Since the format is being added to Pokemon Showdown imminently, I put together this thread for the format.

Introduction and Some History:
Nintendo Cup 2000 is the oldest official format in GSC, initially being played in an exhibition game at Spaceworld 2000. There were then eight televised tournaments played in Tokyo, Miyagi, Osaka. Kochi, Shimane, Ishikawa, Yamagata, Kumamoto, Hokkaido, and Aichi, with the winners of those tournaments playing in a final tournament (source). The finals were played on January 14, 2001, where Yuki Sato’s Reversal Heracross brought the game back from being 3 to 1 (link to a VHS recording of the finals and here is a link to a higher quality recording of just the battle itself) being watched on television by thousands. Ever since the official tournament back in 2001, the format has been played ever since, with many tournaments on a Japanese simulator, Gym Leaders Castle, being played until today with up to 178 participants in one tournament (source). Suffice it to say, the format is very popular and has been ever since its inception.

How Nintendo Cup 2000 is different from Overused:
Nintendo Cup 2000 and GSC Overused are radically different formats, while the top metagame threats are the same in both formats and they share the same clauses, in every other aspect the format plays completely differently.

As players of BSS (Battle Stadium Singles or Battle Spot Singles) can attest to, building teams in a “Bring 6 Choose 3” format differs significantly from building in 6v6 formats since your team must allow for you to change which combination of Pokemon you are choosing without a significant decrease in performance. This is very different from building in 6v6 formats such as Overused where Pokemon can specialize more into specific roles, and takes a lot of experience to get used to. Furthermore, the 3v3 nature of the format means surprising move choices have much more impact and can outright win games and winning consistently can come down to being able to balance flexibility in which three you choose with unpredictable move choices.

The next major difference in building teams for Nintendo Cup 2000 comes in the form of a unique rule specific to Nintendo Cup formats and some Stadium formats, the levels system. This rule forces all Pokemon to be between levels 50 and 55 (inclusive) and limits the combined level total of the three Pokemon which are chosen to be at most 155. In practice, this means that your Pokemon are all at level 50 with 5 levels to distribute amongst your 3 Pokemon going into battle. This change means you are locked out of using specific Pokemon without investing levels into them, for example, to use Tyranitar, it must be at level 55, since Pupitar only evolves into Tyranitar at level 55. How the levels are distributed amongst your Pokemon changes how your Pokemon operate in a team significantly, with a level 55 Pokemon being approximately 20% bulkier than its level 50 counterpart, due to the approximately 10% increase in both Health as well as Defense or Special Defense stacking, while only doing 10% more damage per hit.

Teambuilding in Nintendo Cup 2000 further diverges from GSC Overused with the additions of Team Preview, Event Moves Clause, and Item Clause. With the addition of Team Preview, both players can see what possible combinations of Pokemon their opponent could bring and choose their three Pokemon accordingly, this lowers the variance of the format significantly from what it would be otherwise and makes Pokemon that rely on their opponent not bringing a hard counter much worse, helping stabilize the format. Event Moves Clause prevents moves only available from events from being used, which mainly affects Snorlax and Vaporeon as they no longer have access to Lovely Kiss and Growth respectively which can affect the viability of some Pokemon however it should not be too problematic. Item Clause is one of the most important changes in rulesets from GSC Overused since it puts a limit on how widespread Leftovers is. Leftovers are one of the most defining parts of the GSC Overused metagame, and by limiting its distribution, offensive play becomes far more impactful.

The last important change to touch on is the use of moves from Pokemon Crystal. Officially, when the format was first played, moves from Pokemon Crystal were banned (source)—likely because Pokemon Crystal released mid-way through the tournament (the tournament this format was initially played in went from November 3, 2000, which was a holiday to December 23, 2000, and Pokemon Crystal released December 14, 2000)—however since then, moves from Pokemon Crystal are usually allowed in tournaments played in Japan (they also usually play on Pokemon Stadium 2 instead of on cartridge as far as I am aware). Due to policy reasons, the default option has them disabled, however, by challenging a player through a command (see below) you will be able to challenge a player with them enabled (when the format is added to Pokemon Showdown). The disabling of these moves change some key Pokemon dramatically—most notably Marowak cannot gain Swords Dance through an Egg move, Eevee and its evolutions cannot learn Baton Pass, Cloyster no longer learns Spikes, and the lack of the Move Tutor in Gold and Silver heavily limits the distribution of Ice Beam, Thunderbolt, and Flamethrower.

