Situation: Undisputed spoke with Hogg about his potential eligibility for US South and mentioned he was moving to an [US South state]. Hogg explained at the time he wasn't eligible and that his future plans weren't enough to allow him play for South. undisputed tried different angles, but in the end he was told it would only be possible if he could establish residency in the aforementioned location before signing up and was explained how we checked IPs.

On Friday, Undisputed logged on forums using a VPN with an IP from [US South state]; this is the first time in his IP history he masked his IP. He consistently used this VPN till today, however, on Saturday he logged in once under his regular IP range before going back to the VPN IPs. During the weekend he asked Hogg to give him an IP report and claimed to be near DC. This simply wasn't possible, considering his IP location jumped from "near DC" to California (his current location) and back to "near DC" in less than 2 hours.

When he was confronted about the use of the VPN, he gave us absolutely no reason to believe there was nothing malicious going on. In fact, he denied using a VPN, then told us he only used it due to work (which doesn't add up with the timeframes we have or his IP history), and implied it didn't matter if it was true, which we know for certain was, because he was no longer planning to play for South.

Undisputed fully intended to play for South, which is made obvious by him inquiring multiple times about his South eligibility and him looking for multiple alternatives to get it approved. He started using a VPN shortly after being told by Hogg he wouldn't be eligible unless he could prove his residency in the US South area. He asked for confirmation about his eligibility after masking his IP, which he never received as we were investigating his IPs. It's abundantly clear he tried to cheat the system to play for a team he wasn't qualified for, which goes against the spirit of this tournament.

Result: Undisputed will be tournament banned for 3 months.

Following a formal appeal of his tourban, the TDs have reviewed undisputed's case, as well as the rules surrounding WCOP.

Based on the logs of undisputed's communications with the TD team, it was clear that he attempted to use a VPN to manipulate the qualification process of WCOP. While he had not yet signed up for the region he was spoofing, he requested guarantees from the TD team that he could play for the region in question and proof that he could screenshot, and made direct statements that he intended to play for the region in question. In addition to operating on a proxy being against the forum rules, these types of offenses are especially significant during WCOP. With eligibility being contingent upon location and verified by IPs, faking an IP address during the eligibility process undermines the integrity of the tournament.

However, while previous editions of WCOP did have strong admonitions against faking an IP address in order to qualify for a region (including specifying both tourbans and bans from WCOP as explicit punishment for these actions), such rules have never before been enforced prior to the tour's commencement. While WCOP is unique in that much of the qualification process for the tour takes place before the tour actually begins, there was a lack of any rules or precedent for administering tourbans prior to signing up in a tour.

Based on the above, the TD team unanimously felt that undisputed's conduct was significant enough to bar him from participation in this edition of WCOP. His proxy use also violates Smogon's forum rules, and deserves an infraction. The TD team has also decided to draft a formal rule clarifying what constitutes participation in a tour such as WCOP. However, as this rule was not yet enacted when undisputed's actions took place, we have decided not to retroactively enforce this rule.

RESULT: undisputed will not be permitted to participate in WCOP 2018 . He will be issued a two-point forum infraction for proxy use. His tourban will be removed.

In addition, the TD team has officially clarified that in the case of WCOP, actively participating in the eligibility process (such as by requesting proof of eligibility from TDs) constitutes a willingness to abide by the tournament's rules. Purposefully falsifying IP addresses and other location data (including but not limited to use of VPNs/proxies or having third parties log into your Smogon account) will result in a three month tournament ban and potentially a permanent WCOP ban, depending on the severity of the actions.

Situation: Deepika is the alt of a banned user.

He has unfortunately already played his match for the WCOP qualification round. The result of this match will be nulled.

Leaving the RBY game as a dead game could result in a 4-4 tie between India and Bangladesh, which means a tiebreaker would be required. This is an unacceptable result due to the time constraints we're working with here, therefore a new RBY game will have to be played. Bangladesh can choose to field darius45 or another one of their benched players, India must field one of their benched players. Please get this done by tomorrow, it's extremely unlikely that we give an extension here.

Result:

  • Deepika is forum banned and disqualified.
  • A new RBY game has to be played between Bangladesh and India

RE: Lord Ninjax

Situation: Lord Ninjax, cocaptain of India, knowingly let a banned user's alt into his team, this in itself warrants a tourban, but beyond that he was also ghosted in his qualifying round game by said banned user.

Result: Lord Ninjax is tournament banned for 1 year. By virtue of being a manager, following the precedent from snake, he will also be barred from managing and joining the next 2 editions of WCOP.

Expect a further ruling about what will happen to the ADV game in the near future.
 
RE: Lord Ninjax vs CKW

Situation: The ADV game ended with a tie. Under normal circumstances they would replay with different teams, but Lord Ninjax is currently tournament banned.

Result: The ADV game will be replayed with different teams. Team India will have to sub-in a different player. CKW is free to play, but Bangladesh can sub him out if they deem it necessary.

Team India should pick a new cocaptain from their current roster.

Re: Bomber. v Shogarth

Situation: The game played out such that the optimal line of play for both players was to keep switching indefinitely, resulting in an effectively endless battle. After over 100 turns without progress, both players agreed to a draw and the game was ruled a tie by a Tournament Director.

Result: The match was declared a tie and a rematch with the option of new teams was enforced. The rematch was played, and Bomber. won.

Situation: Bugzinator signed up with two accounts, his main one and an alt. Additionally he used a proxy to fake the eligibility of the latter.

Result: Bugzinator will be tourbanned for 3 months, and infracted for faking his eligibility and creating an alt. The alt will be banned permanently.

RE: Zeraora

Zeraora was recently released, and is currently legal for OU play on Pokemon Showdown!. Ordinarily Pokemon that are released before the next round begins will be available on the future round. However, as Zeraora was released with under 12 hours before the beginning of semifinals, we have decided that Zeraora will not be allowed for the remainder of the tournament.

While there is precedent here for disallowing Zeraora from semi-finals due to the short amount of time before the next round begins, this ruling means that Zeraora will also not be allowed during finals, which is a bit of a departure from previous rulings. In this case, we decided that only allowing a Pokemon for the finals of the tour when it was not legal for the entire rest of the tour was not a desirable outcome.

RE: Asuya v Finchinator / Heroic Troller

Situation: Asuya was scheduled to play Finchinator for playoffs of WCOP. Heroic Troller was aware of Asuya's intended team choice prior to the game. Heroic Troller subsequently gave details of Asuya's intended team to Finchinator. While the information that was provided was not a full team, it included enough information to provide Finchinator a significant advantage if he acted on it. The leak was reported and Team Italy was informed, and as a result, they substituted Asuya out of the game.

This leak occurred after Team US Northeast had already secured their win for the week, and did not include the full team that Asuya had intended to use. However, such a leak is clearly against the rules and could have had a major impact on the game if it had gone unreported.

Result: Heroic Troller will be tournament banned for three months.
