Some notes;

• Slowbro is generally better. What Vaporeon offers is Hydro Pump (slash this w/ Surf), higher Special and Speed to start with, and Acid Armor to pull off the Reflect set more effectively. So really, you could say Vaporeon is a better Reflect Slowbro.
• Oh, and it's a PP stalling machine, like, whoa.
• The lack of Thunder Wave really hurts...emphasise this.
• Incomprehensibly bad Zapdos and Jolteon MUs really, really hurt Vaporeon. Victreebel too I guess but I don't think anyone is bringing that here.
