross does not benefit from terastallization much because it already has a really good defensive type and ability so it has no weaknesses. Unless it wants to get double STAB on electric, there is not much of a point to terastallize.

This set uses either Coil in order boost its physical defense and more importantly, attack, in order to be stronger. Leftovers give it at least a little bit of extra survivability. Wild Charge is its strongest move, but it does cause self chip damage, and so the EVs could be switched to favor special attack and Tbolt could be used. Its last move is one of its best coverage options, whichever works best. Thunder could even be used on a rain team, but that is inconsistent. Rest lets it stay healthy while setting up.

This set utilizes Eelektross's best stat (Attack) and Choice Band to be a very hard hitter. Tera Electric is available if it needs to to make its Wild Charges very strong. Volt Switch lets it switch, and the last two slots are just for coverage.

Overall:
Eelektross is quite bad, and will not survive in OU. It might have a niche on rain teams because it can use Thunder and Liquidation, or it with CB could also be good, but only in lower tiers. Its stats are not enough for it to beat much, and while poor speed doesn't kill it and it does have good offensive stats, its defensive stats, while not terrible, are not enough to do much with the huge power level of the new gen.

Why did you pick to analyze a Mon that was always bad in OU, that was not notably improved this Gen and did not give him optimal sets for OU Meta? What is the point? ( not pretending to offend, but it does look weird).

The 2 sets I can see somehow working with team support are:

1. Max HP, Max Sdef, Careful with Coil, Rest, Wild Charge and one of Drain Punch, Liquidation, Dragon Claw or Stomping Tantrum. Lefties or Chesto Berry as item.

2. Min Speed, Max HP, Max Special Attack, Thunderbolt, Flamethrower, Giga Drain and one of Volt Switch or U-Turn, Quiet Nature and many options as item (Specs, LO, Magnet, AV, Ebelt, Lefties, etc.). This one obviously would work only in Trick Room teams.
 
While I'm exceptionally outdated when it comes to the metagame, the first thing I thought about with Terastallization was a Pokemon like Eelektross. I doubt it has the staying power of another more powercrept Pokemon in this generation, but what it lacks in upfront power it makes up for it versatility. At a quick glance, Fire Terastallization pairs well with Levitate, and Tera Blast opens the possibility for a physical fire set with Bulk Up, Drain Punch, Thunder Punch with Fire-Tera Blast or Fire Punch. You could also go Steel, still benefit from Levitate. It has a very colorful movepool, and thus, one of the widest potential ranges for userful Tera-types. Tera could be the break Eleektross needed... but...

Is it as useful as Teraing a different Pokemon? Probably not. Is it a tricky Pokemon with potential to catch folks off guard with how many options it has... maybe?
 
Eelektross isn't as bad as you would think. It has decent bulk and Levitate allows it to take minimal damage from hazards. The Coil set absolutely needs Dragon Tail as to rack up the Spikes damage and prevent most things from setting up on you. The best set though is Expert Belt+Grass Knot+Flamethrower+Superpower+Volt Switch/Thunderbolt. It too bad it lost Knock Off, still has Dragon Pulse to many of the Dragons harder.
