Steelix uses its amazing ability Sturdy and very high Defense to tank hits from Pokemon like Galarian Darmanitan, Choice-locked Dragapult, Mimikyu, Aegislash, Crustle and Cinderace and KO back with its Choice Band-boosted attacks. The EV spread allows Steelix to tank Adamant Choice Band Excadrill's Earthquake. Earthquake is essential Ground-type coverage for Pokemon like Aegislash, Excadrill, and Dracozolt. As Steelix is extremely slow, Gyro Ball allows Steelix to defeat fast Pokemon that it otherwise could not like Choice-locked Dragapult and Choice Scarf Haxorus. Rock Blast is mainly used to beat Curse Mimikyu by breaking through its Disguise and Substitutes and to mitigate the damage of Crustle's Counter. Heavy Slam is useful to beat slower Pokemon that Gyro Ball doesn't do much damage against like Choice Specs Sylveon and Aromatisse. Alternatively, Body Press can be used to give Steelix a better chance against Hydreigon and Choice Band or Weakness Policy Tyranitar.
Steelix is very weak to stall Pokemon like Galarian Corsola, Corviknight, Arcanine, and Ferrothorn, so Pokemon like Choice Specs Hydreigon and Bulk Up + Taunt Grimmsnarl make good partners. In return, Steelix can beat Pokemon like Sylveon and Mimikyu for them. As Steelix's Attack stat is lacking, it is unable to KO bulky Pokemon like Dracovish, Bewear, Rhyperior, and Milotic. Pokemon like stall Rotom-W and Rillaboom can remedy this weakness. Steelix is able to cover offensive Pokemon that can break these Pokemon like Choice Band Darmanitan and Reversal Cinderace.
