That's completely irrelevant. If you read my proposal it says that it would be up to the SUBMITTER to decide what was/wasn't competitive on this Pokemon. They would have 6 choices (outside of TM/Tutor moves) for competitive moves. Really if you can't choose which 6 moves are the best on a Pokemon, not including TM/Tutor moves which include some of the best moves around, then you shouldn't be submitting a movepool.
But lets say, taking the Kitsunoh example, someone posts a set of moves without Ice Fang claiming it isn't competetive, and it wins. Ambiguous moves such as that cause a problem when someone submits a movepool with Ice Fang in it. Can that movepool be allowed? Do we go by the opinion of the original set of moves? It could be argued if Ice Fang is competetive on Kitsunoh or not, leaving issues if it is allowed or not.

That's right, ambiguous borderline competitive moves are a problem at all stages of this proposal, not just when submitting a competitive movepool.
 
Well, we could solve this problem by including in the competitive move poll a vote on controversial moves as to whether or not they are competitive, thus putting an end to that problem for the rest of the polling.

not entirely, some moves have the ability to become competitive by how they combo with other moves.
the rev hammer arm/shadow sneak is an example of this. we have one obviously competitive move (hammer arm), and another that is only arguable competitive (shadow sneak), and yet together they make an amazing combo on it.

Unfortunately, 'competitive move combos' are not covered under X-Act's rules, only 'competitive moves'.

On the other hand, we could still solve that problem by discussing moves thoroughly in the move discussion thread so that voters have a context when they move on competitive moves, so that they are aware of potential combos. On the other hand, I fear that the use of theorymon in this instance will only overhype things that are not broken.

A radical shift in process

Considering that most pokemon really tend to have a few main movesets and perhaps a list of options (ex. Heracross Stone Edge, Earthquake, Megahorn, (Swords Dance etc.), it might be a better idea to have a move discussion where we plan out what the likely competitive moveset for the CAP would be and then plan moves accordingly.
