Proposal Seeding Tiebreaks

Currently one portion of the system used to tiebreak seeding in tours that use the Stour points system is backward.

That is that currently an nth deepest run has a better tiebreak if it occurs in a larger tour. (Deepest run is defined as number of points)

For example, in this past Classic, frisoeva was given the higher seed over exiline because frisoeva's second deepest run was 7 points in 512 entrant DPP Cup, whereas exiline's second deepest run was 7 points in 256 entrant GSC Cup.

This is backwards: 7 points in 512 entrant DPP Cup is 5-1, top 32nd of entrants, top 16 entrants; 7 points in 256 user GSC Cup is 5-1, top 32nd of entrants, top 8 entrants.

The same amount of points in the smaller tour is objectively equal or better by every metric and should therefore have the better tiebreak.

(In fact, it's a bit odd to describe the same number of points in a larger tour as even the same depth of run because the run ends further from the finals in the larger tour, but this proposal accepts this definition.)

To be clear, the proposal is to grant an nth deepest run in a smaller tour a better tiebreak than in a larger one at the stage of the tie-breaking procedure where it is currently the other way around. This would apply to all tours that use the Stour points system (Classic, Slam, Stour, etc).

I imagine that reversing this should be fairly easy to agree upon and implement, but discussion that does occur should pertain to this specific tiebreak metric and not expand to such suggestions as overhauling the overall tiebreak or points system.
