Policy Review: Updating the Stat Thread OP

This thread is intended to contain intelligent discussion and commentary by experienced members of the CAP project regarding CAP policy, process, and rules. As such, the content of this thread will be moderated more strictly than other threads on the forum. The posting rules for Policy Review threads are contained here.
Introduction:

This is a small policy change regarding the content of the Stats and Movepool Thread OP.

Stat Bias Limits

Stat bias limits set the general stat bias of a Pokemon from an offensive and defensive standpoint. Stat biases are not solely for limiting stats, but they also describe the overall build of the Pokemon in offensive and defensive terms. However, the stat spread is the only part of the project that will be specifically constrained by Stat Bias Limits; the other part will be explained below. There will be four stat biases selected and a total Base Stat Rating (BSR) limit. The Stat Biases are:

Physical Tankiness (PT)
The rating of the Pokémon's physical defense.

Physical Sweepiness (PS)
The rating of the Pokémon's physical offense.

Special Tankiness (ST)
The rating of the Pokémon's special defense.

Special Sweepiness (SS)
The rating of the Pokémon's special offense.

An application for calculating the biases can be found here and the formulas themselves can be found here. For each individual bias, a named range will be specified by me at the end of this thread. These are the named ranges:

Below Average
A stat bias between 0-80

Average
A stat bias between 81-99

Above Average
A stat bias between 100-149

High
A stat bias greater than or equal to 150
Essentially I want to remove the “Below Average-High” System. First because it’s obsolete, from before X-Act standardized the BSRs. Second because we’ve been using the rankings inherent to the BSR calculator already. The specific problem with the Below Average-High system is that the “High” equivalent only reaches “Rank 5” using the inherent BSR categories. As “High” has an unbounded upper limit, it is entirely unsuitable basis for making competitive-minded decisions.

Instead we will implement the policy we have actually been using in CAP 10 and CAP 11, which is specifying which “Rank” in the calculator we want to use. In order to assist this we should give examples next to each ranking in the thread. Here is a quick reference for coding. As a note, the vast majority of the time the rankings selected are between 4 and 7. In order to assist the contributing stats should be identified. Below I have selected examples gathered largely from OU-BL with a decent internal range:

Rank 3-: Snorlax (110/30)[3], Claydol[3] (70/75), Alakazam[3] (50/120)
Rank 4: Rhyperior (140/40), Skarmory (80/70), Gengar (65/110)
Rank 5: Machamp (130/55), Kingdra (95/85), Starmie (75/115)

This should be coded into the stats and movepool guide to serve as a reference, and used in any future CAP Projects as we phase out the obsolete language.
 
This is a good and healthy change. I remember discussing it with Doug back when I rewrote that page post CAP10, and he said that we should have a PR such as this one. I fully endorse the proposed change to policy and really have little to add besides that.
