Here are further speculations

Porygon-Z: 6.65867%, #37 in rankings

I love Porygon-Z; it is such an amazing sweeper once the Fighting-types are gone. It can do Agility + 3 attacks, Nasty Plot + 3 attacks, Choice Scarf, Choice Specs, or 4 attacks + LO. I've also been testing it on a partial Baton Pass team, where Venomoth passes Quiver Dances to Porygon-Z, making no setup on Porygon-Z's part necessary.

Tornadus: 5.55013%, #46 in rankings

Tornadus is a monster. If Hurricane had better accuracy, it would probably be much more popular. It functions well in Rain due to the perfect-accuracy Hurricanes it gets, making it a top choice on Rain teams. At the same time, it can be a nuisance with Prankster, plus it has Heat Wave and Superpower to hit Steel types, so why isn't this higher?

It's mainly coverage against Zapdos / Raikou. Tornadus struggles immensly against these two, since its coverage is mostly comprised of Flying, Fighting and Grass. Because Tornadus wants to abuse that Prankster as most as possible in conjunction with its movepool, it often has only 2 or 3 moveslots. Examples include Rain Dance or Tailwind + 3 special moves or Taunt + Bulk Up + Acrobatics + Superpower.
And with Tornadus' rather low longevity due to no recovery, SR and LO, using Tornadus properly in a tier without permanent rain is rather difficult.

I have implemented the 1850 stats into the OP. As for some initial thoughts on them:

Nice to see this, these two deserve to be the top most used Pokemon in UU. Though tbh I think these two should trade places since Mienshao>Snorlax imo. But either way Mienshao and Snorlax definitely deserve this.

Even if she still isn't getting the credit she deserves in the standard stats, her place in the Top 20 in 1850 is deserved, Nidoqueen is a great Pokemon that can do a lot in one, like checking threats such as Mienshao and Raikou, setting up Stealth Rock for the team, hitting like a truck and wallbreaking, and just overall she's great in general. As long as this stays the way it is, RU is never getting Nidoqueen back (which is good to me because she was rather centralizing in RU)

This is looking good, although Qwilfish deserves UU status imo and Hail is pretty awesome in UU. (I'm running a good hail team right now that's giving me quite a few wins).

Tornadus should be used more imo, he's a great Pokemon. Rain Dance+Hurricane is nice and he has Superpower to shit on Snorlax, and BUAcroNadus is decent in some cases.

This is still to high for Ambipom imo, Ambipom shouldn't even be getting 4% usage anywhere. It's getting used more in 1850 than Walrein and Bisharp, two Pokemon who can actually do somewhat well in UU, which is pretty sad.

I really wish we used 1850 stats for tiering, I can't wait for Mismagius to drop to RU because 1) It's horribly outclassed by Chandelure and Cofagrigus 2) RU needs something new to drop down already

I find it really funny how Tornadus is almost more highly valued in OU than UU right now, just goes to show how different things are.

Nice to see Piloswine rising 10 places from the last 1850 stats, if only people realized it's value in the tier...

Mienshao and Snorlax really do deserve the top 2 spots in UU, so much more than Heracross and Chandelure =/ I have been noticing a lot more Mienshaos in general on mid ranking players however, I'm willing to bet it'll be overtaking Heracross in a few months time.

I find it interesting that Hitmontop is 7 places higher in the 1850s and Blastoise is 4 places lower, I honstly think Hitmontop is the superior rapid spinner (not like I actually use it though), Blastoise is just outclassed by every other bulky water.

A whole lot of things would change if the 1850 stats were the basis for tiers, that's for sure. Pretty sure cutoff is around 3.3%, meaning Krookodile, Dusclops, Mismagius, Houndoom, and Zoroark would all be dropping down to RU. That'd be quite the tier shift, especially since they all are Ghost or Dark types.
 
If I had to supply reasons as to why ambipom is considered bad, it's usually because people...

-View it as set up fodder for either bulkier steels or ghosts (think Trick Room Cofagrigus, Dual Screens Bronzong for examples)
-Wall it reasonably well with bulkier pokemon who have significant defensive EV's and can punish a switch in when you realise ambipom doesn't quite cut it (Slowbro with toxic/t-wave, amoongus with spore)
-Somewhat ineffectual in taking on other attackers (e.g pokemon who run stat boosting sets need to be damaged enough to fall into KO range of fake-out).
-Inability to switch in on most attacks (More immunities/resistances are preferred rather than having to lose a pokemon or run a slow volt-switch/u-turn user).

To be fair, ambipom can cause a few headaches, particularly for focus sash leads, but otherwise other pokemon can just hit a lot harder or boost up to a point where they can hit harder while having the typing to do so better.
