Introduction:
It was dead for a while, but now it's back! Welcome one, welcome all to the Third Internationale Iteration and Eighth Generation of one of the most advanced, developed and persistent pet mods of all time! The origin behind CFM is simple; the dream of overthrowing the unbalanced and oppressive metagame imposed by the bourgeois Game Freak and the realisation of a creative paradise where all Pokémon are free and viable! The result is a Pet Mod that vastly overhauls Pokémon, moves, abilities, and items, as well as core game mechanics such as status, weather, terrain, Stealth Rock, Z Moves, and adds a passive levitation mechanic. Furthermore, CFM has its own centrally planned tiering system that parallels the Smogon tiering system from PU to Ubers, with each meticulously designed to be as pleasant and enjoyable as possible.

Metagame:
Our philosophy behind CFM consists of five basic principles:
  1. Every Pokémon, move or ability should be blessed with a unique, or nearly unique, selling point that distinguishes it from all others.
  2. The principle motivating factor behind designing a Pokémon or mechanic is not to make it more powerful, but to make it more interesting.
  3. However, unviable or lacklustre Pokémon, moves, abilities and items should be buffed to make them competitive.
  4. Overcentralising, overly dominant, or otherwise unhealthy aspects of a metagame should be nerfed to a more reasonable level.
  5. Tiers should be planned to be healthy and dynamic, with a wide range of competitive Pokémon. There are no BL tiers.
As an example, let's look at everybody's favourite soundbite, Kricketune:

This is its entry straight from the CFM site. It has a new typing that is entirely unique, new stats, and new moves and a new ability shown in bold. What's more, the underlined options show changes: Own Tempo boosts the power of sound moves by 30%, fitting our musical grasshopper very nicely with its cool dual STAB in Hyper Voice and Bug Buzz. What's more, it can run a coverage move in Grass Whistle, a 90BP special sound-based Grass-type attack with a 10% chance of putting the target to sleep. Alternatively, Kricketune can run Technician with an excellent variety of moves, old and new, with Rock Smash and Mega Drain both boosted to 60BP. Its stats are much better, but still very humble and will keep it in PU - but that is the point! We don't want to make every mon OU, but we want to revamp them to break their chains of mediocrity, give them new life, and enhance the quality of the game.

