King's Rock, Quick Claw and Razor Fang have all been banned due to their luck based elements. However, you might be surprised by Focus Band, Bright Powder and Lax Incense, since they aren't banned from National Dex just like Sand Veil, Snow Cloak and Quick Draw. The reason being that they don't provide anything except luck based strategies. Their effectiveness doesn't matter on Pokemon doesn't matter, just that they have a uncompetitive design.

For the items you are allowed to change their effects as you wish. The abilities can be changed too, although Sand Veil and Snow Cloak have to do with Sand and Hail respectively. You are also allowed to distribute the abilities.

This Slate will last for 4 days.

Ability: Sand Veil / Snow Cloak
New Effect: Stirs up a permanent sand / hailstorm while this Pokémon is on the field, which is removed when it leaves battle, like the primal weathers. CAN be overwritten manually. This Pokémon does not take sand / hail damage if it otherwise would.
Justification: Sand Stream / Snow Warning sidegrade. Worse for the most part because they don't last and it's rare you'll be on the field for more than five turns, but much wider distribution.

Ability: Quick Draw
New Effect: This Pokémon's moves with 60 BP or less go first in their priority bracket.
Justification: Technician but weird. Probably needs more distribution if it wins, but G-Bro can do a very funny thing where after one Calm Mind, Stored Power is exactly 60 BP and therefore still gets the boost.

Item: Quick Claw
New Effect: If this Pokémon moves before its target (Bolt Beak rules), its attacks are boosted by 20%.
Justification: Life Orb sidegrade for fast things.

Item: Lax Incense
New Effect: If this Pokémon moves after its target (Analytic rules), its attacks are boosted by 20%.
Justification: Life Orb sidegrade for slow things.

Item: Focus Band
New Effect: If a neutrally-effective attack would KO the user, it endures the attack at 1 HP, and the item is consumed.
Justification: Focus Sash sidegrade for things that can't guarantee they'll stay at full health, but doesn't work for being hit SE.

Item: King's Rock
New Effect: While this Pokémon is at full HP, the damage it takes from attacks is halved.
Justification: Multiscale but an item.

Item: Bright Powder
New Effect: Any time this Pokémon raises its stats, its accuracy is also raised one stage.
Justification: No more missing, even with strong and inaccurate moves, but you forfeit a damage-boosting item or survivability.

Item: Razor Fang
New Effect: This Pokémon's bite-based attacks do 50% more damage.
Justification: Strong Jaw but an item. Not worth it on anything except things that also have Strong Jaw.

Description: Shield Dust the item. Not particularly good, but a niche item for screwing over a couple moves & ignoring random hax.

Description: In the manner of Sticky Barb, I wanted to make an item that could be used with Trick. He will surely find his niche in teams by taking advantage, I'm thinking especially of offensive Zapdos or MMY.

Effect: If the user is targeted by a move with less than 100% accuracy, it guarantees for that move to miss, reduces the foe's speed and the item gets consumed.
Description: Niche item that can be used on certain scenarios (status wars, Weavile's triple axel, Heatran Magma Storm, Etc).

Effect: Boosts the base power of moves used by Male gendered Pokémon by ×1.2 and makes them immune to stat drops.
Description: Most Uber Pokémon lack genders, so this item serves to give the average Joe a competitive edge it can use over it's compatriots. A kinda worse LO that blocks Intimidate, Sticky Web and other pesky drops is pretty cool, but only for dudes.

Item: Bright Powder
Effect: Reduces the base power of moves used against Female gendered Pokémon by ×0.8 and makes them immune to status ailments.
Description: Male Pokémon can't have all the fun. Now Pokémon like Blissey can be utilized as defensive pivots via the use of Bright Powder, while just adding a much more useful option for walls overall. Also, defensive Landorus-T can't use this!

Ability: Sand Veil
Effect: Heals any volatile status afftect at the end of the turn while under Sand. Immune to Sand chip. (Hydration clone for Sand)
Distribution: :carbink::diancie::tyranitar:
Description: Makes Sand balance much more feasible with bulky tanks that can utilize Rest in Sand well.

Effect: Ball and bomb moves gain +2 Priority first turn out.

Some notes
:bright-powder: Wonder Skin was originally included in the list but I figured that a limited distribution to weaker Pokemon with usually abilities doesn't warrant a rework to it. However, I dislike giving this effect to effectively every Pokemon, therefore I would give the item a different effect.

:bright-powder: I would stay with the actual numbers of stat numbers so that calculating stuff is much easier. Therefore, I would change the multiplier to 0,75x (which is -1 Eva) or 0,6x (which is -2 Eva) depending on what you want
:lax-incense: Similar reason as above, but Speed is much easier to calculate with the Damage Calculator, therefore you could change it to a 0,67x multiplier
:slowbro-galar: I can tell you from experience that the damage reduction is unnecessary. You can remove the damage reduction.

New Effect: Upon entering battle and depending on its Nature, this Pokemon receives a +1 boost to the increased stat, and a -1 debuff to the decreased stat. Then at the end of every turn, this boost will alternate (-2, +2) (Example: Adamant, +1 Attack, -1 Special Attack. Next turn it will be -1 Attack, +1 Special Attack.)

The first option are Choiced sets. For example, a Jolly Choice Specs Pokemon will become faster than usual for one turn, but will become slower than usual the next, but can hit harder if they managed to force a switch, and the pokemon sent out is still slower/threatened by the Choice Specs Pokemon. Choice Pokemon have the option of not running a speed boosting nature, which allows them to hit way harder for that one turn, but at the cost of speed too.

:deoxys:
The second option are Mixed Attackers. These Pokemon can catch pokemon off guard by constantly switching to a stronger offensive stat that best deals with its checks.

:dragonite:
The third option are Setup sweepers. I would not recommend this option as it heavily reduces a Pokemon's ability to snowball, but you could try purposely choosing a nature that does not benefit you, say Modest Ddance, but the turn after your first Dragon Dance it will benefit you.

:blissey:
The fourth and final option are support Pokemon, who can utilize this ability to raise and lower both defensive stats each turn, or keep one defense stat as high as possible to increase its longevity.

Description: Joltemons Moody is an interesting concept, so I would like to steal it. I think it adds a lot of creative sets and with some Legendaries being able to get it (I just have to find the right one)
