Cinderace's Bulky set revolves around the idea of maximizing its utility, it has the combination of U-turn, to keep momentum for its teammates and pivoting out of bad matchups, Will-o-Wisp, which allows him to burn physically offensive Pokémon like Kingambit, Great Tusk and Dragonite for example, allowing its teammates to tank these hits better, and Court Change, which can allow him to function as a hazard remover and one of the best counters to sticky web teams. Since its duty as a hazard remover is so important, Heavy-Duty Boots are the best item for it, to keep getting in the field. The set EVs allow it to OHKO offensive Gholdengo with Pyro Ball.
