Add tier filters to old-gen teambuilder

When I'm teambuilding for Gen4OU, I often want to filter by "OU" and sort by speed. However it doesn't seem to be possible to filter by "OU", whereas this is possible in Gen8 teambuilder. This is also a problem for other old gens I believe. I'm not sure if there are other similar filters missing, this is the only on off the top of my head, but adding these "QoL" filters could be helpful to old gen teambuilders.

This is a frequent problem for myself as well, Gen 5 metagames are a particular one. While I know the tiers off by heart due to constant teambuilding I am sure this has been an obstacle to many new RoA players in the past.
