Staraptor bravely tears through the opposing team! Choice Scarf Staraptor outspeeds the entire unboosted metagame and dangerous boosted threats like Dragon Dance Feraligatr. Reckless-boosted Brave Bird boasts excellent neutral coverage and tremendous power, OHKOing dangerous offensive threats like Alakazam, Infernape, and Starmie, and having a chance to OHKO Feraligatr after Stealth Rock; even bulky foes like Slowbro risk the 2HKO after Stealth Rock. Double-Edge provides important coverage for Electric-types like Rotom-W and Raikou that could stomach a Brave Bird, and Close Combat nails Steel- and Rock-types like Heatran, Tyranitar, and Magnezone. U-turn provides momentum against Staraptor's checks like healthy Slowbro and is useful on a predicted switch. Staraptor's reliance on recoil moves and weakness to Stealth Rock leaves it prone to being worn down, so reliable entry hazard removal like Gliscor and Starmie is highly recommended. Staraptor also hates switching into attacks and struggles against bulky Water-types like Suicune and Slowbro, making defensive pivots like Celebi and Rotom-W great teammates.

I'd replace the defensive pivot mention of Gliscor with Celebi, which also helps Staraptor pressure bulky Water-types like Suicune and Slowbro, otherwise this is good to go.