In addition to Pokémon, moves, abilities and items, there are some more fundamental changes to the mechanics of the game:
  • There is no Dynamax mechanic in CFM
  • Instead of being tied to the Levitate ability (which no longer exists) or Flying typing, any Pokémon which can be reasonably considered to be capable of flight or levitation is considered to be passively levitating. This makes them immune to entry hazards and most Ground-type attacks. To counteract this, however, some Ground-type attacks (such as Drill Run, Mud Bomb) can hit levitating Pokémon, but they cannot hit those Pokémon for super-effective damage. Further, being paralysed, frozen or asleep will ground a Pokémon until they are cured. You can see if a Pokémon is airborne or not using the /cfm command explained below.
  • Instead of outright banning (or raising by several tiers) Pokémon just because of one ability or move, CFM has a number of complex bans to allow Pokémon to be used in lower tiers without the offending aspect. These bans include:
    ・Blaziken (RU): cannot use Speed Boost in any tier below CFM OU
    Diggersby (PU)
    : cannot use Huge Power in any tier below CFM OU.
    Heatran (OU): cannot use Magma Armor in any tier below CFM Ubers.
    Porygon-Z (UU): cannot use Hyper Beam in any tier below CFM Ubers.
    Serperior (NU): cannot use Contrary in any tier below CFM OU.
    Volcarona (OU): cannot use Drought in any tier below CFM Ubers.
    Zapdos (OU): cannot use Drizzle in any tier below CFM Ubers.
  • Burn: burn does 1/8th damage per turn as it did before Gen 7. However, it can no longer affect Water-type Pokémon, and the move Scald is considerably rarer.
    Freeze: the thaw chance has been raised to 25% per turn. Additionally, the status lasts for a maximum of four turns. Being frozen will ground a levitating Pokémon.
    Paralysis: speed is reduced by 66%. However, the chance for full paralysis has been reduced to 10%. Being paralysed will ground a levitating Pokémon.
    Poison: being hit by Poison Powder twice in succession will first poison, then Toxic poison a Pokémon.
    Sleep: being asleep will ground a levitating Pokémon.
  • Hail: boosts the power of Ice-type attacks by 30% while reducing the power of Fire-type and Water-type attacks by 50%. The moves Blizzard, Hurricane & Thunder will never miss.
    Rain: boosts the power of Water-type attacks by 30% (50% in Primordial Sea) while reducing the power of Fire-type attacks by 50%. However, the move Sacred Fire is not affected; in Primordial Sea, Sacred Fire can still be used but it cannot strike for super-effective damage. The moves Hurricane & Thunder will never miss.
    Sand: the move Stone Edge will never miss.
    Sun: boosts the power of Fire-type attacks by 30% (50% in Desolate Land) while reducing the power of Water-type attacks by 50%. In regular Sun, the moves Scald, Steam Eruption, Origin Pulse are not affected; in Desolate Land, Origin Pulse can still be used but it cannot strike for super-effective damage. The move Hurricane will never miss if and only if the user is a Fire-type (otherwise it becomes 50% accurate); additionally, the reduced 10% confusion chance becomes a 10% burn chance.
  • Electric: boosts the power of all Electric-type attacks by 30%. Additionally, Ground-types become susceptible to Electric-type attacks but they are resisted. Pokémon may now be put to sleep, but Rest cannot be used by any Pokémon.
    Grassy: boosts the power of all Grass-type attacks by 30%. All grounded Pokémon (or Pokémon with Grassy Surge) recover 1/16 HP per turn. Grounded Grass-types (or Pokémon with Grassy Surge) recover an additional 1/16 and cannot be poisoned. The power of Bulldoze, Earthquake, and Magnitude is not halved.
    Misty: boosts the power of all Fairy-type attacks by 30%. Does not reduce the power of Dragon-type moves. All grounded Pokémon (or Pokémon with Misty Surge) cannot be afflicted by status effects.
    Psychic: boosts the power of all Psychic-type attacks by 30%. All grounded Pokémon (or Pokémon with Psychic Surge) are unaffected by priority moves.
Joining the revolution:
Anybody and anyone can play CFM! The mod is very mature, having been in development since October 1917 2016: it is fully coded and playable on the Nephrite server! As well as a range of CFM tiers from PU to Ubers, we highly recommend trying out CFM Factory, a rip-off reimagining of vanilla Battle Factory that produces randomly generated teams. The server is maintained by me, and I choose to host the Pet Mod on my own server so that I can rule with an iron fist be sure that the mod is kept up to date and debugged, as well as adding extra features like custom chat commands!

Speaking of, the server has number of unique commands to make finding information on CFM easier! You can use /cfm in place of the /data command to find out about CFM mechanics, the /cds instead of /ds, /cms instead of /ms, and /clearn in place of /learn. Due to the vast number of changes present in CFM, keeping up with battles may be a little confusing so there is also a Tutorial Mode! If you're in a CFM battle, you need only enter the command /tm for all /cfm entries of currently used Pokémon and moves to be automatically rendered in chat! This can be turned off with /tm off.

We also have a bot, Leon Botsky, who will accept CFM Factory battles!

Slates and demokratsiya:
Up until now, determining changes that would make their way into the metagame was a strict lengthy process with final decisions made by a nomenklatura that included myself and members of my our Discord channel. As part of the processes of perestroika and glasnost, CFM will be opening up for slates in order to tackle the remaining Pokémon etc, especially Gen 8 which has been completely untouched (save for the removal of the broken Dynamax mechanic). Every fortnight or so, the council will nominate (at least) three Pokémon for a slate, and we will invite followers to make submissions of suggestions on how to modify any or all of those Pokémon in line with the principles of CFM. The submission period will last for one week, after which there will be a week of voting to determine the final changes that will make their way into the mod.

