    It needs to hatch in another cart first so it can be nicknamed, preferably as soon as possible. Here's what to expect:

    Just use PokeGen. Pokesav is rumored to alter the data of the .pkm itself.

    Also, people using a program like IR-GTS will be unable to send a 236 byte .pkm to their game.
    You asked if there's a reason why people prefer PokeGen to Pokesav. It's because Pokesav gets the .pkm file size wrong among other things. The correct size for a party Pokémon is 220 bytes, it thinks they're 236. PokeGen gets that part right.

    Anyway, there are, actually, but usually we just can't tell if they play or not. But if they do, they're most likely casual.

    Speaking of which, something rings a bell...some anime club around my area (and not from my campus) is hosting a HG/SS tourney, but just about everyone's casual. I could easily win this competition, though...
    IMO Hail is really hard to pull off. I actually think you'll find it easier to run a sandstorm team. Try the Skarm + Hippo + Jelli core I gave you, with either Sand Veil Garchomp or Specially Defensive Scizor. Then the last two is whatever. Try something that abuses sandstorm maybe? Exadrill?
