Re: Tier Locking

As stated in the tournament policy subforum, players will be restricted from playing in tiers they did not list in their signup post until the end of Week 4. If you signed up prior to this, please review the tiers you signed up for to take this into account. We will not be permitting people to edit their signups to add or remove tiers after player signups close.

As before, we do not intend to enforce this rule against players who were purchased for 3k.

Re: Player Signup and Retention Deadlines

The host team has decided to change the deadline for player signups and player retentions. The deadline for players to sign up and for managers to retain players will both be set at 48 hours prior to the draft. Managers, please note that for a retention to become official the player being retained must agree to be retained.

RE: Auction

Auction has been scheduled for Sunday, December 19th at 3:30 PM EST (GMT -5). As announced previously, player signups and retentions will close 48 hours prior to the auction.

The first week of SPL XIII will go up Monday, January 3rd.

John W has been forum banned for reasons unrelated to Smogon Premier League. In accordance with current tour policy, he will not be allowed to participate in SPL any longer.

In past SPLs, teams with players who were banned prior to the start of the season were permitted a choice of a replacement pick or sellback credits. As of SPL X, the rules for sellbacks have changed to explicitly state that a player being forum banned is not sufficient to justify a sellback.

Sellback Rules said:
Up until week 4 managers will have the opportunity to report players that they believe are not meeting minimum activity requirements and/or sabotaging their team to the hosts. The hosts will review the team situation on the first 2 days of week 5, and if it is found that the player in question is indeed guilty of one or both, the team will be allowed to sell them back. Reports made on team quitters after the end of Week 4 will not be evaluated until the conclusion of the tournament, with the exception of cases of cheating or team leaking/sabotage. A user merely being forum banned or tournament banned is NOT grounds for a sellback.

If a player is sold back, their team obtains 3k of their value as credits to be used in the midseason auction.
As such, losing John W does not entitle the Dragonspiral Tyrants to sellback credits in any way.

However, the host team agrees that not allowing the Dragonspiral Tyrants to select a replacement for their lost player is undesirable for the sake of the tournament's competitiveness. Since these events took place prior to Week 1 and the Dragonspiral Tyrants are not in any way involved or at fault for John W's ban or actions, they will be allowed to select a replacement player for 3k.

The TD team as a whole has agreed to codify this decision as precedent under the following scenario.

A team will receive a replacement from the undrafted pool for a banned user if:

  1. The player received a permanent ban from the forums or was temporarily banned for a duration longer than the tournament prior to the start of Week 1 AND
  2. The player was banned for reasons entirely unrelated to SPL.

Result: The Dragonspiral Tyrants will be allowed to select a replacement player from the undrafted player pool. They have 48 hours to choose. They cannot defer selecting a replacement until midseason.

A few days after the auction, spies contacted the hosts to explain they would be quitting and were no longer able to play for SPL.

Following the precedent set in SPL 6 and upheld in both SPL 7 and 8, the Cryonicles will be given 3k credits to choose a replacement from the signup pool. Since the Cryonicles are below the 14 player minimum, they must choose a player and cannot defer these credits to midseason. Half of the remaining value of spies (14.5-3=11.5/2=5.75k) rounded up to the nearest 0.5k (6k) will be returned to the Cryonicles.

The host team has decided to allow these credits to be used prior to week 1, as the midseason auction has changed since SPL 8 to not allow new signups. It was agreed that punishing the Cryonicles by forcing them to wait 5 weeks to pick up replacements for a sellback that occurs prior to the start of the tour is undesirable.


Result: spies will be removed from this tournament, banned from participating in SPL XIV, and infracted for poor sportsmanship per the minimum activity rules. The Cryonicles will be given 9k credits and have 48 hours to select at least one player from the undrafted pool and may select up to three.

Upon further review, the host team has determined that the precedent set in SPL 6-8 should not have been used to address team compensation for players who quit prior to the start of SPL in current iterations of SPL, as the tournament has changed significantly in the years since.

The Cryonicles are still eligible to sell back spies for failure to meet the minimum activity requirements. This drops the Cryonicles below the 14 player minimum, therefore they must receive an immediate replacement.