What's more, suggestions for moves, abilities, tier changes, urgent changes (like a quickban or a bugfix), or other minor changes (like a learnset change) should be made freely, either here or on our Discord server. We will also make no attempts to control the free discussion of ideas or criticism!

Possibly the most disappointing mythical release since Calyrex, just what exactly were GF thinking when they came up with this thing? A Dark/Grass-type mythical that has very little defensive merit due to its typing and is somehow outclassed offensively by Shiftry thanks to the latter's access to actually useful abilities. This thing is pretty bland and could do with a good buff.

Keldeo? But isn't that mon already pretty great? Yes, but it actually has a secret form that nobody ever sees - its Ordinary Form, or the form that it takes when it doesn't have Secret Sword (and when was the last time you saw a Keldeo like that?). So, we thought we'd exploit this completely unused form in order to give it something to distinguish it from its Secret Sword equipped counterpart, and maybe make a neat addition to CFM UU or OU by effectively creating a brand new mon!

Description:
Not much to say about this thing, other than the fact that it's a kind of bad physical Manectric languishing in the lowest tiers. It doesn't have the power on the physical side or the movepool on the special side to make it an offensive threat, and besides being a little faster offers little in the utility than Manectric (however, it doesn't even get Switcheroo).




Sandaconda

Description:
Besides its Atk and Def, this mon has pretty terrible stats and a limited movepool - although it has some nice utility in Stealth Rock and Glare and even set-up in Coil. However, other set-up mons outclass it and it's not terribly exciting as a utility mon with unreliable recovery, especially compared to Palossand.

Description:
A monster for which we already had a failed slate but failed to get enough submissions - so let's try it again! This thing has a cool movepool, typing and design, but it's let down by a mediocre stat distribution... Which such a high BST and great offensive movepool, it has a lot of potential.

So, welcome back to CFM slates, ladies and gentlemen! Last time we left off, we had a couple of aborted slates and the server was full of bugs thanks to the work of a certain Showdown developer who keeps making breaking changes to their own damn code. Nonetheless, we're finally back with a long overdue slate - the three Galarian birds! As much as I think these are unholy abominations that should be deleted from the game, I've heard your calls for a slate loud and clear so have fun!
I think setting them to be anywhere between RU and OU is a reasonable goal with a proper pseudo-legendary BST. I'll leave it up to you what they should be or do - but please make sure that their stat distributions are consistent with their CFM counterparts:

Everyone's favourite skunk has barely changed since Gen 4, and pretty much the only buff it's received since release is Defog. Fortunately, it still gets to keep Pursuit in CFM, but maybe we can make it a little more interesting than that? It doesn't even get Knock Off, and its abilities are pretty dreary too. We're also looking for something to make the ability Stench more useful.

This mon's actually already pretty damn good in the lower tiers, and I don't think there's much need to elevate it beyond. However, it is a little dull, and has barely changed since its Gen 4 release as well. It also only has a choice of two abilities - what would you give it for a third?

What should the physical equivalent of Volcarona is... disappointing, to say the least. In CFM, at least its signature move Fire Lash has been buffed to 100BP with the Defence drop chance lowered to 50%, and Flash Fire can raise its Attack, but otherwise, it's just... a little underwhelming. What can we do to make it more interesting?

There's not much that's particular wrong with this fiery unicorn - but as a result, it's been very neglected in CFM. It's had a few indirect buffs, such as Wild Charge having a paralysis change and High Horsepower hitting flying types, but no proper CFM love. I think its stats are OK for lower tiers, and there's where we should keep it. A little something to make it more interesting is what it needs!

Ah, yes, the creepy evolved form of the Galarian variant of nobody's favourite mon! Despite having a unique ability, good BST and movepool, this old geezer is stuck way down in the nether tiers. Perhaps its typing makes it unsalvageable, but perhaps we can work some CFM magic to make it more fun and competitive.

