To be fully transparent, this is the ruling’s logic.

sylveon sent a message within hours of the round going up with basic initial scheduling information - not comprehensive but not terrible. Stresh responded nearly 80 hours later (78 hours, at 10pm sylveon's time) to request they play on Sunday. Sylveon responded their next morning saying they could play Sunday but only late evening, and then explicitly stated they could play Sunday at 10pm their time in a second message sent 6 hours later. Stresh did not respond until just after 10pm Sunday, saying they were online now, but sylveon responded roughly an hour later saying they had made plans now, and explaining that due to irl circumstances (exams) they would not be able to play during the extension timeframe.

the time was never confirmed, so sylveon cannot be held at fault for not being online at 10pm Sunday or for making other plans for their Sunday night after their (already demonstrably inactive) opponent did not respond to them
