Maximum Speed EVs, with a Jolly nature, make Terrakion able to outspeed Modest Keldeo and non-Timid Raikou.

Usage Tips
=============
Usually, Terrakion should just use its strongest move against the foe. However, against some foes that often use Custap Berry and Endure, like Porygon-Z, avoiding Close Combat may be best so Terrakion doesn't lower its Defense and Special Defense.

Close Combat is a strong STAB move that is used on foes like Snorlax and Air-Balloon Heatran. Stone Edge is another great STAB move that deals with Volcarona and Thundurus not great odds (just over 40%) vs sub thundurus, might be worth putting rock slide on the set with stone edge. not sure if there is a reason to use stone edge over rock slide. Earthquake is used for Raikou and non-Air-Balloon Heatran and Metagross. Zen Headbutt can be used against non-Choice Scarf Keldeo this does less than close combat, which is good rolls vs no bulk keldeo. While Double Kick is an option against Magnezone, but Terrakion needs to be Adamant for an OHKO.

The EVs are put in max Attack, for maximum damage output, and in Speed. Which, if Jolly, makes Terrakion able to outspeed max Speed Volcarona, fast Keldeo and fast Raikou.

Which, if Jolly, makes Terrakion able to outspeed max Speed Volcarona, you are never losing to timid rona unless it is specs psychic, which is not exactly relevant fast Keldeo and fast Raikou. I'd probably specify "Modest Keldeo" and "Aura Sphere" or "Rash/Modest" Raikou, or just "neutral-nature" for both, but I suppose that's a matter of preference.