Rounding off our totally logical trio is Dragapult. This is a mon too dangerous for NatDex OU thanks to its access to Z Moves, and I don't see why that should be different in CFM OU. What's more, it benefits from passive levitation and access to a physical Ghost STAB (other than Astonish) that doesn't need to charge (CFM Phantom Force: 75BP, no charge; goes through Substitute). However, CFM Ubers is a whole other ballpark and this thing could definitely do with some buffs to make it a compelling option!

This mon is a bit of a mixed bag. Suffering from a poor typing, middling offenses and a signature ability that suits it much more to doubles play than singles, there's a lot that can be improved here. It also has a practically worthless signature move in Tar Shot which has the unique effect of making the mon it hits weak to Fire. Compared to fellow Rock/Fire-type that's had a lot of love in Magcargo, Coalossal needs some attention too!

This monster has terrible stats, a worthless movepool, and little besides its niche of Rapid Spin + Regen to distinguish it from other Grass-types. It also has a signature ability that isn't much use in singles. However, it does have access to move which is *currently* useless and rather rare in Cotton Spore - perhaps there's potential there for an interesting buff?

After a poll on our Discord server we've decided the two new Regis would be the first Crown Tundra Pokemon we would tackle. It may seem premature to do them this early on but people have been voicing issue with how these Pokemon are design, notably their extremely one-dimensional movepools and certain other inconsistencies with the original 3 Regis. As such they need more heavy-duty modification than the birds and should receive that attention first. Doing just 2 Pokemon would be kinda barren though so we've decided to toss in Relicanth as it ties back into the whole Regi theme seeing as how it was vital for the original Regi puzzle in RSE as well as being another notoriously weak Pokemon we have yet
to touch.

Stantler (PU)

As I stated in my original post recommending this Stantler has had the Carnivine problem of having a series of buffs that are just kind of all over the place and dont make much sense thematically because the Pokemon itself is just so unremarkable. Perhaps the people's creativity can finally get this dopey deer over the finish line into "worth a damn" territory?

What was once a pretty decent PU-level Psychic type has run up to the force of power creep rendering it pretty crummy in the face of numerous other Pokemon of its type. It was also kinda boring to begin with so uhh... A little help here?



Cursola (NU)

When you think of recent Pokemon with an identity crisis, Cursola is one to come to mind. Its stats largely leave it as a worse Chandelure without the means to exploit its unique traits such as the coverage it has and its signature ability is based around taking physical hits despite having a pitiful 50 base Defense. A buff to help it stand out is needed to make sure it isn't dead in the water in CFM's landscape.

So, this is a mon that seems to be rather controversial in Ubers (idk, I don't play that fustercluck of a tier) due to its awesome typing, blistering speed, and broken ability. The aim of putting it in this sprint is therefore to nerf it, not just so that it doesn't curbstomp nearly everything in the tier. While CFM Ubers does already mitigate it somewhat since Primal Groudon exists, it is still overcentralising and woefully unbalanced compared to Zamazenta.




Zamazenta (both formes) (Uber)
Target BSTs: 660 - 680 (base) / 700 - 720 (Crowned)

On the other hand, this mon also exists. From what I can gather, this is a mon that struggles to justify its existence. While it's very fast, and its crowned form is very bulky, it doesn't have a setup move other than Howl for offensive sets and has very little for defensive sets; other than freaking Metal Burst. As an offensive Fighting(/Steel)-type, it faces heavy competition from Mega Lucario and Mega Metagross, and its defensive sets are outclassed by Arceus, since the latter has the enviable Recover (as well as Refresh, Defog, TWave, Toxic, and a million other things). Suggestions that would alleviate this thing's pointlessness and put it closer to being on par with its sibling (without being broken) would be really appreciated.

Note: for both of these mons, suggested changes to their signature "Behemoth" moves would be welcome. As there is no Dynamax in CFM, their effects are useless.




