Pros:
-Interesting ability give it a third STAB on Rock-type moves
-Great support movepool, featuring Stealth Rock, Knock Off, Taunt, Foul Play
-Good offensive movepool
-Reliable recovery in Roost
-Priority in Sucker Punch

Cons:
-Crucially missing Defog for support
-Attack is only ok, no Swords Dance to try and patch it up
-Middling bulk, don't expect it to take more than 1 hit
-Middling speed means a lot of offensive threats will outrun this and is reliant on Sucker Punch on offensive sets
-Kinda gets outclassed in a lot of aspects by Corviknight on support
-4MSS in general with so many useful moves at it's disposal, both for support and offense

Terastylizing Potential:
-It's already tough enough to fit moves on offensive sets and Tera Blast doesn't help, so it's better to just double down on Dark or Flying, but if you really wanted to push it I recommend Fighting to give a strong option to hit Bisharp/Kingambit who could switch in for free. Ground does let you use Drill Run to smack around electrics looking to get a good hit in while still hitting steels hard.
-Lead sets are better off not using tera

Potential Sets:
Lead
Bombirdier @ Heavy-Duty Boots
Ability: Rocky Payload
Tera Type: Flying/Dark
EVs: 248 HP / 8 Atk / 252 Spe
Jolly Nature
- Stealth Rock
- Knock Off
- Roost
- U-turn/Parting Shot/Memento

Leveraging the nice stuff Bombirdier gets gives us an ok lead set, anything that comes in on the Stealth Rock is liable to lose their item. U-turn is generally preferred for if you want to try and reset rocks later or knock more items off but Memento gives utility in the fact that it prevents Defog and Rapid Spin from working and gets in a team mate with a very soft cushion.

Choice
Bombirdier @ Choice Band
Ability: Rocky Payload
Tera Type: Flying/Dark
EVs: 252 Atk / 4 Def / 252 Spe
Adamant/Jolly Nature
- Brave Bird/Stone Edge
- Knock Off
- Sucker Punch
- U-turn

While 103 Attack isn't anything to write home about, it can still sting when Bombirdier is equipped with a Choice Band. With so many moves at it's disposal it's kinda hard to actually pick out the right moves here, especially since you pretty much always want Knock Off for its utility and Sucker Punch to get the jump on the myriad of offensive threats that outspeed this, and U-turn to preserve offensive momentum. Adamant hits 263 which outspeeds everything base 70 +speed fully invested, Jolly hits 291 which outspeed neutral base 92 fully invested. Choice Scarf could be an option, with a +speed nature it does outspeed everything without a boost but I feel like the loss in power will be far too noticeable and this poor bird didn't even get Switcheroo to give some utility with saddling a wall with a Choice item.

Additional Thoughts:

This bird has so many nice things going for it but it's just a feather too short, both in movepool and stats, but I think it may possibly find a niche in lower tiers.

Work!
Tera Rock sounds kinda interesting here. With the Tera boost and the Payload boost you hit pretty hard. Unfortunately, bulky Grounds are everywhere so you're probably U-Turning on them. It does seem interesting in the lower tiers though.

I wonder, does it get 2x or 2.25x with terra rock?

It's not Rock type normally, so it would get 1.5x boost to Rock-type moves with Tera. Ability gives it 1.5x multiplier to Rock-type moves as well, so it should be 2.25x multiplier total. Someone correct me if this specific case is different.

For some reason this bird is doing the absolute most. It's kinda funny just how insane its utility is, given its pretty average stat spread. Although it's far from OU material due to its underwhelming stat spread, its incredible movepool will definitely make it one of the most fun lower tier Pokemon.

Bombirdier @ Heavy-Duty Boots
Tera Type: Rock
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Knock Off
- Stone Edge
- Drill Run / Brave Bird
- U-turn

Bombirdier @ Heavy-Duty Boots
Ability: Big Pecks
EVs: 252 HP / 4 SpD / 252 Spe
Jolly Nature
- Knock Off
- Parting Shot / U-turn
- Stealth Rock
- Roost

Bombirdier @ Heavy-Duty Boots
Ability: Rocky Payload
Tera Type: Ground
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Hone Claws
- Knock Off / Sucker Punch
- Stone Edge
- Drill Run

These three sets are the ones I found most interesting, but it doesn't even begin to scratch the surface of what Bombirdier can run. Bombirdier can run 3 Attacks + Roost, an offensive Stealth Rock set, a Choice item set, or a fully defensive set if the lower tier metas can let it do that. It doesn't even need to run STAB, as the Hone Claws set can potentially drop Knock Off in favor of Roost.

Bombirdier's pure versatility, alongside its already cool design, has quickly made it one of my favorite Pokemon of the new generation.

This pokemon is sadly pretty mediocre and I don't see it going far. It's cool that it has a pretty wide movepool with Stealth Rock, Parting Shot, Roost, Memento, Taunt, Knock Off, etc. The most effective set I have experimented with is a suicide lead with Stealth Rock/Memento/Taunt and Knock Off or Sucker Punch, it's pretty slow though and underperformed.

I´ve used this set and I think it´s interesting for Bombirdier
:Bombirdier: @ Choice Scarf
Ability: Rocky payload
Tera type: Flying/ Dark /Rock
Nature: Adamant/Jolly
EVs: 252 Spe/252 ATK/ 4 HP
- Brave Bird
- Stone Edge
- Sucker punch/ Knock off
- U-turn/ Drill run

This set uses Bombirdier´s 103 base attack at max investment to be a revenge killer. The three stabs thanks to rocky payload make it more versatile against some pokemon. This set has a priority move and makes Bombirdier a fast attacker (I find more useful Sucker punch in the set to have priority against pokemon like Gholdengo or Dragapult rather than Knock off) and U-turn to make a free switch, but if you prefer to use drill run to counter electric or steel types like Kingambit, Glimmora or Pawmot there is an option.
For RU, drill run can face some cheks like Toxtricity (not boosted with shift gear), Coalossal, Revavroom or Bellibolt. U-turn instead gives you the chance to swap bombirdier and control the battle better . The main checks in this tier are Weavile, Cetitan (in snow + Slush rush), Lycanroc and Scarf Flamigo (some of them covered with your rock stab + stone edge or brave bird) and Magnezone as the main counter if you don´t use drill run.

Bombirdier @ Weakness Policy
Ability: Keen Eye
Tera Type: Dark/Flying
EVs: 6 HP/252 Atk/252 Spe
Adamant/Jolly Nature
-Power Trip
-Acrobatics/Hone Claws
-Sucker Punch
-Endure

Once this Bombirder is triggered it turns into a pretty strong sweeper. Power Trip can quickly overwhelm slower opponents while Sucker Punch is very important for the revenge killers. Works best with screens or Shed Tail support and can beat Unaware walls.

Bombirdier @ Choice scarf

Tera type:Electric/fire/Rock

Nature: adamant/jolly

EVs: 252 speed and attack with 4 HP

-Stone edge
-Brave bird
-Knock off
-Drill run

choice scarf doesnt force you to use sucker punch and i got inspiration from my choice scarf bruxish, tera fire makes u immmune to burn tera ground gives you an imunity to thunder wave and a stronger drill run, knock off is utillity and a stab along with brave bird and stone edge while drill run is for steel and electric types. (tera rock is obvious stone edge damage!)
Wow making sets do be fun afterall!
