I didn't know we could suggest more than 2. Well, here is my final submission for this slate.

Smogon
Effect: Prevents the secondary effects of your opponent's attacks that have a chance to activate; their base power is reduced by 30%.
Competitive Use: Stops hax... from happening on your side of the field! Polarizes Sheer Force.
Is It OP?: As long as Sheer Force exits, it seems fair.
Single-handedly forces all team builds to consider using non-haxy moves. (Isn't that the point of the entire Quality Control slate in the first place?) Many attacks don't have a chance of secondary effects (think the majority of physical moves, and moves like Origin Pulse / Frost Breathe can replace moves like Steam Eruption / Ice Beam without a change in base power).
Likely users: Defensive walls, and bulky offense like Primal-Kyogre that are weak to moves with secondary effects (like Bolt Strike).

Inner Focus
Effect: Charge-Up moves execute in 1 turn rather than 2: Geomancy, Ice Burn / Freeze Shock, Solar Beam / Blade, Sky Attack, Skull Bash, Bounce, Shadow Force, etc.
Competitive use: Clone of Power Herb. Enables offense to use more powerful coverage moves they normally wouldn't have access to (i.e. Freeze Shock instead of Ice Hammer). Simple is a bit limited in what it can target (only boosting moves), while Inner Focus allows you to set up with Geomancy or Skull Bash, and then use powerful attacks, both benefitting from the same ability.
Is It OP?: Is Simple + Quiver Dance OP? Then Geomancy should be just fine. On the physical side, Contrary is overall better. On the Special side you only really gain Geomancy and Ice Burn.
Likely users:
Special Sweepers like Kyurem-White for Geomancy + Ice Burn; Physical sweepers for Freeze Shock + STAB- Marowak-Alola with Shadow Force + Freeze Shock, or Aerodactyl-Mega with Sky Attack + Freeze Shock. Bulky Normal-types that can take advantage of Geomancy and Skull Bash without fear of Spectral Thief (Arceus, Audino-Mega).


Pokemon Nomination:

New spread, please confirm if acceptable for the new 600 BST. It's Defense hasn't been increased, only its SpD, and its Speed is buffed less, making it slower than both Kyurem-Black and Garchomp-Mega, but still faster than base 90s. Let me know if this spread is acceptable.

Competitive Use: Capitalizes on its STAB to make up for lower Attack than Garchomp-Mega and Kyurem-B. It's durability, is balanced by its many weaknesses to common offensive types (Fire, Steel, Fighting, Water, and to an extent Grass). While it can threaten many things, such as Fire, Steel, Grass-types (Ice Shard vs Sceptile-Mega), it is also threatened by those type's STAB moves, which is why it would be ranked lower than Garchomp-Mega, and Kyurem-B.
Is it OP?: Slower and less powerful than Garchomp-Mega and Kyurem-Black, plus it only has 1 resistance to Poison and 1 Immunity to Electric, so it is easy to hit for at least neutral damage.

Big Root
Effect: Holder gains 1.4x HP from any draining move. Draining moves gain 1.1x power.
Competitive Use: Time to rebuff debuffed triage. Big root provides an alternative to life orb to increase longevity. It looks like it could have a niche.
Is It OP?: Hell no. Maybe when combined with triage?

Pokemon Nomination:

I wanted to make its SpA 120 so all of its stats would match Kyurem-B, but it would go over 680 BST, however, if allowed I would like to add +50 to SpA, which would make it 700 BST. I figure, if Kyurem-B can do it, and it's not a Mega, I want Mamoswine to do it since it wont threaten it's place beyond typing. Garchomp-Mega isn't threatened either due to the same Atk, SpA, and similar Speed and bulk. For now the submission is +30 so it is at 100 SpA to = 680 BST.

As I told Yveltal for PU, this basically invalidates Kyurem-Black, whose 20 SpA and slightly better defensive typing doesn’t justify a worse offensive typing and weakness to Stealth Rock (and it rarely uses Boomburst, anyway). The point of the pet mod is to improve mons, but also to let other users have defined niches. For Mamoswine, you should try reducing its BST to 600 and toning down its offensive stats in exchange for that great Ice/Ground typing.

Competitive Use: Absol-Mega uses a very interesting typing to act as a sweeper for more offensively-oriented teams. An immunity to Spectral Thief and Prankster, along with STAB Power Trip, make Absol a very effective Shell Smash Sweeper, with good ability options being Mold Breaker and Dazzling.
Is it OP?: Although it has good stats made even better after Shell Smash, Absol can find itself walled by Illuminate Ghost types and stopped in it's tracks by Prankster Haze.

Competitive Use: Absol-Mega uses a very interesting typing to act as a sweeper for more offensively-oriented teams. An immunity to Spectral Thief and Prankster, along with STAB Power Trip, make Absol a very effective Shell Smash Sweeper, with good ability options being Mold Breaker and Dazzling.
Is it OP?: Although it has good stats made even better after Shell Smash, Absol can find itself walled by Illuminate Ghost types and stopped in it's tracks by Prankster Haze.