How to use the command:
In any place you can type on Pokemon Showdown, you can type the command given above, replace USERNAME with the username of the player you are challenging, and press Enter to send a request for a match with moves from Pokemon Crystal allowed. Two common places this can be done are in chatrooms or private messages (in private messages you do not need to type USERNAME since it knows who you are referring to by default based on who you are talking to), as shown in this image.

Overall, the changes given above make for a much faster-paced metagame than GSC Overused. The quick pace of these games makes Spikes less important while moves such as Explosion, Self-Destruct, Perish Song, and Destiny Bond, which allows for the user to perform one-for-one trades or guarantee a single Knockout, become more central to the metagame as the benefits of a single Knockout are felt much more strongly due to the limited number of Pokemon on each side. In Overused, a predicted switch may grant the user initiative however in this format it may win the game outright from the first turn, making each decision feel more dramatic and impactful.

Viability Rankings (with Crystal moves allowed):
As mentioned previously, ever since the original tournament was played, the format is usually played on Pokemon Stadium 2 with moves from Pokemon Crystal allowed. This means, to my knowledge a tier list for Nintendo Cup 2000 as it originally was played does not exist. However, there are many resources available in Japanese for Pokemon Crystal, such as this viability ranking by Chio which I will be presenting in this guide.

When nominating Viability Rankings changes, be sure to meet the following requirements;
  • There's proper evidence to support your claim. Replays and calculations are very helpful here. Theories are ok but demonstrating it in a game is best.
  • You've played the metagame and can demonstrate your knowledge of the subject when constructing your point.

According to Chio, the first rounds of the original tournament also used Pokemon Stadium 2. He says that Nintendo allowed the contestants to use the game before it was officially launched. This might sound hard to believe, but actually it isn’t because the players only had to bring their Pokemon games and Transfer Paks to the event where Nintendo employees lent them Pokemon Stadium 2.

As far as I can see, what is all written is correct.

I hope that Viability Rankings will be updated by everyone at smogon.
There are several Viability Rankings in Japan, but they are not even integrated in format and lack objectivity.
And, It assumes that the evasion move is allowed(in Japan, there isn't evasion move clause) , so some species (eg Kangaskhan, Articuno) are unreasonably high rank.
Certainly, this is a rule that Japanese players are good at, but international players don't have to hesitate.
The Nintendo Cup 2000 tournament is held on the server introduced by cherryb0ng, and it shows that if you are a GSCOU player, you can also play well on Nintendo Cup 2000.
 
Nintendo Cup 2000 Suggested Ruleset

Hi all, this is the suggested ruleset that the Smogon and the Japanese Nintendo Cup 2000 communities built for international matches of the format.

As Shellnuts said, Nintendo Cup 2000 was a real life tournament that took place at the end of 2000 and the beginning of 2001. The format was included in the popular game Pokémon Stadium 2, which was used to host the tournament. In the international regions, the Nintendo Cup 2000 was known as the Poké Cup and had the same rules than its Japanese counterpart.

Returning to this rulesest, the Japanese and the international players created it with the objective of making the format more fair and more interesting. Please take into account that, as its name says, these rules are just a suggestion, if you disagree with them, you are free to make any changes that you want.

-Enter with six pokémon

-Species Clause

-Level restrictions:
All of your pokemon must be between levels 50-55.

-Uber pokémon are banned

-You can't have pokémon that have the name of other species, e.g. a Snorlax called Electrode

-Item Clause

-Evasion Moves are banned

-One Hit KO Moves are banned

-It is banned to have one or more pokémon with these moves in the same set:
Mean Look or Spider Web and Baton Pass.

-It is also banned to have one or more pokémon with these moves in the same set: Mean Look or Spider Web and a move that causes Sleep in the opponent.

-Event Moves from New York and Japan are banned, this includes those that are common in both regions like Sing Pikachu or Ancient Power Venusaur; however, Event Moves can be allowed if the players/TOs agree to it.

