Tapu Koko's Speed tier lets it threaten multiple top threats in Tornadus-T, Tapu Fini, and Galarian Zapdos, making it an incredible offensive pivot in OU with Volt Switch. It's a very consistent pivot, since it can come in on Pokemon like Tornadus-T, Tapu Fini, Buzzwole, and Zapdos with its resistances, access to Roost, and ability to exert pressure and generate momentum. Dazzling Gleam revenge kills Pokemon that can take Volt Switch like Weavile and Garchomp, and it can pick off weakened Ground-types. Nature's Madness lets Tapu Koko force chip damage onto switch-ins like Galarian Slowking and Ferrothorn, which works with Volt Switch to help teammates like Volcanion and Weavile, respectively, to wallbreak through these walls. Toxic is also an option to debilitate Ground-types such as Gastrodon, Landorus-T, and Hippowdon. Due to it pivoting frequently, Heavy-Duty Boots is best to prevent entry hazard damage. Pokemon that can take advantage of Ferrothorn and Heatran are good partners; examples are Urshifu-R, Buzzwole, and your own Heatran. The former two also break through Blissey, as well as Ground-types like Gastrodon and Landorus-T, which makes Volt Switch a safer option. Victini helps form a potent VoltTurn core and appreciates Tapu Koko threatening bulky Water-types. Electric Terrain also strengthens Victini's Bolt Strike.

Tapu Koko's premier speed tier and access to Volt Switch make it an incredibly potent offensive pivot in OU, able to outspeed and threaten multiple top threats in Tornadus-T, Tapu Fini, and Galarian Zapdos. this can probably go in the first part of the sentence over "premier speed tier" It has good defensive utility, with it's typing and access to Roost letting it check and outlast Pokemon like Toxapex, Zapdos, and Slowbro. i like this sentence being here but i think this could be reworded rather significantly in a way that's pro-role for koko. a blurb like "another reason it is so consistent at this role is because of its ability to come in on [x, y, z] with its resists and access to Roost to exert pressure and generate momentum." should be fine Nature's Madness cuts into Landorus-T's longevity and forces Pokemon like Blissey and Ferrothorn to use recovery moves, letting its teammates take advantage of them. while i think you are right here soooort of, i think the focus is wrong. nmadness being able to focus-fire chip onto av gking/ferro which don't have conventional recovery makes the damage stick a lot more consistently especially with volt switch to bat, so you're not exactly forcing them to use recovery moves but moreso making it easier for teammates like weavile to break. broadly speaking this is nmadness's appeal. Dazzling Gleam lets it revenge kill Pokemon that would otherwise take Volt Switch like Weavile and Garchomp. go in order of moveslots and move this above nmadness, also is a nice move in general to pick off grounds when they're worn down so they don't just heal in ur face after you've broken them down Toxic is also an option that cripples for Ground-types such as Gastrodon, Landorus-T, and Hippowdon. Due to pivoting frequently, Heavy-Duty Boots are needed to mitigate entry hazard chip so it isn't forced to use Roost as often. With it forcing in Pokemon like Ferrothorn and Heatran, Pokemon that can take advantage of them are good partners; these include Urshifu-R, Buzzwole, and your own Heatran. The former two also break through Blissey, as well as Ground-types like Gastrodon and Landorus-T, making Volt Switch a much more risk-free option. Tornadus-T and Fini were great examples, no idea why you replaced them. fini I can sorta get but its MU into Torn-T is a massive boon for it Dazzling Gleam lets it revenge kill Pokemon that would otherwise take Volt Switch like Weavile and Garchomp.