As I told Yveltal for PU, this basically invalidates Kyurem-Black, whose 20 SpA and slightly better defensive typing doesn’t justify a worse offensive typing and weakness to Stealth Rock (and it rarely uses Boomburst, anyway). The point of the pet mod is to improve mons, but also to let other users have defined niches. For Mamoswine, you should try reducing its BST to 600 and toning down its offensive stats in exchange for that great Ice/Ground typing.

Wonder Guard
Effect (if any): When this Pokémon enters battle, Wonder Room activates for 5 turns; this switches all Pokemon's Def and SpD base stats.
Competitive Use: Allows offense to take advantage of walls that don't have balanced Defenses, such as Fur Coat Chansey (MMY's Photon Geyser will now hit Chansey's Special Defense which is now Chansey's Defense stat).
Is It OP?: All of these benefits also aid your opponent. Since it likely lasts 4 turns (you spend a turn switching it in), plus you have to ensure it is used against a foe without balanced defenses in order to take advantage of it. Many walls like Unaware Audino-Mega, Arceus, Giratina, and Cresselia have matching or similar Defenses, so it wont always work, while it will work against others like Fur Coat Chansey. So it's not OP.
Likely Users: Powerful sweepers like MMY that don't rely on offensive boosting abilities to threaten foes, but would benefit from having a Psystrike effect on its Special Attacks, and vice-versa.

Slow Start
Effect (if any): When this Pokemon enters battle, Trick Room activates for 5 turns.
Competitive Use: Turns slower threats into fast sweepers, opening the door for many Pokemon that only lack speed to sweep. Also ensures your foe's faster sweepers cannot outspeed you without relying on Priority, and allows you to pivot to a Dazzling user if they do use Priority. Can be a useful alternative to Prankster to take advantage of Haze or Destiny Bond, without reliance on only using non-attacks.
Is It OP?: No, it can also help your opponent in the event they have a slower threat (like Marowak-Alola). Bear in mind many teams slow down their Speed to avoid Core Enforcer's effect, or slow pivot, etc. so your foe might not be as adversely affected as you would like, plus it requires you to build a team around this. After switching this in, you only have 4 remaining turns to use it.
Likely Users: Slow offensive threats like Marowak-Alolan, and slower Walls that don't want the confines of Prankster.

Room Lock
Effect: Extends Trick, Magic, and Wonder Room to last 8 turns instead of 5. Only 1 room can be active at a time while holding this item, with the most recent room activated replacing the prior room effect. (This prevents stacking).
Competitive Use: Supports the Room strategies so that way they can be more effective, similar to weather and terrain.
Is It OP?: Just like weather and terrains, these field effects impact your opponents, who can capitalize on your rooms effects as well. Magic Room limits your item usage, Trick Room limits your use of fast Pokemon, and Wonder Room requires you to limit the types of defensive options on your team. Since you have to build around this strategy as much as your opponent has to counter it, it isn't OP.
Likely users: Anything that relies on the Room abilities.

Iron Ball
Effect: Extends Gravity's effect to last 8 turns instead of 5. No longer halves Speed, and no longer grounds users (this would matter after Gravity's effect wears off).
Competitive Use: Supports the Gravity strategies so they can be more effective, similar to weather, rooms, and terrain.
Is It OP?: Just like weather, rooms, and terrains, these field effects impact your opponents, who can capitalize on Gravity's effects as well. Gravity allows your opponent to take advantage of Ground and lower accuracy moves as much as you. Since you have to build around this strategy as much as your opponent has to counter it, it isn't OP.
Likely users: Anything that relies on the abilities, namely Ground types, and high-powered, low-accuracy offensive move sweepers.

Competitive Use: An uncommon typing that affords it a unique set of resistances, and a fine alternative to Ho-Oh to resist Fighting, Fairy and Fire, while not reliant on Magic Guard to switch into Stealth Rock. Darmanitan-Zen Mode can also serve as a slow pivot that resists Ice and can take advantage of Assault Armor for a strong mixed wall set, or specialize in special or defense with a Fur Coat / Cloak Set. Overall, provides good defenses and strong enough offense to threaten what it can switch into.
Is it OP?: BST is the same, and it’s weaknesses can still leave it overwhelmed by threats like Magic Guard Diancie-Mega with Head Smash, and Quiver Dance Kyogre, plus a weakness to Moongeist Beam allows Special sweepers to break any Unaware or Fluffy Cloak sets. It’s also very slow which means it will always go second.

Since Zen Mode is a different form, with the same base stats, it requires the original form to also get stat changes. The only thing that matters from the different forms is that the HP is the same and the Atk and SpA are switched. The Speed and Defenses are not a specific rotation, and I am ensuring Darmanitan ends up with the same BST, even though Zen had more, originally... otherwise it wouldn’t be able to have use.

Is it OP?: Weak Defenses that would almost necessaritste Dazzling, but has the Speed to use Spore and set up, or go for heavy KOs. Functions like a Beedrill-Mega in that it doesn’t have the strongest Attack, but can deal just enough damage thanks to Super Effective hits to be formidable.

