Different from actual Cynthia who start with Spiritomb, I decide to lead with Roserade because she is fast and can status the enemy first with Sleep Powder.
She also have Energy Ball and Sludge Bomb to hit strongand also Toxic Spikes to make a field control.

Level: 64
EVs: 4 HP / 252 Def / 252 SpD
Impish Nature
IVs: 0 Atk
- Rest
- Sleep Talk
- Calm Mind
- Dark Pulse
Is always good to have a ghost at the team because he is imune to normal, fight and also psychic because it's also dark. Also remember the only weakness of Spiritomb is fairy what isn't a type yet. For him I decided to go with a stall construction, I started with some calm minds and then Dark Pulse to kill the enemy. Rest to recovery and Sleep Talk to atake while is sleaping.

鸡 (Togekiss)
Ability: Serene Grace
Level: 60
EVs: 4 HP / 252 SpA / 252 SpD
Modest Nature
IVs: 0 Atk
- Air Slash
- Thunder Wave
- Flamethrower
- Psychic
For Togekiss my main plan is to Thunder Wave first the enemy to be faster to Air Slash they and flinch. It's also knows Flamethrower and Psychic to coverage. Also it's Serene Grace to make Air Slash flinch more often.

Ability: Marvel Scale
Level: 60
EVs: 252 HP / 128 Def / 128 SpD
Bold Nature
IVs: 0 Atk
- Ice Beam
- Surf
- Recover
- Mirror Coat
To Milotic I go for a bulk set,to receive the damage and give it back as double because Mirror Coat. She also have Ice Beam because Dragons are so commun in this tier and also surf to stab. Also she have Recover to survive a little more in the battle.

Ability: Sand Veil
Level: 60
EVs: 4 HP / 252 Atk / 252 Spe

My beloved Garchomp! He is one of the reasons to I made this team. For him a choice a classical move set of Sword Dance to buff and Outrage to, as the name suggest, vanish with rage everyone in front of him. The only problem is he not being fast enoutgh to outspeed some other counter pokémon and isn't that usefull.
I also have Earthquake to stab and to take out metal pokémon who resist to Outrage.

As other users had suggest, I want to clarify this team is for one specific tier who pokémons are around lv 60, we don't use itens and hidden power is a privilege for few pokémons. I for example have the privilege to have Torkoal, Magnezone and Cloyster with Hidden Power in my teams.
The full list of banned pokémon are: Mew, Mewtwo, Lugia, Ho Oh, Celebi, Latias, Latios, Kyogre, Groundon, Rayquaza, Jirachi, Deoxys, Palkia, Dialga, Giratina, Darkrai, Heatran, Regigigas, Cresselia, Phione, Manaphy, Shaymin and Arceus. But some players have the privilege to have pokémons as Mew, Celebi and Jirachi.

There isn't a Viability Ranking, what I found is the usage of each pokémon in last tournament.

Since this Excel is in portuguese, I will translate it. Jogos means Games, Vitoria means Victory and Derrotas means Loses.

1. Try putting Fire Fang on Garchomp over Crunch to better hit Skarmory.
2. Why does your Togekiss have 252 Sp. Def? It's usually better to invest in HP first if you're trying to make your pokemon bulky, unless you're trying to hit a specific benchmark.
3. I think the Milotic EV spread could be better. I recommend EVing it to live a 252 Spa Zapdos thunderbolt from full and putting the rest in defense.

That is a good idea, I was wondering to maybe put Fire Blast in Garchomp to cover Skarmory threat, but I'm not that sure if a Mix Garchomp is a good idea.

About the Milotic EVs, no I meant putting EVs fully into defense. This page explains why: https://www.smogon.com/dex/dp/pokemon/milotic/ou/. I did the calcs and realised you only need Max HP to live 252Spa Modest Zapdos Tbolt after Stealth Rocks. By the way, there's a tool to calculate damage in pokemon: https://calc.pokemonshowdown.com/?gen=4. This might help you make your EV spreads better.

Based on what you seen to be looking for in this team, you could always go with one of the more iconic Garchomp sets from the glory days of Generation 4;

I'd have to do into the damage calculators later to confirm this statement, though. If you don't enjoy Garchomp being inflicted with status such as Darkrai's Dark Void, Mewtwo or Giratina's Will-o-Wisp, or Garchomp's own Outrage's confusion drawback, Lum Berry can also work as a held item on this set for a one-time status immunity if Yache Berry doesn't end up working out.

This team isn't for DPP Ubers, it's for some custom format which is played under DPP Ubers. Read the OP, at the bottom he mentions that Darkrai, Latis and Kyogre are all banned.