Beyond that, the hosting team agrees that forcing teams to wait until midseason to replace players who quit prior to the start of the season is undesirable from a competitiveness standpoint and want to make clear that even had the Cryonicles not dropped below the minimum player requirement they would still have received an immediate replacement.

Following SPL, the TD team will discuss in detail how to address and standardize the way tournament rules handle compensation for players no longer being eligible to play (due to quitting, forum bans, ect.)

Result: The Cryonicles will be given 3k to select a replacement from the undrafted player pool. They may not defer these credits to midseason.

The host team has determined that the tournament rules are not currently written in a way to appropriately handle teams losing players prior to the start of SPL. According to the letter of SPL's rules, teams are never entitled to more than a 3k replacement if they lose a player, regardless of cause or timing. We do not believe this addresses the entirely different circumstances surrounding a team losing a player prior to Week 1 as opposed to during SPL's regular season.

As such, we will be amending the rules for this edition of SPL to address this inadequate coverage.

Players who are no longer eligible to play for Smogon Premier League XIII due to a forum ban, tournament ban, or other removal from SPL before Week 1 will be compensated with a refund of 3k to be used prior to the start of the season. In addition, teams will receive a half of the lost player's original cost, less 3k and rounded up to the nearest 0.5k, in sellback credits to be used at the midseason auction.

Players who are eligible to be sold back at any point after the start of Week 1 will continue to be compensated with 3k sellback credits as usual.

We will be retroactively applying this rule to both the John W and spies rulings. The Dragonspiral Tyrants will be given (16-3)/2 = 6.5k in sellback credits. The Cryonicles will be refunded 3k to select a replacement player and (14.5-3)/2 = 6k in sellback credits.

This rule is intended to only apply for SPL XIII. The TD team will review SPL rules following the conclusion of the tour and determine how to appropriately compensate teams prior to the start of Week 1.

In accordance with current policy, he will be suspended for the duration of his forum ban, which functionally disqualifies him from playing for the remainder of SPL XIII. Team Raiders have until the end of Week 4 to request a sellback.

Prior to the start of Week 1, Crihon expressed to his manager that he was unsure if he would want to continue participating in SPL. His activity in his team's discord dropped heavily and he has shown no sign of activity over the last few weeks, which falls below the minimum activity expectations.

Crihon be removed from this tournament, banned from participating in SPL XIV, and infracted for poor sportsmanship. The Wolfpack receive 3k in sellback credits, which can be used in the upcoming midseason auction.

Following devin's forum ban during Week 2, he left his team's discord server and has made no effort to further interact with his team, which falls below the minimum activity expectations.

devin will be removed from this tournament and banned from participating in SPL XIV. The Raiders receive 3k in sellback credits, which can be used in the upcoming midseason auction.

RE: Vulpix03 vs Conflict

On turn 3 of their game on Saturday, Vulpix03 disconnected and had their disconnection timer run out. The host team determined that this fulfilled the circumstances for a recreation, but Conflict was unable to play this recreation later in the week and Vulpix03 was unable to reconnect before Conflict had to leave a bit over half an hour later.

To provide additional context, Vulpix03 missed a scheduled time with Conflict earlier in the week, initially sending a message through their manager that they would be 1-1.5 hours late and then later on (after the scheduled time) Conflict was told that Vulpix03 would have to reschedule. Considering Conflict had grounds for an activity win for the missed time on Thursday, willingly rescheduled for Saturday, and that it was Vulpix03 who disconnected, the host team has determined that it is most appropriate to grant Conflict the win over Vulpix03 here.

Result: Win for Conflict.

Following devin's forum ban, the Raiders sold him back in order to acquire a player that was eligible to participate. In doing so, the natural mechanism for sellbacks is to ban players from the following SPL as punishment for being sold back, which is in place to encourage participation and discourage cancering. This mechanism did not fully account for this circumstance, however, and banning devin from SPLXIV would mean he incurs multiple punishments for the same offense due to a technicality.

Therefore, devin's ban from SPLXIV is removed and he will be allowed to participate in full once his forum ban is lifted. We will be revisiting this rule as a whole for future editions of the tournament in order to address future instances of this.
