It works in Finland. The food is relatively healthy (composed of salad, protein and canvas), and generally quite high quality (Sometimes smoked salmon and on national days pastries). You also get vegetable choice.
All free. It only costs about 70 cents to the government. And some of the money needed can easily be gotten by taking money from the health services that aren't so much needed anymore, and some from military. And millionaire tax (or quartermillionairetax) could give some money in too.
