It was decided to have a 4.52% the cutoff for gen 8 so it would be harder to a mon to raise and lower tiers would be more stable as a result since the chances that they would lose an important mon would be smaller. You can read more in the following link

4.52% is really 0.04515839608 rounded off, just as the old 3.41% was 0.03406367107 rounded off. Barely missed the mark, sorry!