-All the moves that are not banned are allowed:
This includes moves that were released in Pokémon Crystal like Spikes Cloyster and moves that were released in Pokémon Stadium 2 like Earthquake Gligar.

-Bright Powder is banned

-Team Preview is enforced, even if you play in cartridge

-In Team Preview you have to reveal the name of the species of your pokémon, their genders and the names of the pokemon that don't have items

-Choose three out of six pokémon:
Battles are of 3 VS 3.

-The sum limit of the three chosen pokémon must be between 150 and 155

-Match time limit:
The TO/players can enforce a time limit of up to 90 minutes. In the case of simulators, they can use a turn limit of up to 90 instead.

-Selection time limit: The TO/players can enforce a time limit for selecting actions of up to 1 minute and 30 seconds.

-Pokémon Stadium 2's Sleep Clause: Pokémon that use Rest activate Sleep Clause; however, players can use Rest even if they already have another pokémon sleeping.

-In Pokémon Gold, Silver and Crystal, Freeze Clause is not enforced; however, in Pokémon Stadium 2 it is always enforced.

-Self KO Clause for Pokémon Gold, Silver and Crystal:
If your last pokémon uses Self-Destruct or Explosion, you lose; on the other hand, if your last pokémon uses Destiny Bond and it succeeds you lose; finally, if your last pokémon uses Perish Song and dies due to its effect, you lose too. Self KO Clause is always enforced, it doesn't matter if your last pokémon doesn't have PPs for other moves that don't break the clause.

-Self KO Clause for Pokémon Stadium 2: If your last pokémon uses Self-Destruct or Explosion, you lose; on the other hand, Destiny Bond and Perish Song always fail when they're used by your last pokémon.

-Recoil Moves Clause: If both players' last pokémon faints due to a Recoil move, then the win is given to the player whose pokémon used the move.

-If the time of the match ends during the attacking phase, the actions of that phase will still be taken into account to determine the match results

-If the time of the match ends during the selecting action phase, the players still will be able to decide their last action and the results of the next attacking phase will also be taken into account to decide the match results

-If the time of the match ends when a player is changing pokémon via Batton Pass, he will still be able to change his pokémon and the results of that action phase will still be taken into account to determine the match results

-Tiebraker criteria:
If the match reaches its time/turn limit the winner will be decided using these criteria in the following order: number of remaining pokémon, sum of Hit Points percentages of the remaining pokémon. The player that has the highest number will win.

-What happens when there's a draw: If after applying the tiebraker criteria the draw persists, the TO/players will decide the action they consider more convenient, e.g.: keeping the draw, repeating the match or choosing the winner using a random game (tossing a coin, throwing dices, using a command, etc.).


Now I'll give a brief explanation of why we changed some rules of the original format:

-You can't have pokémon that have the name of other species: This is to prevent players from cheating in the Team Preview when the format is played with the Game Boy Color games (Gold, Silver and Crystal). A player could hide the true identity of his pokémon by giving them the name of other species, this would give him an unfair advantage and make his opponent to select bad his pokémon.

-Evasion Moves are banned: In the original tournament and in Pokémon Stadium 2 these moves were allowed; however, we decided to ban them for the same reason they're not allowed in formats like Overused: Evasion Moves make the game more luck based and give an unfair advantage to bulky pokémon and/or pokémon that have Bright Powder.

-One Hit KO Moves are banned: These moves were also allowed in the original event and in Pokémon Stadium 2; however, they're now banned in Japan and the rest of the World. These moves are banned for similar reasons than those of Evasion Moves: they reward more luck than skill. One Hit KO Moves make pokémon like Rest Talk Tauros with Fissure and Horn Drill dangerous and the only way to counter them is using a faster pokémon like Starmie or Alakazam with Substitute and Recover.

-It is banned to have one or more pokémon with Mean Look or Spider Web and Baton Pass in the same set: This combination was recently banned in Overused, a similar format, because it was considered broken.

Umbreon with Mean Look, Baton Pass and Confuse Ray is dangerous because it has high Hit Points, defenses and can recover health with Moon Light or Rest so it can trap almost any pokémon and leave it at the mercy of an appropriate counter even if the victim has Roar or Whirliwind.

