Rotom-C is a niche Defogger in the RU metagame. Its unique typing is its main benefit, as the threat of its powerful Leaf Storm prevents most of the tier's Ground-types from safely switching into it, giving it exceedingly risk-free use of Volt Switch. It also matches up favorably against Stealth Rock setters such as Seismitoad, Rhyperior, Metagross, and Cobalion, making it a serviceable Defogger. Rotom-C also sports a quadruple Electric resistance, making it one of the tier's better checks to Raikou and Xurkitree in particular. However, Rotom-C's rather strange defensive profile prevents it from checking much of note outside of what has already been mentioned, and it can't safely switch into many of the tier's Stealth Rock setters. In addition, it is prone to being worn down over the course of a match despite its Leftovers, and it features exceedingly tough competition from the tier's other Grass- and Electric-types, which includes top-tier Pokemon such as Zarude, Thundurus, and Raikou. Will-O-Wisp is the preferred last move, as it burns Pokemon such as Cobalion, Metagross, and Registeel. Thunderbolt can be used over Will-O-Wisp in order to threaten bulky Water-types such as Volcanion, Milotic, and Suicune without having to deal with the Special Attack drop of Leaf Storm or being forced to switch out with Volt Switch. Having the consistent damage is also rather nice against other threats such as Cobalion and Metagross. Nasty Plot can be run to threaten even more damage, and Pain Split could also be used to give Rotom-C a form of recovery outside of Leftovers, but the utility of Will-O-Wisp is missed on both of these options. Maximum Speed allows Rotom-C to outrun any Suicune and everything slower. Leftovers is preferred to give Rotom-C some form of recovery throughout the match. Heavy-Duty Boots can be used to mitigate Stealth Rock damage entirely, but the lack of recovery means that Rotom-C will get worn down attempting to check what it's normally tasked with.
Rotom-C is best utilized on dedicated VoltTurn teams that need a Defogger that can also keep up momentum if need be. It can also be used on standard balance teams that are desperately in need of its unique defensive profile in checking Metagross and certain Electric-types. Other common pivots, such as Noivern, Crobat, Darmanitan, Incineroar, and Mienshao, can be part of VoltTurn chains. Rotom-C's odd typing and lack of sheer bulk prevents it from checking that much of the metagame, so having a solid backbone behind it can work wonders. Water-types such as Milotic, Suicune, and Volcanion appreciate Rotom-C taking on Raikou and Xurkitree, and they in turn will sponge attacks from Fire-types such as Darmanitan and Chandelure. Ground-types such as Seismitoad, Steelix, and Rhyperior also appreciate Rotom-C's Water and Grass resistances and the fact that Rotom-C takes some pressure off of them to check Electric-types. Unfortunately, Rotom-C is a Grass-type that is unable to properly switch into Zygarde-10%. Heracross and Golisopod are partners that resist Thousand Arrows, and raw bulk from teammates such as Togekiss and Seismitoad can also help out in this regard.