Mega Venusaur

Competitive Use: Fairy resist with immunity to Spore and check to offensive Pogre. Similar to Ferrothorn in its roles but with no Psychic resist and no fighting weakness it will check (almost) no mmy sets unlike ferro and can check some mmx sets. Has greater offensive presence than Ferrothorn but also has added Ice weakness which makes coverage on pogre etc more dangerous and no rocks resist so can be worn down more easily and lacks some other resists.
Is it OP?: I don't think so. It does check a wide variety of mons but is weak to a lot of the top tier threats and depending on the ability can be boosted past, bopped with coverage or just smashed through with stab by a wide number of mons. That being said it can offer some nice role compression similar to Ferrothorn, but probably better in most situations.

Probably better than Reshiram but doesn't outclass due to not being able to pull off the tail glow sets with anything like the same power.
Is it OP?: I don't think so. Lowered special attack means it can't abuse unholy mixed sets and kill everything like pdon used to but it still should be a solid wall breaker.

Effect: Summons a mysterious air current weather for 5 turns when the user switches in. Removes Ice, Rock, and Electric weaknesses from Flying-Type Pokémon in play.
Competitive Use: Allows Pokemon like Yveltal, Aerodactyl-Mega, Rayquaza-Mega, Lugia, Ho-oh, etc. to stay in on more would-be Super Effective hits. Can be set up by one Pokémon to support Flying-type teammates.
Is It OP?: Not really, as it doesn’t boost any Flying attacks, is only an extension of Delta Stream, and after switching in and out to another Pokémon to protect a Flying-type, you lose 2 / 5 turns. Misty Terrain, Primordial Sea, and Desolate Land all reduce, or prevent entire types from working, and this only helps Flying-types, including your opponents’.
Likely users: Defensive walls like Lugia, bulky offense like Yvetal, and slow team pivots that may not be a Flying-Type but aids Flying-Type teammates such as Registeel (who is aided by Flying types resisting 2/3 weaknesses).

Competitive Use: Capitalizes on its STAB and Speed to take advantage of its high Offense. It’s new uncommon typing allows it to hit common Steels, and Psychic types with hit and run tactics, or serve as a glass cannon, while sporting immunity to Prankster, Burn, and Psychic moves.
Is it OP?: Weak Defenses that would almost necessaritste Dazzling, but has the Speed to use Spore and set up, or go for heavy KOs. Functions like a Beedrill-Mega in that it doesn’t have the strongest Attack, but can deal just enough damage thanks to Super Effective hits to be formidable.
This basically outclasses every other physical glass cannon. They usually have their share in weaknesses from having only one STAB (Deoxys-Attack), relatively low Attack (Pheromosa), or bad offensive typing (Beedrill-Mega) that balance them. Darmanitan has none of these weaknesses, because Fire/Dark is very effective at dispatching non-Flash Fire Steels, Ghosts, and Psychics. Even better, it can use Pursuit to make sure said Ghosts and Psychics don't escape:

I think for the suggested set, you should use Light Clay and Aurora Veil for the Item and Filler move slots.
Frost Breathe should be used over Ice Beam in basically all non-Sheer Force sets, and I think we should also consider improving the move Freeze Dry to become 80-90 Base Power.

Lapras, if using Freeze Dry will be able to hurt Pokémon that are weak to it like Slowbro-Mega and Kyogre for sufficient damage and it won’t be weak to its own Imposter thanks to its Ice-typing negating it’s weakness.

From slate 2, the tiebreaker is finally broken, and seeds now raise the Tapus' stats by 25%, depending on the one it is. It's also not affected by Knock Off.

Although Salamence-Mega was tied, after a heated discussion about it with many BH members, I chose not to include it due to its excess power and lack of bringing diversity to the metagame. If it is nerfed and sufficient evidence is given for its exact role (that distinguishes it from Rayquaza-Mega yet does not outclass it), it will be allowed back in.

Let's take a break from submitting, and playtest the meta with a small tournament. What is it like? Can a team from regular BH be used viably? Is a mon, move, ability, or item too centralizing?

Tapu Bulu (From UR, its typing is alright but it doesn't check that many stuff)
Tapu Koko (From UR, simply lacking in power and speed isnt that impressive either)
Mandibuzz (From UR, wayyy to passive but it has good bulk and solid typing, would usually pick Yveltal over this though)
Mega Absol (From UR, its a decent set up sweeper)
Crobat (From UR, you would probably want to pick Ho-oh over this but fast speed is definitely solid)
Lapras (From UR, faces competition from Kyogre and Fini but Ice type has its benefits too)
Landorous-Therian (From UR, it has perfect neutral coverage with Thousand Arrows and a very good speed tier)
Blacephalon (From UR, its alright although you probably want Mold to beat FF Steels)
Darmanitan-Zen (From D, it got buffed but Ho-oh and Psychics are definitely overshadowing it)
Mega Venusaur (From D, around Crobat level imo)
Mega Charizard X (From UR, worse than Blaze imo since you really want Mold Breaker to hit FF)
Mega Abomasnow (From UR, it has its defensive utilities while being pretty threatening to ZygTina Ogre and stuff)

Darmanitan (From UR, I am not convinced that this is good)

Articuno (From UR, useable but not very good, threatens dragons more than zapdos but has a much worse typing)
