I'm voting based on how novel the idea of a Pokemon who uses the item as a primary seems to me. I've seen unique Eject Pack sets, but I've never known a Pokemon who uses it regularly. Focus Sash is not a rarely seen item, but, outside of dedicated lead sets, I can't think of a Pokemon from whom I'd usually expect a sash. Throat Spray is third because it's relatively unused, but it seems very one dimensional, and I remember when Shift Gear Throat Spray was the #1 Toxtricity set.
I've played in a meta where you see Gholdengo on team preview and assume Air Balloon. I don't think there's much new to be learned there. I've played in a meta where you see Conkeldurr on a team and assume Assault Vest. I don't think there's much new to be learned there.