Carnivine (AG)
Target BST: 460 - 500
Target tier: anywhere between PU and RU
Suggested typing: Grass

Rounding off this divine trinity is the worst flytrap of all time; one that actually takes double damage from the Bug/Flying-types it's supposed to capture and devour. Due to its oxymoronic design, Carnivine has become something of a meme in CFM - although I tried at first just to make it a super-strong Grass/Dark Pokémon that mowed things down in Trick Room with a STAB Strong Jaw boosted Crunch, this seriously exacerbated its thematic problem. What's more, everyone thought this was a dumb change, since it's clearly not a Dark-type. Anyway, the gist is it's been four years and we can't come up with anything interesting for this mon that makes it viable without being dumb, and actually makes freaking sense as a flytrap. Any ideas?

having a 130 bp stab with no drawbacks is crazy
140BP ;) Ah, but the Ferrothorn buff wasn't meant to be a "buff", per se - just something to make it more interesting ;) Now it can run a decent surprise Skill Link set, and it has access to Spiky Shield; but a drawback is that it has no protection against Fire-moves at all now.

Notably, the Porygon-Z + Hyper Beam complex ban is the only complex ban that involves a move, and not an Ability.

One may say "Eviolite Chansey" but if Porygon-Z ever used Nasty Plot, Chansey is pretty much 2HKO'd and everything else not immune to Normal is OHKO'd without Sturdy or Focus Sash. And things like Toxapex are already screwed even if Porygon-Z doesn't used Nasty Plot.

While Porygon-Z can be outsped, especially if it isn't using Choice Scarf, Hyper Beam and the right item will be enough to completely decimate a great majority balance and Stall teams, which will end up forcing Ghost-types to be used. This complex ban (Porygon-Z + Hyper Beam) was definitely for the better.

That's not getting into when it uses Choice Specs either. Anything that isn't Ghost or Chansey have a huge chance to be either OHKO'd or 2HKO'd.

While Porygon-Z can be outsped, especially if it isn't using Choice Scarf, Hyper Beam and the right item will be enough to completely decimate a great majority balance and Stall teams, which will end up forcing Ghost-types to be used. This complex ban (Porygon-Z + Hyper Beam) was definitely for the better.
Hehe, you know, I made that complex ban at the exact same time I made the Hyper Beam change since it was so clear that PZ would be broken as hell - as indeed it is! It's great fun in Ubers with Hyper Beam, even as a slow glass cannon. Then again CFM Ubers is much, much scarier than vanilla, with things like Dialga automatically summoning Trick Room, Palkia being able to summon a terrain that makes the battle an inverse battle (works great with its new Psychic STAB), Giratina-O being much faster and stronger with Giratina-A being much fatter and stallier, along with all the other crazy things like Drought Volcarona, faster, speedier Genesect, unwallable Primals, an even more broken Arceus and the insane Deoxys formes.

Relative to all that, using Hyper Beam PZ is... optimistic;)
 
When I say unwallable Primals, I mean this: Kyogre's Origin Pulse now ignores weather and abilities (but it can't hit for SE damage in Desolate Land, making it a neutral hit on PDon - giving the two balance); Groudon has access to a revamped Inferno, a 120/80 Physical Fire-type attack. Here are some calcs for that:

252 Atk Groudon-Primal Inferno vs. 252 HP / 40 Def Arceus-Water in Harsh Sunshine: 155-183 (34.9 - 41.2%) -- guaranteed 3HKO
252 Atk Groudon-Primal Inferno vs. 248 HP / 180+ Def Yveltal in Harsh Sunshine: 298-352 (65.4 - 77.3%) -- guaranteed 2HKO
252 Atk Groudon-Primal Inferno vs. 248 HP / 252+ Def Eviolite Chansey in Harsh Sunshine: 421-496 (69.8 - 82.2%) -- guaranteed 2HKO

Only things like Zygarde-C, Lugia (now Water/Flying) and Giratina-A can switch into it.
 
We've been talking about it, and we think for a first slate, we're going to go with three other Gen 8 mons. The Gen 8 starters are already pretty damn solid.

You can make a submission outside of the slates if you like in our Discord forum :) You can discuss it in the cfm_dicussion_forum channel, and make a formal suggestion in cfm_ideas_box. We'll reserve slates for mons that need big changes.