Players that defend the strategy argue that it is bad because it has a success rate of 25 % against Phazers that switch in; however, since Umbreon is sturdy and Mean Look has eight Power Points, it means that Umbreon has eight opportunities to trap the opponent (and things get worse if Umbreon has Bright Powder).

-It is banned to have one or more pokémon with Mean Look or Spider Web and a move that causes Sleep in the opponent in the same set: This combination is considered broken because it gives an unfair advantage to pokémon like Gengar or Jynx which can use Mean Look to trap you, Hypnosis or Lovely Kiss to put you to Sleep and Perish Song to kill you and then repeat the process. Smeargle with Spider Web, Spore and Perish Song is also dangerous if this rule is not enforced.

-Pokémon Crystal and Pokémon Stadium 2 moves are allowed: These moves were only banned during the first part of the original tournament because both games had not been released yet; however, once Crystal and Stadium 2 were released, their exclusive moves were allowed, in fact, the Japanese players have allowed them for 21 years.

-Event Moves from New York and Japan are banned: This is to make matches between Japanese and International players more even because pokémon like Lovely Kiss Snorlax don't exist in Japan and pokémon like Pay Day Rapidash and Encore Donphan are impossible to get in the international Gen 2 games.

-Bright Powder is banned: This item is banned in all Smogon formats in all generations (the only exception is the Anything Goes format). Bright Powder reduces the accuracy of all of the opponent's moves by 7.8125 %.

In practical terms, Bright Powder is more powerful than using Double Team once because the user doesn't have to spend a turn to activate its effect. Bright Powder's effect is active as long as its user is on the battlefield; if the opponent switches out, the new Pokémon gets affected as soon as it arrives on the battlefield; same goes if the user switches out, each time that it returns to the battlefield, Bright Powder's effect activates.

Bright Powder is independent of Sand Attack, which means that its user can lower the accuracy of the opponent six more times, so an attack like Earthquake would end up with an accuracy of 30.421875 % (and if Evasion Moves were allowed and the user of Bright Powder used Double Team or Minimize six times, then Earthquake's accuracy would drop to 10.03921875 %!!!).

Feint Attack, Swift, Vital Throw, Thunder while raining and any move used after Lock on or Mind Reader connected are unnaffected by Bright Powder; however, all those moves or combinations are rare or situational; on the other hand, Haze is useless against Bright Powder; finally, stealing Bright Powder could create situations where one team had two of them, which would only worsen things.

When Bright Powder was allowed on Item Clause formats it turned the game into a luckfest where explosions missed and Thunder didn't hit five times in a row.

Bright Powder is broken because its effect is permanent and can't be denied and because it has no reliable counters, that's why it is banned in all Smogon formats and why we recommend you to ban it on Nintendo Cup 2000 and other Item Clause formats.

Hi,

I'm a Gen 1 and Gen 2 player. Recently, me and few friends have replaced the batteries on our cartridges and restarted Gen 2 on the original or clone (for some) hardware.
In the end, we plan to play on a N64 and Stadium 2.

I've read some great posts here and I just registered here to thank you for this nice summary thread and other very good useful information posted by chio in some other threads.

We'll play with the rules mentionned here above (basically adding some additional restrictions than what Stadium 2 has - ex. Sleep/Trap, OHKO, evasion, ...).

The list doesn't include pokémon that can learn their Event Moves by other means, e.g. Elekid with Dizzy Punch can also be obtained with the Odd Egg in Pokémon Crystal; finally, pokémon that can learn their Event Moves after leveling up are also not included, e.g. Jynx with Metronome is not included because she can also learn that move with the TM35 in Gen I. with a level 55 Pokemon being approximately 20% bulkier than its level 50 counterpart, due to the approximately 10% increase in both Health as well as Defense or Special Defense stacking, while only doing 10% more damage per hit.
I believe this isn't the case because Level is also a factor in damage calculation, correct? So 5 levels would mean a ~20% addition in both bulk and damage.

For example, a level 50 Aerodactyl using HP Rock against another level 50 Aerodactyl:
Aerodactyl Hidden Power Rock vs. Aerodactyl: 108-128 (59.3 - 70.3%) -- guaranteed 2HKO after Leftovers recovery

And a Level 55 Aerodactyl vs another Level 50 Aerodactyl:
Lvl 55 Aerodactyl Hidden Power Rock vs. Lvl 50 Aerodactyl: 132-156 (72.5 - 85.7%) -- guaranteed 2HKO after Leftovers recovery

Approximately 20% stronger.

