You can’t Dynamax or Gigantamax when you challenge the Gym in Spikemuth. Accordingly, Dynamaxing and Gigantamaxing are not permitted in this competition.
All Pokémon™ on your team must be from the Galar Pokédex, Isle of Armor Pokédex, or Crown Tundra Pokédex.

What do you think is better or worse without Maxing being banned?
 
The main post/announcement states Galar Pokédex No. 001–397, Isle of Armor Pokédex No. 001–210, and Crown Tundra Pokédex No. 001–209 are eligible for battle. However, the "Eligible Pokémon" section highlights Zacian, Zamazenta, Eternatus, Zarude, and Calyrex all legal.

Downloaded the ruleset on cart and tested out a game with my brother and we found that the latter applies.

Other takeaways: This isn't Series 8 where you're restricted to one 'special Pokémon'. I brought all four at the same time. The game also wasn't coded so that all games take place at Spikemuth.

It seems GameFreak/TPCi/Nintendo messed this one up real bad. When using the Spikemuth Cup rules in-game, Zacian, Zamazenta, Eternatus, Zarude and Calyrex are all allowed. When you check the “eligible pokémon” option in-game it also has these Pokémon listed as eligible. This is in direct contradiction to what the description of the rules states.


We have no idea if either the rules description will change to reflect the implementation, the implementation changed to match the description, or neither and stay wrong.
