:chien-pao:Chien-Pao

Chien-Pao immediately showcased itself as one of the premier threats of the generation from day 1. An incredibly high speed tier as well as an effective 1.33x boost on all of its physical moves already made it notable in the eyes of the council, being included on every quickban slate so far. In the end, what pushed it over the edge for the council was its synergy with Tera (as well as the threat of Z moves). Dark Tera Choice Band Chien-Pao is capable of 2HKOing the majority of the metagame, with even picks like Melmetal and Toxapex quickly folding to the immense power behind it. Tera Electric (with Tera Blast last) is also capable of 2HKOing Magearna, and OHKOing the several Water-type pivots that would otherwise deal with Chien-Pao like Urshifu-R. In the end, checks were considered too stretched by the council for Chien-Pao to be considered healthy, and therefore, it has been banned.

:magearna:Magearna

Magearna continues to be able to do whatever it wants in National Dex. With both Terastal aiding the setup potential of its Shift Gear + Calm Mind sets, and Z-moves aiding the power of its other sweeper sets, Magearna became an absolute menace to deal with, both in the builder and in-game. Answers to these sets were insanely limited - in particular, the Stored Power sets often made people rely on Dark Tera Clodsire to be countered. And even those sets could be lured by other Magearnas (i.e those using Z moves), making checking Magearna a dangerously inconsistent game. It's also worth noting that Magearna was also very solid as a Spikes user in this metagame - its high bulk as well as strong offensive presence effectively made it impossible to defog against. As such, it was promptly voted to be banned, and is the only unanimous vote on this slate.

:melmetal:Melmetal

Simply put, the increase in power from Terastallization pushed CB Melm over the edge. The insane power from Double Iron Bash was capable of 2HKOing practically every splashable resist in the metagame, and often forced defensive Teras to be able to be dealt with properly. This mon singlehandedly catapulted Trick Room to prominence as a result - and unlike most Trick Room wincons this strong, Melmetal is also immensely bulky, so most forms of offensive pressure didn't work. In addition, the ability to flinch off of such a powerful move makes even the bulkiest answers unable to truthfully deal with CB Melm, as otherwise decent answers like Dondozo and Iron Hands are easily flinched down.

:regieleki:Regieleki

Regieleki's new form of coverage in Tera Blast, in combination with Ice Tera made it an absolute monster to handle. Most Ground types are unable to eat 2 Specs Tera Blasts, and the only ones that are (Iron Treads, Ting-Lu, and Gastrodon) either lack recovery, or are only specifically useful for countering Regieleki itself. Outside of Ground-types, things don't go too well either - Ferrothorn does take hits from Regieleki well, but the freedom of Volt Switch means Ferrothorn tends to be a flimsy answer in practice. Other Grass types are either outright 2HKOd or OHKOd. Kyurem is capable of answering Eleki, but due to a lack of a Volt immunity, it also folds very quickly. And offensively, Regieleki barely has answers - practically nothing in the metagame is faster than it, and the few things that can revenge kill it are priority from Mega Scizor, Mega Lopunny and Mega Medicham. It's also worth noting that although it makes Regieleki worse into Clodsire and dragons in general, Regieleki can run alternate Teras, particularly Grass, to get around some of its more common answers. All in all, Regieleki's sheer offensive power and speed made it heavily restricting in the builder.