There's perfect guard philosophy in that and they tend to not just hang but surpass Snorlax who might be able to take a Thunder.

They use Roar on like everything btw to team scout which if you play 3v3 swords and shields or whatever is hilariously believable that you can 2-3 comeback 2-0 with proper knowledge.

Important announcement: in Gen 2 Overused it is allowed to have a Trapping Move and a move that induces Sleep in the opponent as long as the former's effect is not permanent (e.g. it is allowed for a Poliwrath to have Whirlpool + Hypnosis in the same set). The only trapping moves that are affected by the Trap + Sleep Ban are Mean Look and Spider Web. I was not aware of this situation until FOMG told me yesterday so, from now on, it is allowed to have non permanent Trapping Moves + Sleep on the same set in our suggested ruleset of Poké Cup.

I've been procrastinating writing this and I'm not even sure if this is the right thread to post this in, but there was a live Nintendo Cup 2000 tournament held in Japan the other day; the first one since everything was shut down due to covid. Some of the games took too long and there were some tiebreakers happening and so there were some exhibition matches recorded before the playoffs started. One of these matches was Nintendo Cup 1997 (Gen 1) so I'm not going to post about it here, but the other one was between one of the hosts and the champion of the 7th Historia Cup

Honestly the teams are pretty crazy. There was only one team that didn't have a Snorlax and it ended up making playoffs (though the team is savage LOL) and Miltank has proved itself to be a terrific choice in this format. There were many off-choice level 55 aces in the top 8 as well, such as Heracross, Nidoking, Entei, Tauros, and Typhlosion, which really exemplifies the diversity in the format.
 
Remind me in like a month when I free up, I have a database of teams I've ripped from Japanese blogs as well as translations/links. I just have not had time to really organise it.

Yeah uh... this part:
while only doing 10% more damage per hit.
Bilbalbo already covered it but this is a mistake important enough to be worth correcting in the original post imo (since this is still the metagame definition that gets auto-linked from Showdown and it's a pretty egregious error). The math shakes out so that the damage is always strictly under 20% and generally around a 19% boost (because the level multiplier is exactly 12/11 or 1.090909repeating, which means if you had a base attack of infinity the multiplier would reach *exactly* 20%, but base attack is always much lower than that), whereas the bulk multiplier varies from just under 20% to just over 20% depending on what the exact base stats are (higher base defensive stats = more often over 20% bulk increase. With infinite base stats this one would max out at a 21% bulk increase)

Welcome to Johto Stadium! This is a collection of formats inspired by the official competitive ruleset (Nintendo Cup) as well as the 3 cups introduced in Pokémon Stadium 2 (Prime Cup, Poké Cup, Little Cup).

These formats are the preferred way of playing Gen 2 in Japan, and the Bring6Pick3 ruleset with Item Clause has always been the standard for official tournaments.

The resulting metagame is fascinating, with many viable strategies and a lot of depth.

  • Prime Cup: any level, all Pokemon allowed
  • Poké Cup: level 50-55 (155 max per game), Ubers banned

The undisputed king of the tier thanks to its phenomenal bulk, wide offensive movepool, and ability to set up via Curse or Belly Drum. Oh and it can (and will) explode.


A constantly looming threat can switch in on any Normal move, trap the opponent with Mean Look, and put them on a death timer with Perish Song or Toxic.


A reliable physical wall that can set up Spikes, Reflect, or use Explosion.

A dangeoursly powerful special attacker with tools such as Whirlwind and Substitute + Swagger to gain positional advantage.

History

The official format of Nintendo Cup 2000 (Poké Cup) has been played competitively in the Japanese scene for over 20 years, using tailor-made text-based simulators, and usually banning OHKO moves. It has been played both with GSC mechanics, Stadium mechanics, and a mix of both.

Our implementation uses standard GSC mechanics, which only differ slightly from Stadium mechanics, and offers a potential answer to OHKO moves in the form of Counter, that will OHKO the opponent if they miss.
