Dwebble finds a solid niche in LC as an entry hazard setter on hyper offense thanks to having access to both Stealth Rock and Spikes. The combination of Knock Off and Rock Blast gives Dwebble a great matchup against Natu, the tier's most common entry hazard prevention, and makes it hard for Natu to reliably deny its entry hazards. Knock Off gives more utility to Dwebble, crippling lead Pokemon such as Mienfoo and spinners such as Staryu and Drilbur. Counter can be used surprise foes such as Mienfoo, but it is hard to fit. Weak Armor prevents spinners from reliably Dwebble's entry removing hazards. Offensive Pokemon such as Abra, Carvanha and Ponyta as well as setup sweepers like Tyrunt and Agility Porygon, appreciate hazard support from Dwebble to help overwhelm their checks such as Ferroseed and Staryu. Grookey threatens Staryu and can revenge kill weakened foes with Grassy Glide.

Reason for this is that Rock Blast rolls don't change with 156 Atk vs 236 on Natu. Additional Investment into Defense allows it to reliably live Fake Out into HJK from Foo and set up multiple hazards. HP isn't too much of a concern due to you dying to special attackers anyway, you want your weak armor procs.

Thanks to access to a Rock-Type STAB in Rock Blast, Dwebble has a great matchup against Natu, the tiers most common entry hazard prevention preventer. Rapid Spin attempts will give you weak armor's speed boost, allowing you to outspeed a spinner and set hazards(The rapid spin part can likely be changed/excluded, felt it was worth mentioning). Knock Off gives more utility to Dwebble, removing items from Pokemon such as Mienfoo and Mareanie (possibly add some text in here about why remocing mienfoo and maranie is good, such as Mienfoo checking so much and Mareanie's defensive prowess). This set should only be seen on Hyper Offense as a lead, setting up entry hazards so teammates can apply pressure on the opponent to prevent the removal of one's entry hazards (feels a bit redundant to say hazards twice, but your point still stands that you keep going hard into the enemy to make sure they don't have time to remove hazards). 116 Defense allows Dwebble to reliably live Mienfoo's Fake Out into HJK, allowing it to set up both Spikes and Stealth Rock, while the Speed and Attack investment allow it to break Natu Reliably and deal good damage with Knock Off.
